The Federal Government of Nigeria has allocated funds to the Rural Electrification Agency (REA) in the 2017 Appropriation for procurement of goods, works and services towards achieving the Agency’s mandate.
In consonance with the above objective, the Rural Electrification Agency hereby invites interested, experienced and eligible contractors, Original Equipment Manufacturers (OEM) and Services Providers to submit their Technical Documents for prequalification to participate in this 2017 processes for procurement of various goods, works and services for the Agency.


Category A: Construction, Commissioning, Operation & Maintenance of Solar Mini-grids


Category B: Provision of Solar Home Systems

Category C: Provision of Solar Street Light

Category D: Constructions of Injection Substations

Category E: Construction Network/Grid Extension Projects

All Prospective bidders are to submit genuine copies of the following prequalification documents:
i. Certificate of Incorporation with Corporate Affairs Commission (CAC) with copies forms CO2 and CO7 attached.
ii. Three (3) years Tax Clearance Certificate (2014, 2015 and 2016) expiring 31st December, 2017.
iii. Copy of a valid License to operate as Electrical Contractor issued by the Nigerian Electricity Management Services Agency (NEMSA).
iv. Current Certificate of Compliance with the Pension Reform Act 2004 & 2014 (as amended) issued by the National Pension Commission (PENCOM).
v. Current Certificate of Compliance with the Industrial Training Fund Amendment Act 2011.
vi. Evidence of registration on the BPP National Database of Federal Contractors, Consultants and Service Providers.
vii. Certificate of Compliance with Nigerian Social Insurance Trust Fund (NSITF).
viii. Verifiable evidence of contracts of similar nature executed in the last 5 years. (please attach letters of Award together with interim, completion or payment certificates).
ix. Evidence of financial capability to execute the contact. (The following to be attached:
a) Last 3 years Audited Account signed and stamped by a certified Auditor
b) Bank reference; and
c) Bank Statement of Accounts for immediate past six (6) months (Jan-June, 2017).
x. Evidence of ownership or assured access to relevant equipment for execution of rural electrification project-(please attach proof of ownership or lease as applicable).
xi. Authorization: evidence that the firm has authorized the signatory of the Bid to sign documents and commit the bidder to any contract with REA-(properly executed power of Attorney or Board Resolution with a passport –size photograph of the authorized person firmly gummed or stapled to the document is required).
xii. Evidence that no one of the key personnel of the company is a COREN registered Engineer.
xiii. Sworn Affidavit attesting to the following:
a) That all submitted documents are true and genuine
b) That no officer of the Rural Electrification Agency or Bureau of Public Procurement (BPP) is a former or present director, shareholder or has any pecuniary interest in the company
c) That he company is presently NOT in receivership, or subject of any form of insolvency or bankruptcy or winding up petition or proceedings;
d) That NO Director of the company has ever been convicted in any country of any criminal offence relating to fraud or financial impropriety.
xiv. A clean copy of payment Receipt for the Non-refundable Tender fee of N25,000.00

5.1 All submission are to be covered with a forwarding letter on the company’s letterhead, duly signed by the Chief Executive Officer of the firm.
5.2 Bidders shall submit Three (3) spirally bound hard copies i.e. one ORIGINAL and two duplicate copies of the Technical Documents together with a CD soft copy in a sealed large envelope, duly marking the envelope with the preferred Category (A, B, C, D or E) and the project title as shown in section 2 on the top left hand corner of the envelope. The Envelopes should then be addressed to:

5.3 The reverse side of all envelopes used must bear the Application Company’s name and address and the authorized contact person’s phone numbers (all written out in capital letters).

Applicants must obtain a Tender Submission Acknowledgement Receipt from the Procurement Desk Officer before depositing the envelope bearing their prequalification Documents in the appropriate tamper-proof “Tender Box” at the REA Corporate Headquarters, 22, Freetown Street, Wuse2, Abuja on or before 12:00noon on Tuesday, 1st August, 2017 for Categories A, B, C.
5.4 Submission deadline for prequalification documents for Categories D & E projects is 12noon on Thursday 3rd August, 2017.
Documents received after the above deadlines shall be rejected and returned later unopened to the bidders who submitted them.

6.1 Opening of prequalification documents for Categories A, B, & C shall commence immediately following the submission deadline at 12:00 noon on Tuesday, 1st August, 2017 at the Zuma Hall, New Rockview Royale Hotel, Adetokunbo Ademola Crescent, Wuse 2, Abuja.
6.2 Opening of submission for categories D & E shall commence immediately after close of submission at 12:00 noon on Thursday, 3rd August, 2017 at the same Zuma Hall, New Rockview Royale Hotel, Adetokunbo Ademola Crescent, Wuse 2, Abuja.

7.1 Failure to provide any of the technical documents listed in 3.0 (i-xiv) above shall lead to disqualification.
7.2 Only Pre-qualified bidders will be invited to participate in the next stage of this procurement process i.e. submission and opening of Financial Bids.
7.3 Applicants for Category A: Construction of Solar Mini-grids must include the following additional evidence:
a) That they are Original Equipment manufacturer (OEM) or accredited agent of an OEM of solar products
b) That they have built or deployed at least 2 completed and functional solar mini-grids in the last 5 years.
7.4 Applicants for Category B: Provision of Solar Home Systems must provide evidence of previous experience in supply and installation of Solar Home Systems in at least two communities in Nigeria which are currently working.
7.5 Applicants for Category D: Construction of Injection Substatios must provide verifiable evidence of having completed and commissioned 2No. Injection substations in the past 10 years.
7.6 Any company that applies for pre-qualification in more than two of the categories (A-E) shown in Section 2.0 of this publication shall be disqualified.
7.7 Bidders are advised to adhere strictly to the instructions in the FGN Standard Bidding Documents for Goods & Works issued for this exercise. Failure to do shall result in disqualification.
7.8 Prequalification documents should be arranged and numbered or paged in the order they are listed in paragraph 3.0 above and the authorized representative of the company should sign every page of the submission.
7.9 Contractors with history of abandonment/non-completion of rural electrification contracts or who lack capacity need not apply for pre-qualification.
7.10 Submission of fake documents may lead to prosecution as all documents submitted shall be referred to the issuing Authorities or Security Agencies for verification.

8.3 The Rural Electrification Agency pledges fair and equal treatment of all bidders but is not bound to shortlist any bidder and reserves the right to annul this procurement process at any time without incurring liabilities to itself or under obligation to explain to any bidder the reason for the cancellation.
