INVITATION TO TENDER AND REQUEST FOR EXPRESSION OF INTEREST (EOI)
1. In compliance with the Public Procurement Act 2007 the Nigerian Postal Service (NIPOST) intends to implement the underlisted Procurement activities and wishes to invite competent service providers and companies to submit bids/EOI for the following projects:
CATEGORY A: GOODS
LOT 1: TOTAL UPGRADE OF FIRE SAFETY AND PROTECTION SYSTEMS IN THE NIPOST CORPORATE HEADQUARTERS BUILDING AND THE ZONAL HEAD QUARTERS (ABUJA ZONE) TO MAKE THEM COMPLIANT WITH FIRE SAFETY REGULATIONS AND STANDARD.
(Servicing of all existing fire and firefighting equipment procure and install additional firefighting equipment as recommended by the federal Fire Service Inspection Team).
LOT 2: PROVISION OF NATIONAL DIGITAL ADDRESSING SYSTEM WITH ICT EQUIPMENT AND DATA
CATEGORY B: SERVICES
LOT 3: DEVELOPMENT, SUPPLY AND IMPLEMENTATION OF INTEGRATED POSTAL AUTOMATION SYSTEM IN NIPOST
LOT 4: “PROVISION OF ONE-WEEK ORIENTATION COURSE FOR NIPOST STAFF”
– To prepare staff with the required skills, qualities and competence necessary to attain the set goals and objectives of the organization.
– To equip them with a customer-focused culture, excellence within the work place for quality service delivery and good customer relationship etc.
LOT 5: PROVISION OF ICT SOFT/HARDWARE FOR DEPLOYMENT SERVICES TO SERVE THE NATIONAL CASH TRANSFER OFFICE, BANK OF AGRIC UNIFIED PAYMENT PLATFORM AND DEVELOPMENT OF CENTRALIZED AGENT MANAGEMENT PLATFORM.
2. MANDATORY REQUIREMENTS
To qualify for consideration, interested Firms and Companies are to submit the following documents:
i. Certificate of Registration with Corporate Affairs Commission (CAC)
ii. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2018
iv. Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018
vi. Evidence of Registration on National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1st January, 2019 or valid certificate issued by BPP
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Nigerian Postal Service or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
viii. Company’s Audited Accounts for the last three (3) years (2015, 2016 & 2017)
ix. Evidence of Financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to guarantee for the execution of the project when needed
x. Company profile with curriculum vitae of key staff deployed for the project with copies of their academic/professional qualifications
xi. Evidence of Firm’s registration with the Computer Registration Council of Nigeria or any other related Professional Body. For Lot 4: Evidence of Firm’s Registration with the Centre for Management Development
xii. Evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates and job completion certificates
xiii. All documents for submission must be transmitted with a covering letter under the Company’s/Firm’s Letterhead paper bearing amongst others the Registration Number (RC) as issued by Corporate Affairs Commission (CAC) contact address Telephone number (Preferably GSM No.) and e-mail address. The letterhead must bear the names and nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the Firm or Company.
3. COLLECTION OF BID DOCUMENTS
A non-refundable Tender Fees of N10,000.00 (Ten Thousand Naira) (For Goods) to be paid to NIPOST through REMITA. Bid Documents can be obtained from the office of the General Manager Procurement, (Room 222) Second Floor, NIPOST Corporate Headquarters, Abubakar Musa Argungu House, Plot 1279, Mohammadu Buhari Way, Garki-Abuja Nigeria, on presentation of evidence of payment of non-refundable fee of N10,000.00. per Lot.
4. SUBMISSION OF BIDS/EOI
Prospective bidders (for Goods) are to submit bid for each of the Lot desired, two (2) hard copies each of Technical and Financial Bids in MS Excel format packaged separately in sealed envelope and clearly marked “Technical Bid” or “Financial Bid” and thereafter put the two sealed envelopes together in a bigger envelope and addressed and hand-delivered to the General Manager Procurement, NIPOST Corporate Headquarters, Room 222, Second Floor Garki II not later than 12:00 noon on Monday, 11th September, 2018.
Interested firms (for Consultancy Service) are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the General Manager Procurement, NIPOST Corporate Headquarters, Room 222, 2nd Floor Garki II and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the project title and address of the bidder and hand-delivered to the above address not later than Monday, 10th September, 2018.
5. OPENING OF BIDS
Technical bids and EOI will be opened immediately after the deadline for submission at 12:00 noon on Monday, 10th September, 2018.
a) Failure to submit the above stated requirements may head to disqualification of tender.
b) Only pre-qualified bidders (for Goods) will be invited at a later date for financial bid opening, while financial bids of unsuccessful bidders will be returned un-opened.
c) Only shortlisted Firms (for Consulting Service) will be invited for collection or Request for Proposals at a later date.
d) Notwithstanding the submission by any Firm or Company, the Nigerian Postal Service is neither committed nor obligated to offer its company or firm an award in any form of contract or its agency company.
e) That this advert is published for information purpose and shall neither be construed to be a commitment on the part of NIPOST nor shall it entitle any applicant to make any claim(s) whatsoever and seek any indemnity from NIPOST by virtue of applicant having responded to this advertisement.
f) That NIPOST reserves the right to conduct independent inspection of works claimed to have been carried out previously.
