INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR EXECUTION OF 2018 CAPITAL PROJECTS 
1. INTRODUCTION
Nigeria Police Academy Wudil is an institution of learning with the status of a University in Nigeria that aims and aspires to produce the ideal superior police officer equipped with knowledge and skills to face the challenges of policing in an increasingly complex Nigerian Society and a technologically sophisticated world.
1.2 In compliance with the requirements of the Procurement Act 2007 in the procurement of goods, works and services by the Federal Government Ministries, Departments and Agencies (MDAs), the Nigeria Police Academy, Wudil-Kano wishes to invite competent and qualified contractors to submit bids for Execution of 2018 Capital Projects.
2. SCOPE OF WORKS / SUPPLY
CATEGORY 1:
A. CONSTRUCTIONS
LOT 1 Drilling of Industrial borehole with overhead tank at the Faculty Buildings in Nigeria Police Academy, Wudil-Kano
LOT 2 Landscaping of the surroundings of the Faculty Buildings in Nigeria Police Academy, Wudil-Kano
CATEGORY 2:
B. SUPPLIES 
LOT 3 Supply of 1No Jeep and 2Nos Saloon Cars for the Principal Officers in Nigeria Police Academy, Wudil-Kano
LOT 4 Supply and Installation of furniture and medical equipment at the comprehensive hospital, Nigeria Police Academy, Wudil- Kano
LOT 5 Supply and Installation of solar powered inverters to the Faculty Buildings and the Senate building, Nigeria Police Academy, Wudil-Kano
3. ELIGIBILITY REQUIREMENTS
i. Evidence of Registration with Corporate Affairs Commission (CAC).
ii. Evidence of Income Tax Clearance Certificate for the last 3 years valid till 31st December, 2018.
iii. Current Company’s Audited Account for the last 3 years with minimum average turnover of N150,000,000.
iv. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
v. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
vi. Evidence of Registration on National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR).
vii. Bidders are requested to submit sworn affidavit stating that all information provided are true and exonerating the company from any form of bankruptcy and conviction as well as stating of the Academy or the Bureau of Public Procurement (BPP) is a serving or past Director of the company.
viii. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
ix. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Detailed company profile to include Memorandum of Understanding (MoU) and Article of Association (all eligibility requirements are compulsory for each joint venture partner).
xi. All documents for submission must be transmitted with a covering/forwarding letter under the company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, contact address, telephone number (preferably GSM No.) and e-mail address. The letter head paper must bear the names and nationalities of the Directors of the company at the bottom of the page; duly signed by the authorized officer of the firm.
4. ADDITIONAL REQUIREMENT
i. Verifiable documentary evidence of at least (3) similar projects executed in the last five (5) years including letter of awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.
ii. List of plants /equipment with proof of ownership /lease, when necessary.
iii. List of key personnel with curriculum vitae to be deployed for the project, including copies of their Academic /Professional qualifications, when necessary.
5. COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the Standard Bidding Documents from the Directors of Works, Works Department, Nigeria Police Academy Wudil-Kano State, on evidence of payment of a non-refundable fee of Ten Thousand Naira (N10,000.00) per Lot in the Nigeria Police Academy TSA Online Application Account with the following number: 0110502461017. Evidence of payment must be deposited with the Academy Bursary who will issue receipt.
6. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of Technical and Financial bid with softcopy of Financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as “TECHNICAL BIDS” or “FINANCIAL BIDS”. Thereafter, put the sealed envelopes together in a bigger envelope, sealed and addressed to the Commandant, Nigeria Police Academy, Wudil-Kano and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each of the envelopes should have the name and address of the bidder and should be deposited in the tender box provided for this purpose at the ground floor, Administrative Building Nigeria Police Academy, Wudil-Kano, not later than 1200hrs on 30th October, 2018.
The submission should be accompanied with a Government Treasury Receipt confirming the payment of the qualification fee which is obtainable from the Academy’s Bursary Department Nigeria Police Academy, Wudil-Kano.
7. OPEING OF BID
The Technical bids will be opened immediately after the deadline for submission which is 1200hrs on 30th October, 2018 in the Assembly Hall, Nigeria Police Academy, Wudil Kano State.
In the presence of bidders or their representatives; while Financial bids will be kept un-opened. Please ensure that you sign the Bid Submission Register at the ground floor, Administrative Building Nigeria Police Academy, Wudil-Kano. 8. GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidders.
ii. Bids submitted after the deadline for submission would be returned un-opened.
iii. Bidders should not bid for more than two (2) Lots.
iv. All costs will be borne by the bidders.
v. All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of unsuccessful bidders will be returned un-opened.
vi. The Nigeria Police Academy is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
