EXPRESSION OF INTEREST (EOI) FOR GROUND-HANDLING OF NIGERIAN CHRISTIAN PILGRIMS IN ISRAEL, ITALY AND GREECE FOR 2019 PILGRIMAGE OPERATION 

  1. INTRODUCTION
    1. The Nigerian Christian Pilgrim Commission (NCPC) in compliance with its statutory functions, intends to carry out the airlifting of Pilgrims under the 2019 Christian Pilgrimage Operations. 
    1. The NCPC therefore, invites interested and competent Ground Handlers with requisite qualification and experience for Expression of Interest (EoI) for Nigerian Christian Pilgrims Operations.

2.0 ELIGIBILITY REQUIREMENTS

Foreign companies applying must partner with a Nigerian Company.

Bidders should provide the following as minimum requirement for the project:

  1. Verifiable written evidence of ownership or partnership with the owners of Hotels & Buses including authorization for confirmation by the NCPC;
  2. Evidence of ability to make authentic Tour Schedules available before the commencement of the airlift;
  3. Evidence of Company Registration for the Principal Partners;
  4. Verifiable Tax Clearance Certificates for the last 3 years (2016, 2017 & 2018);
  5. Evidence of Registration and Certification of Pension (PENCOM); Industrial Training Fund (ITF) and Nigeria Social Insurance Trust Fund (NSITF) (for Nigerian Partners);
  6. Evidence of compliance with BPP’s directive for registration of all Government Contractors, Consultants and Service Providers;
  7. Evidence of non-indebtedness to service providers either in Nigeria or in Israel, Italy or Greece;
  8. Detailed Company Profile;
  9. Evidence of operational experience in at least five (5) jobs of similar nature and complexity executed within the last five years with verifiable letters of Contract award and certificates of job completion;
  10. Evidence of financial capability with letter for access to line of credit in the sum of $1million USD from a reputable bank;
  11. For Joint Venture, include agreement;
  12. Possession of Tour Agency/Ground Handling License;
  13. Having annual Auditors Report for the last 3 years (2016, 2017 & 2018) with turnover of $5million USD in any of the years; and
  14. Verifiable evidence of capability to procure entry visas for Pilgrims to Rome and Greece (for Ground Handlers applying for Rome and Greece only);
  15. Evidence of at least ten Holy sites you took Pilgrims to in the recent past; and 
  16. Type of Vehicles/Buses for Pilgrims.

3.0 SUBMISSION OF BID DOCUMENTS

3.1 Completed and fully packaged technical documents shall be submitted (Two sets of hard/soft copy) in sealed envelope and appropriately marked “Expression of Interest” at the top right hand corner and the company’s name indicated at the back of the envelope addressed as follows and dropped in the appropriate Tender Box.

3.2 The closing date for submission in respect of the exercise shall be by 12:00 noon, Monday, 8thApril, 2019.

3.3 Expression of Interest (EoI) will be opened immediately following the deadline for submission, in the presence of all bidders or their representatives and representatives of professional bodies and Non-Governmental Organizations, at the

3.4 Only firms whose technical proposals fulfills the minimum requirements would be considered for the next stage.

4.3 The Commission is not bound to shortlist any bidder and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof.
