EXTERNAL ADVERTISEMENT: INVITATION TO TENDER FOR YEAR 2017 CAPITAL PROJECTS

PREAMBLE:
Application are hereby invited from qualified Contractors to tender Technical and Financial bids (two (2) copies) for the following projects which will be funded through Year 2017 Capital Allocation.

LOT A: Drilling of Boreholes and Reticulation of Water System;

LOT B: Procurement of Stationed Waste Compactor (20ft) Container;

LOT C: Agricultural Project for Rehabilitation of Discharge Psychiatric Patient.

ELIGIBILITY CRITERIA
Interested Contractors/Companies are requested to submit the following documents in sequential order as listed below:
a) Certificate of Registration with Corporate Affairs Commission (CAC);
b) Company Tax Clearance Certificate for the last three (3) successful years (2014, 2015 and 2016);
c) Evidence of Certificate/Exemption Certificate from PENCOM in accordance with Pension Reform Act (2004) including evidence of Remittance of Employees Pension Contributions/Deductions;
d) Industrial Training Fund (ITF) Compliance Certificate as evidence of fulfillment of the obligation to pay ITF as social security contribution;
e) Employees’ Compensation Scheme (ECS) Compliance Certificate issued by the Nigeria Social Insurance Trust Fund (NSITF);
f) A sworn affidavit that no officer of Neuropsychiatric Hospital, Aro, Abeokuta is a former or present Director of the company, or has any pecuniary interest in the bid;
g) Evidence of Registration on the Bureau of Public Procurement (BPP) National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR);
h) Evidence of Financial Capability to execute the project (i.e. Current Bank Statement certified by the Company’s Bank) and/or Banking Support;
i) Verifiable list of similar jobs successfully executed in the last three (3) years supported with Letters of Award of Contracts, Project Costs, Job Completion Certificates etc.;
j) Company’s Audited Account for 2014, 2015 and 2016;
k) Company’s Profile including Qualifications of key Personnel and Equipment;
l) Any other additional information that may enhance the company’s application.

NOTE:
Documents (a – g) are RESPONSIVE CRITERIA, the absence of any automatically disqualifies the bidder.

SUBMISSION OF TENDERS
i) Bidding documents are available for collection at the Procurement Unit of the Hospital on payment of a non-refundable fee of N20,000.00 (Twenty Thousand Naira) only between 8:00am and 4:00pm on official working days;
ii) Technical and Financial Bids are to be SEPARATELY SEALED with wax in envelopes indicating Lot number/title, name and address of the Bidder at the top left corner of the envelope with the Bidder’s GSM/Reachable Number(s);
iii) All documents should be submitted within six (6) weeks i.e. on or before Monday, 26th March, 2018 by 10:00am when bids will be opened;
iv) The bids should be addressed to:

ATTENTION: PROCUREMENT UNIT
v) Bidders are to collect Bid submission Receipt at the Procurement Unit of the Hospital before dropping their Bids;
vi) The Bid must be dropped in the Bid Box located in the Office of the Provost and Medical Director;
vii) All submission should be by hand. Courier delivery will not be considered
viii) Late submission will not be considered
ix) Only companies that pass technical evaluation will have their financial bids opened while others will be returned unopened;
x) The Hospital reserves the right to reject any or all tender documents;
xi) Visit the Procurement Unit of the Hospital for further information.
xii) All Tenderers, Civil Society Organizations and interested Stakeholders are invited to Tender Opening scheduled to take place immediately after the close of submission on Monday, 26th March, 2018 in the Boardroom, Postgraduate Building, Neuropsychiatric Hospital, Aro, Abeokuta.
