INVITATION TO TENDER FOR RENOVATION WORKS AND SUPPLY OF GOODS
The Nigerian Deposit Insurance Corporation (NDIC) in an effort to provide conducive working environment and other vital infrastructure for its staff intends to renovate office buildings and procure equipment, spare parts and computers etc. Consequently, interested, competent and reputable contractors with track record of performance are invited to bid as follows:
2.0 SCOPE OF WORKS
CATEGORY A: WORKS
LOT 5: Renovation of Enugu Zonal Office
LOT 6: Improvement of External Drainage Network at Enugu Zonal Office
LOT 7: General Repair Works at Benin Zonal Office
LOT 8: Supply and Installation of FM 200 Gas Fire Suppression System
CATEGORY B: GOODS
LOT 9: Replenishment of Stock of Elevator Spare Parts
LOT 10: Stocking of Spare Parts for Central AC Chillers
LOT 11: Purchase of Printer Cartridges
LOT 12: Supply of Laptop Computers
LOT 13: Supply of Desktops, Ipads and Scanners
LOT 14: Supply of Furniture
3.0 ELIGIBILITY REQUIREMENT
Interested bidder(s) for the above project are required to submit their bids along with the following requirements:
i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018, with minimum average turnover of N50millon.
iii) Evidence of current Pension Compliance Certificate valid till 31at December, 2018.
iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v) Evidence of current National Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi) Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1st January, 2019 or valid certificate issued by BPP.
vii) Sworn Affidavit disclosing whether or not any officer of NDIC or Bureau of Public Procurement is a former or present Director, Shareholder, or has any pecuniary interest in the bidder and that none of the company Directors was ever convicted of fraud, and that the company is not in receivership and confirm that all information presented in the bid are true and correct in all particulars.
viii) Company’s Audited Accounts for the last three (3) years (2015, 2016 & 2017).
ix) Evidence of Financial Capacity to execute the project including Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
x) Detailed Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic /Professional qualifications (COREN, QSRBN, ARCON, CORBON, CPN, NITDA etc.).
xi) Verifiable documentary evidence of at least two (2) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion and photographs of the projects.
xii) Evidence of Registration with Original Equipment Manufacturers (OEM) for Lots 12 & 13.
xiii) List of Equipment with evidence of Ownership/Lease for Lots 5 to 7.
xiv) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided. Where a bid is submitted by a Joint Venture (JV) partners each member of the JV must fulfill requirements I to vii under eligibility criteria.
xv) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM no.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement and Management Services Department, 2nd Floor, NDIC Headquarters, Plot 447/448 Constitution Avenue, Central Business District, Abuja on evidence of a non-refundable fee of N10,000.00 for each Lot in any commercial bank paid into the Nigeria Deposit Insurance Corporation, Abuja using Remita platform www.remita.net.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired; three (3) hard copies each of the technical and financial bids with softcopy of the financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”, thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

Please, ensure that you sign the Bid Submission Register in the Procurement and Management Services Department, 2nd Floor, as NDIC will not be liable for misplaced or wrongly submitted bids. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder registered with Mr. Huzaifa and dropped in the designated Tender Box on the Ground Floor, Reception area at the Head Office Building not later than Monday, 24th December 2018 by 11am.
6.0 OPENING OF BID
The Technical bids will be opened immediately after the deadline for submission on Monday, 24th December 2018 by 11am, at the Ground Floor, visitor’s waiting room, NDIC Head Office Building, in the presence of the bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the Procurement and Management Services Department, 2nd Floor, as NDIC will not be held liable for misplaced or wrongly submitted bids. 7.0 GENERAL INFORMATION
i. Bid must be in English Language and signed by an official authorized by the bidder.
ii. Bid submitted after the deadline for submission would be returned un-opened.
iii. All costs will be borne by the bidders.
iv. Contractors are not permitted to bid for more than two (2) Lots.
v. All shortlisted bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned unopened.
vi. NDIC is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
