This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on February 18, 2015.
The Kano State has received credit from the International Bank for Reconstruction and Development/International Development Association toward the cost of State and Local Governance Reform Project and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFBKN/SLGR/PFM/ICB/01/2017.
The State and Local Governance Reform Project serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the Supply, Installation, Integration, Training, Technical support of an Enterprise Resource Planning (ERP) [Public Sector] solution as a State Integrated Financial Management Information System (SIFMIS), and its related Hardware and Network Infrastructure.
Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loan and IDA Credits, edition of January – 2011 and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:
The Bidder to provide evidence that it has been in the business of supplying and supporting ERP system for not less than 5 years.
During the past five (5) years, the Bidder must have successfully completed at least two (2) contracts involving the development, installation, and provision of technical support for an ERP Implementation in a Public Sector with similar functional/technical characteristics and of a comparable scale. Prospective bidders will be required to provide evidence of, and purchaser reference of such implementations. Client’s certificate of completion will be required as evidence.
- The Bidder should be either the prime manufacturer of the proposed SIFMIS application software(s), or be formally approved and authorizes by the manufacturer(s) to supply, implement and support the tendered software(s) in Nigeria. Evidence of such accreditation(s) from the prime manufacturer(s) must be provided within the bid.
- The Bidder to provide demonstrable evidence of how effective in-country support will be provided for the software being proposed.
- The Bidder to provide evidence that the principal bidder as had an annual average turnover of not less than Euro €3.0 million during the last three calendar years.
- The Bidder to provide evidence of liquidity capacity at least Euro €1 million.
Interested eligible Bidders may obtain further information from State and Local Governance Reform Project (SLOGOR), Kano and inspect the bidding documents at the address given below, from 09:30 – 16:00hrs. A pre-bid meeting which potential bidders may attend will be held on December 12, 2017 at 10:00hrs.
A complete set of hard copy bidding documents in English may be obtained by interested Bidders on submission of a written application to the address below and upon payment of a non-refundable fee of N100, 000.00 (One Hundred Thousand Naira) only. The method of payment will be by Banker’s Cheque with ‘State and Local Governance Reform Project (SLOGOR), Kano’ as beneficiary.
Bids must be delivered to the address below on or before January 9th, 2018 at 12:30 hours. The BDS for this Clause specifies bids must be secured, and by a Bid Security. The amount of Bid Security required is Euro €120,000. Late bids will be rejected. Bids will be opened in the presence of Bidder’s representatives who choose to attend at the address below at 12:30 hours, January 9th, 2018.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
