Assignment Title: CONSULTING SERVICES FOR CONTRACT MANAGEMENT & VERIFICATION AGENCY (CMVA) AND INDEPENDENT VERIFICATION AGENCY (IVA) FOR NIGERIA STATE HEALTH INTERVENTION PROJECT(NSHIP) -ADDITIONAL FINANCING FOR NORTH EASTERN STATES.

The Federal Government of Nigeria, through the National Primary Health Care Development Agency (NPHCDA) has applied for financing from the World Bank supported NSHIP to be administered by the World Bank towards the cost of the Additional Financing (AF) for Nigeria State Health Investment Project NSHIP, and intends to apply part of the proceeds for consulting services.

The NPHCDA is currently supporting the implementation of the World Bank assisted Nigeria State Health Investment Project (NSHIP). NSHIP is a results-based financing (RBF) health systems reform currently operational in three Nigerian States namely Adamawa, Nasarawa and Ondo. NSHIP has secured an Additional Financing (AF) from the World Bank with a view to expanding the Performance Based Financing (PBF) component of the project to the remaining five (5) North Eastern states of Bauchi, Borno, Gombe, Taraba and Yobe. The expansion is in line with the Presidential Initiative on revitalizing the health sector in the insurgency ravaged North East states. The project is building on its observed positive impact in the existing project states as regards the delivery of high impact maternal and child health intervention of constantly improving quality. The project also has incentive structures for health workers and a technical assistance component.

The consulting services (“the Services”) include:
Task 1: Contract Management and Verification Agency (CMVA) for AF states.

Task 2: Independent Verification Agency (IVA) for AF states.

Eligible consulting firms (“Consultants”) may indicate interest for one (1) or more LGA provided they have corresponding staff strength to deploy to various locations respectively.

The National Primary Health Care Development Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Tasks under the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
• Consultant must be legal entity with capacity to do business with Government; to provide services in the area of project management, health consultancy services, procurement, monitoring and evaluation.
• The consultant must demonstrate in clear terms, understanding of the health sector in Nigeria and experience in delivery of primary health care services.
• Experience in delivery of community based programs.
• Solid track record of minimum 3years in health programs preferably in similar environs.
• Training and experience in PBF implementation in Nigeria or other African countries.
• Demonstrable experience in successfully handling assignments similar in nature, scope and size during the last three years (2014 to 2016).
• Evidence of a resident office and good understanding of the local language in the states of assignment is an added advantage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines

Interested Consultants are invited to note that:
i. Each Consultant can bid for only ONEIVA contract
ii. A Consultant can bid for more than one CMVA contract but should provide proof of capacity
iii. A consultant CANNOT bid for CMVA and IVA contracts in the same state
