NOTICE AND INVITATION TO TENDER
The Agency in its effort to effectively communicate Government policies, programmes and activities and its orientate the citizenry for positive attitudinal change intends to carry out procurement of goods:
2. SCOPE OF SUPPLIES
LOT 1: Supply of Office Furniture and Fittings (NOA/PRO/OFF/2018/01)
LOT 2: Supply of Power Generating Set (NOA/PRO/PG/2018/02)
LOT 3: Supply of Computers, Desktops and Laptops (NOA/PRO/COM/2018/03)
LOT 4: Supply of Photocopying Machines (NOA/PRO/PM/2018/04)
LOT 5: Supply of Computer Printers (NOA/PRO/CP/2018/05)
** Preference will be given to Made-In-Nigeria Goods
Interested bidders/contractors are hereby invited to participate in the tendering process.
3. ELIGIBILITY REQUIREMENTS
Interested firms should submit two (2) bound EOI documents duly signed, paginated and separated by dividers and arranged in the order outlined hereunder:
i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7.
ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018;
iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi) Evidence of Registration of the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid Certificate issued by BPP.
vii) Evidence of firm’s Authorized Dealership issued by the Original Equipment Manufacturers (Lot 2 – 5).
viii) Sworn Affidavit from the High Court stating:
That no Director of the company has ever been convicted in any court of Law or involved in any fraudulent or corrupt practices.
That the company is not bankrupt or going into receivership.
Sworn Affidavit disclosing whether or not any officer of the relevant committees of National Orientation Agency or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
ix) Company’s Audited Accounts for the last three (3) years (i.e. 2015, 2016 & 2017).
x) Company profile stating address with names, address and qualification(s) of key personnel with copies of Academic/ Professional Certificates.
xi) Evidence of at least three (3) similar jobs done within the last five (5) years including, letters of award and job completion certificates.
xii) Original letter of attestation of good financial standing from a reputable bank to be addressed to the Director General.
xiii) Original letter naming the person authorized to sign on behalf of the Tenderer.
4. COLLECTION OF TENDER DOCUMENTS
Interested bidders are requested to collect the Tender document at ROOM 139, NOA HQ, after payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only, in any bank of your choice and collect a teller to be submitted at the cash office of the Agency where you will be issued a receipt.
5. SUBMISSION OF TENDER DOCUMENTS
i. All tender documents MUST be filled by hand. Technical and Financial documents should be packaged and hand labeled in separate sealed envelopes clearly marked “Technical” and “Financial” respectively with the company name clearly written at the back of the envelop. Both Technical and Financial Tender documents are to be submitted at the same time but in different boxes.
ii. All documents should be addressed to:

Block B, Old Federal Secretariat, Area 1 Garki, Abuja.
iii. The sealed envelopes should be dropped into thr tamper-proof Tender Boxes located in Room 139 and thereafter obtain acknowledgement receipt for the submission.
6. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in Ms Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a larger sealed envelope addressed as indicated in 5 above, and clearly marked with (the name of the project and thr Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Tuesday, 15th January, 2019.
7. OPENING OF BID
The Technical bids will be opened immediately after the deadline for the submission 12:00 noon on Tuesday, 15th January, 2019 at the Conference Hall, National Orientation Agency, Block B, Old Federal Secretariat, Garki, AbujaAbuja in the presence of bidders or their representatives, while the Financial Bids will be kept unopened. Please, ensureI that you sign thr Bid Submission Register as the National Orientation Agency will not be held liable for misplaced or wrongly submitted bids.
7. ADDITIONAL INFORMATION
i) Documents must be duly signed
ii) The Agency may verify any or all claims made by the applicants and shall disqualify any company whose claims are found to be false.
iii) Bidders should not bid for more than two (2) Lots.
iv) Bidders/contractors who have worked for the Agency and have history of poor performance, abandonment and/or termination need not apply.
v) This advertisement should not be construed as a commitment on the part of the Agency to award contracts to any Contractor.
vi) The Agency reserves the right to reject any and or all contractors at its sole discretion and at no cost to the Agency.
vii) Only companies that companies that have been screened and found competent will have their financial tenders opened at a later date, while the financial bids of unsuccessful bidders will be returned unopened.
viii) All costs incurred in responding to this advertisement shall be borne solely by the contractors.
ix) Non-compliance to the instructions above will lead to disqualification.
x) The Agency reserves the right to cancel any or all of the projects without prior notice in line with Section 28 of the Public Procurement Act, 2007.
xi) All projects are advertised for award of contracts subject to release of funds by the Federal Government of Nigeria.
