REQUEST FOR EXPRESSION OF INTEREST (EOI) AS UNDERWRITER/BROKER FOR PROVISION OF INSURANCE COVER OF NCAT GENERAL BUSINESS AND SPECIAL RISKS
The Nigerian College of Aviation Technology (NCAT) located along Zaria-Samaru Road in Zaria, Kaduna State, Northwest of Nigeria intends to engage a consortium of underwriters/Brokers and hereby requests for Expression of Interest from interested reputable insurance companies and brokers to register in Nigeria that wish to participate in Underwriting and Management of its Insurance policies as categorized below:
LOT 1: AVIATION INSURANCE (SPECIAL RISKS)
• Aviation Hull Risk
• Aviation Third Party
• Aviation Passenger Liability
• Aviation Crew Liability
The various Aviation Insurance Liabilities highlighted above shall conform to the minimum Passenger Liability Limit as required by the Nigerian Civil Aviation Authority.
LOT 2: NON-AVIATION (GENERAL BUSINESS INSURANCE RISKS)
a. Fire and Special Perils
b. Motor Vehicles Insurance
• Private Motor vehicle
• Commercial Vehicles (Buses)
• Commercial Vehicles (Ambulance)
• Commercial Vehicles (Own Goods)
c. Burglary and Theft
B. ELIGIBILITY CRITERIA
All interested companies and brokers seeking to be considered must satisfy the following eligibility and qualification criteria.
A. Be a Limited Liability Company registered with the Corporate Affairs Commission (CAC) in Nigeria and licensed by National Insurance Commission (NAICOM) to operate as an insurance company or broker.
B. Maintain adequate Professional Indemnity Cover for its activities.
C. Be a good corporate citizen that pays its taxes.
D. Fulfill all statutory requirements to operate as an Insurance company or Broker in the Nigerian Insurance Industry.
Qualified Insurance companies and brokers must submit the following documents as evidence to satisfy A to D above.
a. Evidence of registration with Corporate Affairs Commission (CAC) which must include the original certified true copy (CTC) at registration within in the last six (6) months.
b. Current Operational License issued by National Insurance Commission (NAICOM).
c. Evidence of current membership of Nigerian Insurers Association (NIA).
d. Evidence of valid reinsurance arrangement for classes of business authorized to handle.
e. CV’s of key personnel, showing experience and technical qualification.
f. Evidence of registration with company’s principal officers with relevant professional bodies.
g. Evidence of Technical Competence and verifiable evidence of participating in any major aviation insurance account as underwriter /broker.
h. Tax clearance certificate for the last three (3) years (2014, 2015 & 2016).
i. Evidence of VAT registration and remittance.
j. Full office address and GSM numbers of contact persons.
k. Company’s published audited accounts for the last three (3) years (2014, 2015 & 2016).
l. Bank reference.
m. Evidence of financial capability.
n. National Pension Commission Compliance Certificate (expiring December, 2017).
o. Evidence of NSITF Registration (expiring December, 2017).
p. Evidence of ITF Registration and remittance (expiring December, 2017).
q. Evidence of current and adequate Professional indemnity where appropriate.
r. Insurance companies applying for Lot 1 must provide evidence of Board Approval Maximum Exposure/Risk Appetite for Aviation Insurance clearly indicating the Net Retention/Deductible of the insurance company which shall not be more than 5% of its shareholders’ Fund.
s. Evidence of payment of insurance claims for three (3) years (2015, 2016 & 2017).
t. Evidence of registration on the National Database of Contractors, Consultants and Service providers by the inclusion of the Interim Registration Report (IRR) issued by Bureau of Public Procurement (BPP).
u. Sworn affidavit clarifying that;
• Documents submitted are not only genuine but correct.
• None of the company’s Directors have ever been convicted for any criminal offence.
In compliance with the Executive order 003 of 2017 on support for local content in public procurements, NCAT is committed to providing opportunities for indigenous capacity development and utilizations. To ascertain prospective Underwriters/Brokers commitment in the Nigerian content, the following documents must be submitted:
1. Evidence of physical operational presence and set up in Nigeria.
2. Current organization structure with evidence of the percentage of the management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
3. Nigerian content plan for the Insurance services to be provided using Nigerian resources.
4. Details of training & development of Nigerian personnel by the company.
5. Further details of training budget for Nigerian human capital development of the company.
6. Number of new jobs to be created by this opportunity.
7. Further innovative proposal that would enhance Nigerian Content for the Insurance Programme.
C. IMPORTANT INFORMATION
i) Late submission shall be rejected.
ii) Companies can only apply for one (1) Lot. Applying for Two (2) Lots will lead to disqualification the Expression of Interest.
iii) The process of Expression of Interest neither creates any commitment nor establishes any legal relationship with NCAT.
iv) NCAT is not obligated to invite any company to submit proposal notwithstanding submission of Expression of Interest (EOI).
v) Only responsive qualified companies will be invited to participate in the competitive tender.
vi) NCAT reserves the right to verify any claim made by companies.
vii) A firm will be selected for each of the Lots in accordance with the procedures set out in the Public Procurement Act, 2007.
D. CLOSING DATE /SUBMISSION OF EXPRESSION OF INTEREST (EOI)
All Expression of Interest (EOI) documents are to be submitted on or before 4pm on 1st November, 2017 in two (2) hard copies and a soft copy. Document should be neatly packaged in a sealed envelope and marked at the top left-corner “EXPRESSION OF INTEREST FOR PROVISION OF INSURANCE COVER FOR NCAT ASSETS” clearly indicating the Lot and if for UNDERWRITER OR BROKER addressed to:
