REQUEST FOR PROPOSAL (RFP): APPLICATION AND PROPOSAL FOR BASELINE EVALUATION FOR THE YIELDWISE TOMATOES PROJECT

PROGRAM BACKGROUND
Nigeria produces over 10 percent of Africa’s total tomato volume; however, Nigeria’s tomato cultivation is limited by low productivity and high loss rates with most tomato being cultivated by smallholder farmers with limited knowledge and resources. The goal of the project is to reduce PHL by 50 percent throughout the tomato supply chain and increase average tomato income by 50 percent with the 45,000 participating farmers.

GENERAL REQUIREMENTS & SCOPE OF WORK
TechnoServe plans to conduct a baseline assessment of smallholder farmers and farmer association in the Northern Nigerian States of Kaduna, Kano, Katsina, Plateau and Jigawa. The purpose of this RFP is to seek proposals from survey service providers who specialize in household surveys, agricultural value chain assessments, reports and recommendations. The main audiences for this baseline evaluation are the project partners and the TechnoServe leadership teams in Abuja and Kano States.

Smallholding farmers surveys and focus groups will be conducted to document participating and comparison farmer’s characteristics, production volumes, crop losses, access to water, access to finance, market practices and other things of that nature. Focus groups with aggregation groups will provide information for an assessment of technologies and practices used to being the produce from the farm gate to market or processing facilities, and associated costs, food losses, energy uses, etc. the study will employ both qualitative and quantitative methods for data collection. The consultant must have the capacity and Android devices to conduct mobile data collection using the CommCare application. Tools for the data collection, including the survey built in CommCare and training manual, will be provided by TechnoServe, along with appropriate sampling methodology to determine stratification and sample size.

TERMS AND CONDITIONS
• The Request for Proposal is not and shall not be considered an offer by TechnoServe.
• All responses must be received on or before the date and time indicated on the RFP. All late responses will be rejected.
• All unresponsive responses will be rejected.
• All proposals will be considered binding offers. Prices proposed must be valid for entire period provided by respondent.
• All awards will be subject to TechnoServe contractual terms and conditions and contingent on the availability of donor funding.
• TechnoServe reserves the right to accept or reject any proposal or cancel the solicitation process at any time, and shall have no liability to the proposing organizations submitting proposals for such rejection or cancellation of the request for proposals.
• TechnoServe reserves the right to accept all or part of the proposal when award is provided.
• All information provided by TechnoServe in this RFP is offered in good faith. Individual items are subject to change at any time, and all bidders will be provided with notification of any changes.
TechnoServe is not responsible or liable for any use of the information submitted by bidders or for any claims asserted therefrom. TechnoServe reserves the right to require any bidder to enter into a non-disclosure agreement.

• The bidders are solely obligated to pay for any costs, of any kind whatsoever, which may be incurred by bidder or any third parties, in connection with the Response. All responses and supporting documentation shall become the property of TechnoServe, subject to claims of confidentiality in respect of the response and supporting documentation, which have been clearly marked confidential by the bidder.

SUBMISSION AND REVIEW OF PROPOSALS
Qualified firms or individual evaluator candidates meeting the above criteria are invited to send a proposal via email to TechnoServe at [email protected] (Use the subject line “Application and proposal for baseline evaluation for the YieldWise Tomatoes Project”) Application should include the following:

FIRMS:
• Description of firm performance on past projects
• CVs of key personnel (1 lead Evaluator and 5 filed Evaluators, covering all 5 target geographies)
• A brief outline of a proposed evaluation design, methodology and general evaluation approach
• Detailed budget in NGN, with applicable tax clearly identified
• Request payment terms and conditions

INDIVIDUALS:
• CV of the applicant
• A writing sample
• A brief outline of a proposed evaluation design, methodology and general evaluation approach
• Estimated evaluation budget in NGN, including the applicant’s daily rate and any required additional non- TechnoServe personnel.
• List of 3 referees who can attest to the applicant’s experience and expertise as it relates to this project and this TOR.

ALL PROPOSALS MUST:
• Be in English language
• No longer than 7 pages single-spaced for individual applicants, or 10 pages single-spaced for Firm applicants (equivalent in Times New Roman 10-point font)
• Addressed to the MEL Manager
• Received no later than 5pm WAT on 7th March, 2018.

TechnoServe reserves the right to award the contract to the organization whose proposal is deemed to be in the best interest of TechnoServe and the Donor.

The Firm or individuals with the winning proposal(s) will be notified in writing. Those who were not selected may or may not be notified, at the sole discretion of TechnoServe.
