EXPRESSION OF INTEREST FOR CONSULTNACY AND NONCONSULTANCY SERVICES
The National Research Institute for Chemical Technology (NARICT), Zaria is a parastatal under the aegis of the Federal Ministry of Science and Technology. The Institute is desirous of executing some Capital projects under the 2018 Capital Budget Appropriation Act. Experienced and competent companies are to submit Expression of Interest (EOI) documents.
1.0 SCOPE OF WORK
Technical expert training on chemical technology and capacity building:
LOT 1: Technology transfer and value addition on natural products for textiles
LOT 2: Training on Security/Safety and Empowerment Programme for Women and Youth in Entrepreneurship Skills
LOT 3: Sensitization and Orientation Workshops on Organizational Restructuring and Strategic Human Resources Management
EXPRESSION OF INTEREST (EOI) REQUIREMENTS
The Institute in compliance with the Public Procurement Act 2007 and Bureau of Public Procurement (BPP) guidelines, will carry out expression of interest for consultancy companies who respond to this advertisement/invitation on the following requirements:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and Form CAC7
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017) valid till 31st December, 2018 with minimum average turnover of 20 million.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi. Evidence of Registration of the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid Certificate issued by BPP.
vii. Evidence of Firms registration with Centre for Management Development.
viii. A Sworn Affidavit that no partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both genuine and up to date.
ix. A Sworn Affidavit disclosing whether or not any officer of NARICT or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct.
x. A statement indicating that the company does not at the time of this bid have any existing loan or financial liability with the bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
xi. Unabridged Company’s Audited Report for the last past three (3) years (2015, 2016, 2017).
xii. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
xiii. Verifiable documentary evidence of at least three (3) projects of similar nature and complexity comparable to the works under consideration within the last five (5) years (copies of letters of award/Certificates of completion, valuation certificate and photographs of the projects are to be attached).
xiv. Company profile with the curriculum vitae of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers.
xv. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each joint venture partner).
xvi. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS
Interested firms are to submit two (2) bound of EoI documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to “The Director-General/CEO, National Research Institute for Chemical Technology, P.M.B. 1052, Zaria, Kaduna State”, and clearly marked with the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box located in the office of the Director-General, not later than on or before 12 noon on Tuesday, 16th October 2018. Late submission will be returned un-opened.
2.0 OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS
The EoI will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 16th October 2018 in the Institute’s Library Conference Hall in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in the Office of Head, Procurement at the Administrative Block, as the Institute, National Research Institute for Chemical Technology, Zaria will not be held liable for misplaced or wrong submitted bids. OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS

• EoI must be in English language and signed by an official authorized by the bidder.
• Expression of Interest submitted after the deadline for submission would be returned unopened.
• Bidders should not bid for more than one (1) Lot.
• All costs will be borne by the bidders.
• All shortlisted bidders will be contacted at a later date for collection of of Request for Proposals.
• NARICT reserves the right to verify the authenticity of any claims made on documents submitted and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary.
• NARICT is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
