INVITATION TO TENDER/EXPRESSION OF INTEREST FOR THE EXECUTION OF 2017 CAPITAL PROJECTS

The Nigerian Tourism Development Corporation (NTDC) intends to carry out some procurement to be funded from the 2017 appropriation. Consequently, interested, competent and reputable contractors/suppliers/consultants are hereby invited to Express Interest or Tender for the Execution of the under-listed Capital projects in line with the provisions of the Public Procurement Act, 2007.

2.0 THE PROJECTS
2.1 CATEGORY A: INVITATION TO TENDER – Interested Contractors and Suppliers are invited to submit Technical and Financial Bids for the following projects:

3.0 ELIGIBILITY AND CAPABILITY CRITERIA
3.1 ELIGIBILITY REQUIREMENTS
To be eligible to participate in this procurement exercise interested Bidders must possess and submit all the under-listed responsive/eligibility criteria:
i. Evidence of Incorporation with Corporate Affairs Commission (CAC), including Form CO2 and CO7.
ii. Copy of Current Tax Clearance Certificate for the last three (3) years 2014, 2015 & 2016.
iii. Copy of Current National Pension Commission (PENCOM) Clearance Certificate (expiring 31st December, 2017).
iv. Copy of Current Industrial Training Fund (ITF) Compliance Certificate (expiring 31st December, 2017).
v. Evidence of Registration on the National Database of Contractors, Consultants and Service providers with Bureau of public Procurement (BPP) with Interim Registration Report (IRR).
vi. Copy of Current National Social Insurance Trust Fund (NSITF) ECS Clearance Certificate (expiring 31st December, 2017).
vii. Evidence of payment of Tender Fee including the chosen Lot, and
viii. Sworn affidavit indicating that:
a) None of the Directors of the Company has ever been convicted in any Court for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
b) No officer of the Corporation or BPP is a former or present Director, Shareholder or has any pecuniary interest in the Company.
c) The Company is not in receivership, insolvent, bankruptcy or winding up process.

3.2 CAPABILITY/EVALUATION CRITERIA
In addition to the above mandatory /eligibility criteria, each bidder is expected to prove that it has the capacity to successfully execute its project of choice. Accordingly the following criteria shall apply.
a. Previous experience and verifiable evidence of list of similar jobs carried out successfully in the past three (3) years (letters of award and performance completion certificates).
b. Evidence of dully Audited Company Account – 2014, 2015 & 2016.
c. Bank letter of promise to provide financial support if the bidder is awarded the contract/evidence of financial capability to handle the project.
d. Company’s personnel profile-List of members of staff of the company with evidence of their academic and professional qualifications attached.
e. Evidence of up-to-date registration of the company with relevant professional bodies; and
f. Packaging/presentation of Technical bid (i.e. presenting documents in the exact order they are listed out under the eligibility/capability criteria.
g. Knowledge of the Tourism landscape of the site and cultural values of the community for Works project under Category A.
h. Expected contribution to the Local Community in the Execution of the (Works) Project under Category A.

4.0 COLLECTION OF BIDDING DOCUMENTS
Standard Bidding Documents for Category A, are available from the Procurement Unit, 1st Floor, Nigerian Tourism Development Corporation’s Head Office, Federal Secretariat, Area 1, Garki, Abuja from 9:00am to 3:00pm Mondays to Fridays, except on public holidays on presentation of evidence of payment of non-refundable Tender fee of Ten Thousand Naira (N10, 000.00) only per Lot to the Treasury Single Account (TSA), The TSA Code Number is to be obtained from the central pay office, Ground Floor (NTDC Head Office) for the payment of the non-refundable tender fee. Please, note that all Consultants expressing interest in Consultancy Services are exempted from paying Tender fees at this initial stage until they are Pre-qualified to the stage of issuance of Request for Proposal (RfP).

5.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI) BID DOCUMENTS
5.1 Interested Consultants shall submit One (1) original and Two (2) photocopies of their Expression of Interest in an envelope which shall be sealed and labeled “Expression of Interest” with the “Project Name/Title” and “Lot No.” clearly written on the top right hand corner of the envelope. The reverse side of the envelope should bear the “Bidder’s Name, Address and Telephone Number(s)”.
5.2 Interested Contractors/Suppliers shall submit One (1) original and Two (2) photocopies of their Technical Bid and completed Financial Bid. The Three copes of Technical Bids and Three copies of Completed Financial Bids shall be placed in two (2) different sealed envelopes and each envelope appropriately labeled “Technical Bid” and “Financial Bid” as well as “Project Name/Title” and “Lot No.” on the same side of the envelope. The reverse side of the two envelopes should bear the “Bidder’s Name, Address and Telephone Number(s)”. The two sealed envelopes containing separately Technical and Financial Bids should be enclosed in a Third envelope which should be sealed and labeled “Technical and Financial Bid” with the “Project Name/Title” and “Lot No.” clearly written on the Top Right hand Corner. The reverse side of the outer envelope should bear the “Bidder’s Name, Address and Telephone Number(s)”.
The envelope containing EOI (5.1) and the outer envelope containing bids (5.2) should be addressed to:

The sealed EOI or Bid Document shall be deposited in the tender box placed in the Procurement Unit, 1st Floor, Nigerian Tourism Development Corporation Head Office, Federal Secretariat, Area 1, Garki, Abuja.
• Closing time for the submission of Expression of Interest (EoI) is 12:00 Noon 30th October, 2017.
• Closing time for the submission of Bids is 12:00 Noon 27th November, 2017.
• Late submission will not be considered.

6.0 OPENING OF BIDS
6.1 Opening of Expression of Interest will commence at 12:00 Noon on 30th October, 2017 at the Tourism Village Hall, NTDC Head Office, Federal Secretariat, Area 1, Garki – Abuja.
6.2 Opening of the Technical Bids (for Category A) will commence at 12:00 Noon on the 27th November, 2017 at the Tourism Village Hall, NTDC Head Office, Federal Secretariat, Area 1, Garki – Abuja.
6.3 Financial bids of those who are successful in the technical bid evaluation will be opened at a date to be communicated to them.

7.0 IMPORTANT NOTICE
i. Only Pre-qualified Bidders shall be invited to the next stage of the Procurement Process.
ii. All documents (EoI/Bids) for submission must be transmitted with a covering letter under the company’s letter head paper bearing among others, the Registration Number issued by CAC, official company’s address, telephone numbers and valid e-mail.
iii. All documents submitted must be acknowledged at the Procurement Unit of the Corporation.
iv. NTDC will not be responsible for any cost incurred by any Company in the preparation of bid document and related expenses and is not obligated to award the contract to any bidder.
v. NTDC reserves the right to cancel/annul the Procurement Process at any stage without incurring any liability to the bidders in line with Section 28 of the Public Procurement Act, 2007.
vi. This advertisement shall not be construed to be a commitment on the part of the NTDC nor shall it entail any bidder to make any claim(s) whatsoever and seek indemnity from Nigerian Tourism Development Corporation by virtue that the bidder has responded to this advertisement.
vii. Failure to abide by the instructions laid down in this advertisement and the Standard Bidding Documents will lead to rejection of Bid.
viii. A bidder shall not apply for more than one Lot.
ix. Interested parties/bidders/representatives of NGOs are by this advert invited to attend the bid opening exercise.
