INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE EXECUTION OF 2018 APPROPRIATION
The Nigeria Natural Medicine Development Agency (NNMDA) wishes to invite reputable contractors with relevant proven competence and experience to submit tenders and Expression of Interest for the execution of the following projects for the year 2018 Capital Budget Appropriation.
2.0 DESCRIPTION OF THE WORK
PROJECT: PROCUREMENT OF SCIENTIFIC EQUIPMENT, CHEMICALS, GLASSWARES AND ACCESSORIES
CATEGORY A: GOODS
LOT 1.1: Procurement of scientific equipment & accessories, chemicals and glasswares
LOT 1.2: Procurement and Installation of equipment for PDU
LOT 1.3a: Procurement and Installation of equipment & accessories for toxicology
LOT 1.3b: Overhauling of water treatment plant and pipe reticulation system
LOT 1.4: Customization of greenstone digital library software management: Annual website hosting (payment), Internet bandwidth expansion /Upgrade of library (Digital) Infrastructure
LOT 1.5: Procurement and Installation of herbarium database management software
LOT 1.6: Procurement of soundproof 250KVA generator (diesel)
CATEGORY B: WORKS (INFRASTRUCTURAL DEVELOPMENT)
LOT 2a: Resurfacing /Laying of interlock bricks and Kebbs of Agency’s premises
LOT 2b(i): Re-roofing of office buildings – Admin Block and Herbarium /Water Treatment building

3.0 SCOPE OF WORK FOR THE PROJECTS
The scope of work /procurement of equipment/other services are detailed in the bidding documents, which shall be issued to prospective bidders.
4.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible to participate in these procurements:
a. Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 & 7;
b. Evidence of Company’s current Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017) expiring on 31st December, 2018;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP;
g. Company Profile with Curriculum Vitae of Key Staff and copies of their Professional Qualifications;
h. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
i. Current Sworn Affidavit disclosing:
i. That the company is not in receivership, insolvent or bankrupt;
ii. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
iii. Evidence of sworn affidavit disclosing whether or not any officer of the relevant committees of the Nigeria Natural Medicine Development Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
j. List and verifiable documentary evidence of at least three (3) similar jobs successfully executed within the last five (5) years including letters of awards and job completion certificates;
k. For Consultancy Services, evidence of Firm’s and Consultant’s registration with the relevant Professional body;
l. For Works, list of Plant/Equipment with evidence of Ownership/Lease.
5.0 COLLECTION AND SUBMISSION OF BID DOCUMENTS
Interested and competent bidders are requested to collect bid documents from the Secretary Tenders Board, Nigeria Natural Medicine Development Agency, No.9 Kofo Abayomi Street, Victoria Island, Lagos, upon presentation of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only using Central Bank of Nigeria (CBN) Payment account number as follows: TSA

Bidders for Consultancy Services would not collect tender documents at this stage.
Prospective bidders shall enclose their Technical documents in a separate envelope (marked Technical) and the Financial Bid in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one outer envelope clearly marked “INVITATION TO TENDER” – Lot No (indicate the Lot the bid is for) in three (3) sets: one (1) original and two (2) copies. The completed and sealed bid documents should contain the bidder’s name on the reverse side of the envelope and be deposited in Tender Box in the Director General’s Office between the hours of 8am-4pm Monday to Friday.
6.0 CLOSING DATE AND OPENING
Submission of bid documents closes on Monday, 6th August, 2018 at 1:00pm. Any bid received after the stated date and time shall be returned un-opened. The technical bids and EOI will be opened on the same day Monday, 6th August, 2018 at 1:00pm at the Agency’s Digital Conference Room.
Bidders /company representatives and interested members of the public including relevant professional bodies, Civil Society and Non-Governmental Organizations are hereby invited to witness the public opening of the technical bids/EOIs.
7.0 PLEASE NOTE THAT
i) Certificate may be referred to the respective issuing authority for verification and authentication.
ii) Any bidder that violates this rule shall be disqualified and only successful bidders shall be invited for the next stage of the bidding process.
iii) Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bid at the same time of opening shall be disqualified.
iv) Submissions that do not meet up with the requirements specified above shall be rejected.
v) The Evaluation of the bid shall be strictly based on the requirements specified above.
vi) This advertisement is published for information purpose, and should not be construed as a commitment or obligation on the part of the Agency to award these contracts
vii) The Agency is not bound to consider any bid and reserves the right to reject all bids at any time prior to the acceptance of a bid or cancel the procurement proceeding in the public interest.
