EXPRESSION OF INTEREST (EOI)/ INVITATION TO TENDER

1.0 INTRODUCTION
The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transportation in compliance with the Public Procurement Act (PPA) 2007, invites reputable and interested Contractor/Firms/Companies with proven track records to express interest/tender for the under-listed projects subject to the approval of Agency’s 2018 Budget by the National Assembly.

PROJECT TITLE: (EXPRESSION OF INTEREST)
LOT – 1 CONSULTANCY FOR ORGANIZATION OF SENIOR MANAGEMENT RETREAT

LOT – 2 DEVELOPMENT OF MARITIME LABOUR BASIC OFFSHORE SAFETY INDUCTION EMERGENCY TRAINING (BOSIET) AND HELICOPTER UNDERWATER ESCAPE TRAINING (HUET) STANDARD MANUAL

LOT – 10 DESIGN, SUPPLY AND INSTALLATION OF BIOMETRICS ACCESS CONTROL SYSTEM AT NIMASA HEAD OFFICE

LOT – 11 PARTITIONING AND REMODELLING OF 5 WINGS OF NIMASA HEAD OFFICE, APAPA, LAGOS

2.0 GENERAL REQUIREMENTS
Prospective bidders are required to submit documents:
i. Detailed Company Profile stating current office address, e-mail and telephone numbers.
ii. Certificate of Incorporation with Corporate Affairs Commission (CAC) attach Certified True Copy of Form CAC7 and CAC2.1.
iii. Copy of company’s Automated Tax Clearance Certificate for the last three years (2015, 2016 & 2017) valid till 31st December, 2018.
iv. Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
v. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of valid Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP;
vii. Evidence of current Nigerian Social Insurance Trust Fund Certificate (NSITF) Compliance Certificate valid till 31st December, 2018;
viii. A sworn affidavit disclosing whether or not any officer of the relevant committees Nigerian Maritime Administration and Safety Agency (NIMASA) or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
That none of the Company’s directors has been convicted in any law court for any criminal offence including fraud and financial impropriety; and
That the company is not in receivership, bankrupt or insolvent;
ix. Audited Annual financial report of the company for the last three years (2015, 2016 and 2017). Prospective companies must have minimum annual turnover of 50 Million Naira.

3.0 ADDITIONAL REQUIREMENTS
i. Proof of Technical and operational capability showing number of years in similar and/or particular assignment by providing documentary evidence of at least three (3) similar jobs successfully executed/on-going within the last five (5) years (e.g. Letters of Award, Job completion certificate etc.);
ii. Evidence of accreditation/registration with relevant professional body;
iii. List of all the Company’s personnel with photocopies of their relevant professional certificates;
iv. Company’s Health, Safety and Environment (HSE) policy;
v. Lot 10 will require technical presentation/demonstration.

4.0 COLLECTION OF TENDER DOCUMENTS FOR LOT 6 -11 (INVITATION TO TENDER)
Prospective Bidders for Lot6-11 (Invitation to Tender) are requested to collect Bid Documents as from Tuesday 26th June, 2018, from the Office of the Head Procurement, 5th Floor, Maritime House No.4 Burma Road, Apapa, Lagos, upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only. Payment shall be made of NIMASA’s remita account in any reputable commercial Bank in Nigeria. After payment, Teller shall be taken to the NIMASA Revenue Unit for issuance of receipt for collection of Bidding Document.
Technical documents shall be enclosed in a separate envelope (marked Technical) and Financial Bid in another envelope (marked Financial). The two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “INVITATION TO TENDER” stating the “Lot No”, company name and the “Project Title”. The Technical bid and financial bid shall be submitted in duplicate on or before the tender closing date of Tuesday, 7th August, 2018 to the address below. Submission on the last day shall be done at the BID OPENING Venue, Multi-Purpose Hall of NMRDC, Kirikiri, Apapa before 11am. Only technical bids shall be opened immediately after the closing time. Late submission will be returned un-opened.

Tenderers or their representatives, relevant Professional Bodies and Non-Governmental Organizations (NGOs) are invited to witness the opening exercise and shall register evidencing their attendance on the date of the bid opening.

5.0 EXPRESSION OF INTEREST LOT 1-5
All Proposals with supporting documents (ORIGINAL AND DUPLICATE) neatly packaged in sealed envelope, stating Expression of Interest, shall be submitted on or before the closing date of Tuesday, 10th July, 2018 by 11:00am to the office of Head Procurement. Submission on the last day should do so before 11am. All bids shall be opened immediately after the closing time at NIMASA Head Office, No.4 Burma Road, Apapa, Lagos. Late submission will be returned un-opened.
All prequalified bidders for projects under Expression of Interest shall be contacted to further submit Technical and Financial Bids for public opening at a later date.

6.0 ENQUIRIES

7.0 NOTATION
i. The document should be arranged in the order listed at 2.0 & 3.0 above and clearly separated by dividers;
ii. Failure to submit all the general requirement documents stated above may lead to the disqualification of the bid;
iii. Note that Payment of Tender fee is not required at this stage for Lot1-5;;
iv. All CAC, PENCOM, ITF, NSITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), National Pension Commission (PENCOM) and other relevant bodies for verification;
v. Margin of preference will be accorded to local goods and services. Details are as contained in the Standard Bidding Document (SBD);
vi. This notice shall not be construed to be a commitment on the part of the Nigerian Administration Maritime and Safety Agency to award any form of these contract to any respondent or entitle any Company/Firm submitting documents to claim any indemnity from the Agency;
vii. Bid document shall be submitted in person and not through post. Any bid submitted through post shall not be accepted;
viii. Bidders shall be responsible for all costs in preparation and submission of Bid;
ix. Bidders are advised to read this solicitation carefully as failure to follow instructions may lead to rejection of bid;
x. Lot 10 will require technical presentation/demonstration; and
xi. These projects shall be awarded subject to the approval of Agency’s 2018 Budget by the National Assembly.
xii. Only pre-qualified bidders (for Lots 6-11) shall be invited at a later date for financial bid opening.
