INVITATION TO TENDER
The National Orthopaedic Hospital, Igbobi-Lagos (NOHIL) hereby invites interested reputable Companies with good track record of performance and experience to bid for:
LOT 1: Supply of Medical Equipment
CATEGORY A: INTENSIVE CARE UNIT
ii) Patient monitors (5 and 7 Parameters)
iii) Electric Bed (Minimum of five functions)
iv) Operating Tray
CATEGORY B: THEATRE
i) Electrical motorized Radiolucent operating Table without Traction
ii) Electrical motorized Radiolucent operating Table with Traction
iii) Hanging operating Theatre Light
iv) C-Arm mobile machine
LOT 2: Decommissioning/Supply and Installation of Lifts
i) Decommissioning of the existing Thyseen lift and installation of a new lift in replacement
ii) Supply and Installation of a new lift as specified below:
LOT 3: Computerization of the Hospital
2.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirement to be eligible in the procurement:
a) Certificate of Incorporation with Corporate Affairs Commission (CAC);
b) Evidence of current Tax Clearance Certificate for the last three (3) years (2014, 2015 & 2016);
c) Evidence of current Pension Compliance Certificate (2017);
d) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/18 or valid Certificate issued by Bureau of Public Procurement (BPP), Abuja.
e) Evidence of current Industrial Training Fund (ITF) Compliance (2017);
f) Audited Accounts for the last three (3) years (2014, 2015 & 2016);
g) Evidence of verifiable relevant experience in executing similar projects
h) Current sworn affidavit disclosing:
i. That the company is not in receivership, insolvent or bankrupt.
ii. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
iii. Whether or not any officer of the relevant Committee of the NOHIL or BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidding.
iv. That all documents submitted for the bidding are true and correct in all particulars.
3.0 SUBMISSION OF BID DOCUMENTS
Interested and competent bidders are requested to collect bid documents from the office of the Ag. Head of Procurement Department upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10, 000.00) only using Central Bank of Nigeria (CBN) Payment account details as follows:

Bank: on REMITA Platform through any Commercial Bank in Nigeria.
Prospective bidders shall enclose their Technical documents in a separate envelope (marked TECHNICAL) and the Financial Bid in another envelope (marked FINANCIAL) and the two envelopes clearly marked “INVITATION TO TENDER” – LOT NO (indicate the Lot the bid is for) in six (6) sets; one (1) Original and five (5) copies. Submissions should be addressed to:

The completed and sealed bid documents should contain the bidder’s bane on the reverse side of the envelope and be deposited in Tender Box in the Procurement Department between the hours 8am -4pm Monday to Friday.
4.0 CLOSING DATE AND OPENING
Submission of bid documents closes on Monday 18th December, 2017, Six (6) weeks of Publication at 4:00p.m. Any bid received after the date and time shall not be considered. The submitted bids will be opened on Tuesday 19th December, 2017 at 10:00am at the Hospital’s Old Board Room. Bidders/company representatives and interested members of the public including relevant professional bodies, Civil Society and Non-Governmental Organization are hereby invited to witness the public opening of the technical bids.
PLEASE NOTE THAT:
i. Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bid at the same time of opening shall be disqualified.
ii. The Evaluation shall be strictly based on the requirements specified above.
iii. This advertisement is published for information purpose and should not be construed as a commitment or obligation on the part of the NOHIL to award these contracts.
iv. The NOHIL is not bound to consider any bid and reserves the right to reject all bids at any time prior to the acceptance of a bid or cancel the procurement proceeding in the public interest.
