INVITATION TO TENDER

INTRODUCTION
The Niger Delta Development Commission in response to its statutory mandate of furnishing its stakeholders with information on the activities and administration of the Commission, through is quarterly, annual and special reports, requires the services of competent, experienced and qualified CONTRACTORS; skilled in the production of high quality printing and publishing services.

DESCRIPTION OF PROJECTS
The Projects for which Contractors services are required and which capacities will be assessed are as follows:

FURTHER INFORMATION
Interested and qualified Contractors with real operating and relevant experience who wishes to tender for these contracts are required to obtain further information on the above from the Office of the Director, Planning, Research & Statistics/MIS, 2nd floor, NDDC Head Office, 167 Aba Road, Port Harcourt between the hours of 10am and 4pm Mondays through Friday; beginning from October 16, 2017 until Monday October 30, 2017.

REQUIREMENTS FOR ELIGIBILITY OF CONTRACTORS
Interested contractors who wishes to tender for these services would be deemed qualified to collect their tender documents at the address stated above on the submission of the following requirements (with relevant verifiable evidence):
a. Certificate of Registration of company in Nigeria with Corporate Affairs Commission (CAC) together with the Memorandum and Articles of Association and form CO7 showing the list of Directors and number of shares each has subscribed to;
b. Detailed Company profile showing organizational structure and resume of relevant key professional staff (including their professional and technical qualifications);
c. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers;
d. Detail of recent verifiable experience on works of similar character in the last five (5) years with names of clients, locations, dates, contacts, values referees/references on the jobs and job completion certificates:
e. Company Certified Audited Accounts for the past three (3) years;
f. Verifiable evidence of Contributory Pension Scheme to staff;
g. Verifiable evidence of Contributions to the Industrial Training Fund (ITF);
h. Current Tax Clearance Certificate for the past three (3) years;
i. Evidence of VAT registration;
j. Documented evidence of financial capability of the Company (e.g. Certified bank’s statement for the past three years);
k. Location/Address of the Head office of the Company;
l. Any other information that would aid in good assessment of the company;
m. Telephone numbers, websites and e-mail of the company and contact persons.

EVALUATION CRITERIA
• Contractors are expected to fully comply with the above requirements as failure to do so may weaken the Contractor’s case.
• Contractors are to submit only genuine and verifiable document as Contractors, who submit fake or fraudulent obtained documents, would be disqualified and the attention of the relevant security agencies may be called; if necessary.
• All submissions would be evaluated on the basis of documents submitted and selection would be based on a series of factors including Contractor’s competence and track record.

OTHER RELEVANT INFORMATION
• The selection of Contractors will follow the provisions laid in the Public Procurement Act, 2007 for this category/threshold of projects.
• Only Contractors that have substantially fulfilled the above conditions shall be given the tender documents to tender for the jobs.
• No Contractors is allowed to tender for more than one projects.
• Contractors can seek clarification or request for additional information by writing officially to the officer listed below before the deadline for the submission of the tender document.
• Contractors are advised not to try to influence the selection process as this would lead to immediate disqualification of the Contractor and they may also be barred from seeking other job opportunities from the Commission.
• All cost incurred by any Contractor in the preparation of these documents are to be borne entirely by the Contractor.
• NDDC reserves the right to reject any or all submission; or to terminate the entire selection process at any time without any liability of the Commission.

SUBMISSION OF BIDS
Completed Bids documents, written in English Language, should be submitted in sealed envelopes marked with the appropriate job title on the top left corner and addressed to:

VALIDITY OF TENDERING
The Bid documents must be collected at the address stated above from 10am on Monday October 16, 2017 until 4pm, Monday October 30, 2017 and must be submitted, on completion, back to the same address not later than 12 noon, Thursday November 30, 2017.

OPENING OF BIDS
Bids will be opened in the presence of representatives of the Bidders (who choose to attend) and invited observers at the Office of the Director, Planning, Research & Statistics/MIS NDDC by 12 noon, Thursday, December 7, 2017.
