The Federal Government of Nigeria has received financing from the World Bank toward the cost of the National Social Safety Net Project (NASSP), and intends to apply part of the proceeds for the engagement of a consultant as a Lead National Civil Society Organization (CSO) who will be hired by NASSCO as an external monitor to provide credible information on the different processes that are being implemented. The overarching objective of this consultancy is to improve monitoring for improved project accountability, effectiveness, efficiency of resource application, monitoring for sustainability and ownership of the Cash Transfer across the country. The National Lead CSO will cover the whole country and will be responsible for consolidating local reports from the State Level CSOs and producing cumulative quarterly reports, in addition to an annual Result Scorecard. National Lead CSOs into a third-party monitor will coordinate, build capacity, provide quality control, draw on international best practice, and consolidate all the findings of the States CSOs into a comprehensive report. The consultant is expected to be engaged for an initial period of fifteen (15) months (Subject to renewal on satisfactory performance) starting as soon as possible.

The National Social Safety Nets Coordinating Office wishes to officially announce the CANCELLATION of the initial process that was advertised April 3rd 2018 to the 27th April, 2018.

The National Social Safety Nets Coordinating Office now invites eligible Governance, Social Accountability (SA) and Citizen Engagement (CE) focused Civil Society Organization (CSO) to express interest in providing this services. Interested Civil Society Organizations should provide information demonstrating that they have the required qualifications and relevant experience, including technical and financial capability to perform the task. Shortlisted CSOs will be issued Request for Proposals (RfP) for completion.

Shortlisting Criteria are:
1. Core business and years in business
2. Qualifications in the field of Assignment
3. Technical and managerial organization of the firm
4. General qualification and number of key staffs
5. Organizational profile/brochure

To be eligible, the CSO must include and or meet the following minimum criteria:
1. Evidence of Company registration (Certificate of Incorporation of the Company)
2. Evidence of national reach/coverage

The attention of interested CSOs is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (Under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers published in January 2011 and revised in July 2014 (“Consultant Guidelines”) setting forth the World Bank’s Policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on information on conflict of interest related to the assignment as per paragraph 1.9 of Consultant Guidelines.

A Consultancy firm will be selected in accordance with Consultant Qualification Selection (CQS) method set out in the Consultants Guidelines.
