NIGERIAN OFFICE FOR TRADE NEGOTIATIONS
INVITATION TO TENDER FOR THE EXECUTION OF CONTRACTS
1.1 The Federal Government of Nigeria has allocated funds to the Nigerian Office for Trade Negotiations in the 2017 Appropriation Act as takeoff grant, and it intends to use part of the funds for procurement of vehicles.
1.2 Consequently, Nigerian Office for Trade and Negotiations hereby invites interested Contractors/Suppliers with proven relevant competence and experience to submit Technical and Financial bids for the execution of the contracts listed in the advertisement in compliance with the Public Procurement Act (PPA) 2007.
2.0 PROJECTS – SUPPLY OF VEHICLES AS FOLLOWS:

PROJECT DESCRIPTION: Supply of Sport Utility Vehicle to NOTN
LOT NO: NOTN/BUS/G2
PROJECT DESCRIPTION: Supply of 16 Seater Bus to NOTN
3.0 RESPONSIVE CRITERIA
Eligibility: Failure by a bidder to submit all of the following (non-scoring responsive criteria) renders the bidders ineligible to participate in this procurement:
i. Certificate of Incorporation/Registration with the Corporate Affairs Commission;
ii. Current Tax Clearance Certificate (Expiring 31 Dec. 2018);
iii. BPP Interim Registration Report (IRR) or Certificate of Registration in the National Database of Suppliers, Contractors and Consultants (Expiring 1 Jan 2019);
iv. PENCOM Clearance Certificate (Expiring 31 Dec 2018);
v. National Social Insurance Trust Fund (NSITF), ECS Clearance Certificate (Expiring 31 Dec 2018);
vi. Industrial Training Fund Compliance Certificate (ITF, Expiring 31 Dec 2018);
vii. Proof of OEM’s representative or Accredited Dealership/Sub-Dealership.
4.0 TENDERS FEES
A non-refundable tender fee of N20,000.00 (Twenty Thousand Naira) only per Lot is to be paid by each bidder,. The tender fee should be paid into the TSA account in favour of Federal Ministry of Industry, Trade and Investment.
5.0 COLLECTION OF BIDDING DOCUMENTS
Detailed Specification are available for collection from the Office of the Director General, 5th Floor, Nigerian Office for Trade and Negotiations, Plot 424 Aguiyi Ironsi Street, Export House, Maitama, FCT, Abuja on presentation of original copy of the Treasury Receipt issued by the Finance & Accounts Department, NOTN (for sighting) and a photocopy of the same, evidence payment of the non-refundable tender fee.
6.0 SUBMISSION OF BIDS
i. Interested contractors/suppliers shall submit one original and one photocopy of their Technical bids and completed financial bids. The two copies of both Technical and completed Financial Bid per Lot shall be placed in two different sealed envelopes and appropriately labeled “Technical Bid” and “Financial Bid” as well as the “Lot No” on the same side of the envelope. The reverse side of these two envelopes shall bear the “Bidders Name, Address and Telephone Number(s)”. the third outer envelope which should be sealed and labeled “Technical and Financial Bid” with the Title and Lot No. clearly written on the top right hand corner.
ii. The outer envelope should be addressed to:

iii. Closing time of the submission of all Bid “Technical and Financial” is 12:00 Noon on Monday, 16th April, 2018. Technical Bids will be opened on the same day.
7.0 BID OPENING
Opening of Technical Bids will take place at 12:00 noon on Monday, 16th April, 2018 in the Conference Room, 5th Floor, Nigerian Office for Trade and Negotiations, Plot 424, Aguiyi Ironsi Street, Maitama, Abuja.
Late submission will not be entertained, no matter the circumstances, please.
8.0 BID EVALUATION AND AWARD
Award of contract will be recommended in favour of the Lowest Evaluated Responsive Bids.
9.0 IMPORTANT INFORMATION
i. All submitted documents may be referred to relevant Authorities for verification/confirmation.
ii. Only prequalified bidders shall be invited to the next stage of the procurement process.
i. The Nigerian Office for Trade and Negotiations will not be responsible for any cost and/or expenses incurred by any company/Bidder in the preparation, submission and/or in connection with any response to this invitation to Bid.
ii. The Nigerian Office for Trade and Negotiations is not obligated to award a contract to any company and/or Bidder in respect of this invitation and reserves the right to cancel, annul and/or discontinue the procurement process at any stage, without incurring any liability thereby to companies/bidders.
iii. This “Invitation to Bid” shall not be construed as an offer of contract or commitment on the part of NOTN nor shall it entitle any company/bidder to make claims and/or seek any indemnity or compensation from NOTN.
