INVITATION TO TENDER
The State Government of Osun through the Rural Water and Environmental Sanitation Agency (RUWESA) with support from the European Union (EU) and UNICEF under the Rural Component of Water Supply and Sanitation Sector Reform Programme II (WSSSRP II) hereby invites tenders from reputable companies for construction of water sanitation facilities in Ifedayo, Ayedaade and Odo-Otin LGAs.
2.0 SCOPE OF WORK
• Construction 123 Nos. of Handpump (HPBHs) and 11 Nos. of Solar Motorized Borehole (SMBH) in 115 communities in Ifedayo and 6 public places in Ayedaade, Ifedayo & Odo-Otin LGAs.
• Construction of 80 Force Lift Handpumps in 45 Schools and 35 Health facilities across Ifedayo, Ayedaade and Odo-Otin LGAs.
• Construction of 30 Nos. of 3-Compartment Gender Friendly Pour Flush Sanitation facilities (3-CPFL), 57 Nos. of 2-Compartment Gender Friendly Pour Flush Sanitation facilities (2-CPFL) in 51 Schools and 36 Health Facilities across Ifedayo, Ayedaade and Odo-Otin LGAs respectively.
• Construction of 6 Nos. of 3-Compartment Gender Friendly Water Closet Sanitation Facilities (3-CWC) in 4 Markets and 2 Motor Parks across Ifedayo, Ayedaade and Odo-Otin LGAs to be supported only by RUWESA.
The facilities are categorized into Lots as listed below:
LOT: WS-L1, WS-L4, and WS-L5
DESCRIPTION: Construction of 24 Nos. HPBHs in each of the Lots in Ifedayo LGA.
DESCRIPTION: Construction of 26 Nos. HPBHs in Ifedayo LGA.
DESCRIPTION: Construction of 25 Nos. HPBHs in Ifedayo LGA.
DESCRIPTION: Construction of 5 Nos. of Reticulated Solar Motorized Borehole (SMBH-WR) in Ifedayo LGA.
DESCRIPTION: Construction of 6 Nos. of Solar Non-Reticulated Solar Motorized Borehole (SMBH-NR) in Ayedaade, Ifedayo and Odo-Otin LGAs.
DESCRIPTION: Construction of 39 Nos. of Force Lift Hand Pump in Ifedayo LGA.
DESCRIPTION: Construction of 41 Nos. of Force Lift Hand Pump in the Lot in Ayedaade and Odo-Otin LGAs.

DESCRIPTION: Construction of gender friendly 3-CWC in 4 Markets and 2 Motor Parks (supported by ruwesa only) in Ayedaade, Ifedayo and O-Otin
3.0 MANDATORY REQUIREMENTS
Companies interested in the bids are to submit company profiles which must contain the following:
a. Evidence of Registration with Corporate Affairs Commission (CAC);
b. Firm’s Current (3 years) Tax Clearance Certificate of the company;
c. Current Tax Clearance Certificate of at least 2 directors or proprietor(s);
d. Evidence of registration with State and RUWESA as a contractor;
e. Company’s audited financial account, indicating turnover (average turnover for the last 2 years must be up to 100% of the current bid price); and funding information over the past 3 years endorsed by a firm of chartered accountants;
f. Evidence of financial capability from reputable Bank(s);
g. Company’s profile, organogram and resume of relevant key technical staff, including individual attestation of availability, include copies of professional certificates with seal and endorsement;
h. Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the past three (3) years; indicate the financial value of these similar projects, which must be at least 50% of the value of the bidder’s current bid price;
i. Description and list of relevant equipment owned by contractor; including proof of ownership or lease or license over the equipment;
j. Evidence of payment of tender fees.
k. Instruction to bidders and Bid Submission Sheet (which are included in the tender documents issued by RUWESA) must be fully signed and enclosed in the bids to be submitted.
4.0 COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILE
Interested bidders are to purchase bid documents from the Procurement Office, State of Osun RUWESA on payment of tender fee of Ten Thousand Naira (N10, 000.00). The tender fee is to be paid to the Procurement Office, State of Osun RUWESA. Collection of tender documents shall commence from Friday 10th November, 2017 between 9:00am and 4:00pm, Mondays to Fridays, except on public holidays.
Completed tender documents and company profile, which shall be in five copies (one original and four photocopies) are to be submitted in a sealed envelope marked with the company’s bid invitation number at the top left-hand corner, and addressed to: The General Manager, Rural Water and Environmental Sanitation Agency (RUWESA), State Secretariat, Osogbo, State of Osun. Sealed envelopes will be received at State of Osun Public Procurement Agency, Governor’s Office, Osogbo, until 12:00 p.m. Thursday 30th November, 2017. Bids opening shall follow immediately after the submission deadline at the Conference Room of the State of Osun Public Procurement Agency. The representatives of the bidders and the general public are invited to witness the public opening of bids.
4.1 PRE-BIDDING MEETING
Interested bidders are invited to the pre-bidding meeting which shall hold by 11:00am on Friday 17th November, 2017 at the Conference Room, RUWESA, State Secretariat, Osogbo, State of Osun.

All expenses incurred in preparing “Invitation to Tender” response and all expenses otherwise associated with “Invitation to Tender” responses shall be borne solely by the prospective contractor.
