INVITATION FOR PRE-QUALIFICATION ON ‘CONTRACTOR FINANCED PROJECTS’

1.0 INTRODUCTION
The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transportation in compliance with the Public Procurement Act (PPA) 2007, invites reputable and interested Contractors/Companies with proven track records to submit prequalification documents for the under-listed projects on contractor finance basis.

PROJECT TITLE
LOT – 1: CONSTRUCTION OF CENTRAL ZONAL OFFICE COMPLEX, WARRI, DELTA STATE

LOT – 2: CONSTRUCTION OF EASTERN ZONAL OFFICE COMPLEX, PORT-HARCOURT AND ONNE PORT OFFICE

2.0 GENERAL REQUIREMENTS
Prospective bidders are required to submit the following documents:
i. Detailed Company Profile stating current office address, e-mail and telephones.
ii. Certificate of Incorporation with Corporate Affairs Commission (CAC) attach with Certified True Copy (not photocopy) of Form CAC7- Particulars of Directors.
iii. Evidence of company’s current Tax Clearance Certificate for the last three years (2014, 2015 & 2016).
iv. Evidence of 2017 Pension Clearance Certificate in compliance with Amended PenCom Reform Act 2014.
v. Evidence of 2017 ITF Certificate in compliance with Industrial Training Fund (ITF) Act, 2005.
vi. Evidence of current Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP).
vii. Evidence of 2017 Nigerian Social Insurance Trust Fund Certificate (NSITF).
viii. A sworn affidavit disclosing whether or not any officer of the relevant committees Nigerian Maritime Administration and Safety Agency (NIMASA) or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; and
ix. Audited annual financial report of the company for the last three years (2014, 2015 & 2016) showing the company’s minimum annual turnover of 200 Million Naira.

3.0 ADDITIONAL REQUIREMENTS
I. Proof of technical expertise to execute the job;
II. Evidence of accreditation/registration with relevant professional body;
III. List of verifiable documentary evidence of similar jobs successfully executed/on-going within the last five (5) years (e.g. Letters of Award, Job Completion certificate, etc.);
IV. List of key personnel to carry out the work including professionals to be attached to the work by including photocopies of relevant professional certificates;
V. List of Equipment to carry out the work
VI. Evidence of compliance with Health, Safety and Environment (HSE).

4.0 DEADLINE FOR SUBMISSION OF PROPOSALS
Bids with all supporting documents neatly segregated with divider shall be submitted as one package containing two sealed envelopes (Original bid an duplicate bid) with each clearly marked at the top left corner with the LOT number, Project title, company name, address and contact phone number(s) before the closing date of Tuesday 27th march, 2018 to the Office:

No.4 Burma Road, Apapa, Lagos.

Bidders are advised to submit before the closing date. However, any submission on the last day Tuesday 27th March, 2018 should be done at NMRDC Kirikiri on or before 11am.

5.0 OPENING OF BIDS
All bids received shall be opened on Tuesday 27th March, 2018 at the NIGERIAN MARITIME RESOURCE DEVELOPMENT CENTRE (NMRDC) MULTI-PURPOSE HALL, KIRIKIRI, LAGOS immediately after the closing time of 11:00am.

Tenders or their representatives, relevant Professional Bodies and Non-Governmental Organizations (NGOs) are invited to witness tender opening exercise and shall register evidencing their attendance.

All prequalified Companies/Contractors shall be contacted to submit Technical and Financial Bids, which shall also be publicly opened at a later date that shall be communicated to prequalified Companies/Contractors.

6.0 ENQUIRIES

NOTATION
i. The document should be arranged in the order listed at 2.0, 3.0 and 4.0 above and clearly separated by dividers;
ii. Failure to submit all the general requirement documents stated above may lead to the disqualification of the Bid;
iii. Late submission of prequalification documents will not be entertained;
iv. No payment of Tender fee is required at this stage of submission of proposal;
v. All CAC, VAT, PENCOM, ITF, NSITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), National Pension Commission (PENCOM) and other relevant bodies for verification;
vi. This notice shall not be construed to be a commitment on the part of the Nigerian Administration Maritime and Safety Agency to award any form of these contract to any respondent nor shall it entitle any Company/Firm submitting documents to claim any indemnity from the Agency;
vii. Bid document shall be submitted in person and not through post. Any bid submitted through post shall not be accepted; and
viii. Bidders shall be responsible for all costs in preparation and submission of Bid.
