INVITATION TO TENDER
1.0 INTRODUCTION
The Niger Delta Power Holding Company Limited (NDPHC), a holding company for the National Integrated Power Project in compliance with the Public Procurement Act (PPA) 2007, hereby invites reputable and interested Contractors with requisite expertise and experience to submit Tenders for the under- listed projects:
GOODS
i. Supply of Critical Parts for the Calibration of Calabar Gas Metering Station (Lot 1)
ii. Supply of Gas Control Valve (GCV) and Emergency Shutdown Valves (ESDS) for Geregu Power Plant (Lot 2)
iii. Supply of Critical Parts for Calibration of Calabar Gas Metering Station (Lot 3)
iv. Supply of Field Calibrating Tool for Ihovbor Power Plant (Lot 5)
v. Supply of Parts for Gbarain Power Plant (Lot 6)
vi. Supply of 1 No 1x 7.5 MVA Transformer to Talata Mafara Injection Substation, Zamfara State (Lot 7)
WORKS
i. Calibration of Gbarain Gas Metering Station (GMS), Gas Receiving Station (GRS) and Power Station Equipment (Lot 8)
ii. Supply and Installation of Fire Pillar Hydrants at Olorunsogo Power Plant (Lot 9)
iii. Supply and Installation of Thermocouple and Speed Sensor for Geregu Power Plant (Lot 10)
iv. Installation and Sacrificial Anodic Protection for Egbema Gas Supply Pipeline Facilities (Lot 11)
v. Supply and Installation of 4 Nos 30KVA/360V Online UPS for Lifts as NDPHC Corporate Headquarters (Lot 12)

ii. Provision of Facility/Housing Estate Maintenance Services across the Power Plants (Lot 19)
iii. Provision of Shipping and Clearing Services (Lot 20)
iv. Provision of Transformer Repair Services (Lot 21)
2.0 GENERAL REQUIREMENTS
Prospective bidders are required to submit the following documents:
i. Detailed Company Profile reflecting current office address, email, telephone numbers, competence, plant & equipment owned/leased or hired while also indicating professional and non-professional personnel (where applicable) to be deployed for the projects including copies of their professional qualifications.
ii. Certificate of Incorporation with Corporate Affairs Commission (CAC) attached with certified True Copy (not photocopy) of Form CAC7 –Particulars of Directors.
iii. Evidence of company’s current Tax Clearance Certificate for the past three years.
iv. Current audited financial account duly stamped by a registered Auditor.
v. Evidence of current Pension Clearance Certificate in compliance with Amended PenCom Reform Act 2014 and section 16 (6) (d) of the Public Procurement Act 2007
vi. Evidence of with the Industrial Training Fund (ITF) Act 2011 in line with Section 16 (6) (d) of the Public Procurement Act 2007
vii. Evidence of compliance with Nigeria Social Insurance Trust Fund (NSITF)
viii. COREN practicing license (for engineering firms)
ix. Evidence of NEMSA certification (for electrical installation works)
x. Evidence of Registration with the Fire Service (for Firefighting Equipment)
xi. Evidence of Registration with Department of Petroleum Resources (for calibration)
xii. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP)
xiii. Evidence of and successful completion of similar projects executed in the last five years. Such evidence shall be in the form of valid and verifiable letters of award of contract, contract agreement and job completion certificates or interim payment certificates where such jobs are still in progress.
xiv. Current sworn affidavit disclosing:
a. That the company is not in receivership, insolvent or bankrupt;
b. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
c. Whether or not any officer of NDPHC is a former or present Director, Shareholder or has any pecuniary interest in the bidder;
d. That all documents submitted are true and correct in all particulars
xv. The minimum turnover for works is N50,000.000.00
Failure to submit all documents stated above may lead to the disqualification of the Bid.
3.0 COLLECTION OF TENDER DOCUMENTS/SUBMISSION OF PROPOSALS
Interested and competent Bidders are requested to collect Bid Documents as from Monday 8th October, 2018 from the Procurement Department, 6th Floor, NDPHC Corporate Headquarters, Plot 1490 Samuel Ademulegun Street, Central Business District, Abuja upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10, 000.00) only per Lot. Payment shall be into Niger Delta Power Holding Company Limited (NDPHC)’s Treasury Single Account (TSA). Evidence of payment into the TSA shall be taken to the Finance & Accounts Department for confirmation and issuance receipt for bid collection.
4.0 SUBMISSION OF TENDERS
1. Submissions for Lots 1 to 17 shall be for combined technical and financial tenders. Prospective bidders shall enclose their technical documents in a separate envelope (marked Technical) and Financial Bids in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one single outer envelope clearly marked “INVITATION TO TENDER” stating the “Project Title” in three (3) sets.
2. Submission for Lots 18 to 21 shall be for Expression of Interest (EoI) with the “Project Title” and “Lot Number” boldly written on the envelope in three (3) sets. Only successful bidders from the EoI exercise shall be issued Request for Proposals (RFP) for the Projects.

The completed sealed Bid document should be submitted in the Tender Box at the procurement Department between the hours of 9am to 5pm Monday to Friday.
Bidders are advised to submit on or before the closing date of the Bid submissions of 20th November, 2018. Late submission will not be accepted.
5.0 CLOSING DATE AND OPENING
Submission of bid documents closes on Tuesday 20th November, 2018 by 11:00am. The submitted bids will be opened on the same day as stated below.
6.0 OPENING OF BIDS
Venue: NDPHC Auditorium on the 6th Floor
Date: Tuesday 20th November, 2018
Time: 11:00am
Bidders/Company’s representatives and interested members of the public including relevant Professional Bodies, Civil Society and Non-Governmental Organization (NGOs) are hereby invited to witness the public opening of technical bids.
Opening of Financial bids of Bidders adjudged technically competent shall be done at a later date that would be communicated to successful (pre-qualified) firms.
NOTATION
i. For Lots 18 and 19, bidders from within the locality or within proximity to the Power Plant will be preferred;
ii. No bidder should bid for more than two (2) Lots;
iii. The documents should be arranged in the order listed at 2.0 above and clearly separated by dividers;
iv. Certificates may be referred to the respective issuing authority for verification and authentication;
v. Technical and Financial Bids enclosed in one and same single envelope that will expose both the Technical and Financial Bids at the same time during opening shall be disqualified;
vi. Bid documents shall be submitted in person and not through post. Any bid submitted through post shall not be accepted;
vii. This advertisement should not be construed as a commitment or obligation on the part of NDPHC to award these contracts;
viii. NDPHC is not bound to consider any bid and reserves the right to reject all bids at any time prior to the Award of Contract or cancel the procurement proceeding in the public interest;
ix. All submissions must be made only in English Language;
