INVITATION TO TENDER FOR THE EXECUTION OF 2018 CAPITAL PROEJCTS
The National Metallurgical Development Centre, Jos is a parastatal of the Federal Ministry of Mines and Steel Development. The Centre is desirous to undertake tender exercise for the execution of 2018 Capital Projects. Consequently, and in compliance with the Public Procurement Act 2007 as amended, the Centre wishes to invite reputable contractors/suppliers with relevant proven competence and experience to submit bids for the execution of the following projects:

LOT A6 Procurement of Reagents for One Beneficiation Studies

LOT B1 Inspection, Dismantling, Shipment and Installation of 5 Ton Tin Smelting Furnace
LOT C CONSULTANCY
LOT C1 Workshop Training for Pilot Plant Operational Safety
3. GENERAL REQUIREMENT FOR QUALIFICATION/ELIGIBILITY
a. Evidence of Registration with the Corporate Affairs Commission (Certificate of Incorporation Form CAC02 and CAC07).
b. Evidence of Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017).
c. Evidence of Compliance with PENCOM Act issued by Pension Commission PENCOM Registration Certificate valid till 31st December, 2018.
d. Evidence of current Industrial Training Fund (ITF) a Compliance Certificate valid till 31st December, 2018.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f. Evidence of Registration of the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Metallurgical Development Centre (NMDC), Jos or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company’s Audited Accounts for the last three (3) years ( 2015, 2016 & 2017).
i. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including, letters of award, valuation certificate and job completion certificates and photographs of the projects.
k. Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional certificates.
l. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
4. COLLECTION OF TENDER DOCUMENTS
Interested contractors /suppliers are to obtain Standard Bidding Document (SBD) from the Procurement Unit, National Metallurgical Development Centre (NMDC), Jos on payment of a Non-refundable fee of N10,000.00.
5. SUBMISSION OF BID DOCUMENTS
Completed Technical and Financial Bid (two sets of hard copies) shall be submitted in two (2) separate sealed envelope. The two envelopes should be enclosed in a large envelope labeled “Technical and Financial Bid” with the project name on the top right corner with company name behind and addressed to “The Director General, NMDC, Jos. The envelope should be duly marked “Category/Lot No/Technical and Financial on the top right hand corner. The Bid should be dropped in the Tender Box at the office of the Director General/Chief Executive, National Metallurgical Development Centre (NMDC), Jos after signing the Bid Register. All documents must be submitted on or before 12:00 noon Monday 29th October, 2018.
Interested firms are to submit two (2) bound of Expression of Interest (EoI) Documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to “The Director-General, NMDC, Jos and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the office of the Director General/Chief Executive, National Metallurgical Development Centre (NMDC), Jos after signing the Bid Register. All documents must be submitted on or before 12:00 noon Monday 8th October, 2018.
6. OPENING OF BID
The technical bids will be opened immediately after the deadline for submission at 12:00 noon Monday 29th October, 2018 at NMDC Board Room, Jos in the presence of bidders or their representatives, while the Financial bids will be kept unopened. Please ensure that you sign the Bid Submission Register in the office of the Director General/Chief Executive, Room 002, 2nd Floor or Plots No.BPG 179, PSG 390, Opposite New Stadium, Zaria Road, P.M.B. 2116, Jos, Nigeria, as NMDC will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
a. EoI/Bids must be in English language and signed by an official authorized by the bidder.
b. EoI/Bids submitted after the deadline for submission would be returned un-opened.
c. Only firms shortlisted in the EoI will be invited to collect Request for Proposal (RfP).
d. Bidders should not bid for more than two (2) Lots.
e. All costs will be borne by the bidders.
f. All pre-qualified bidders for Invitation to tender will be contacted at a later date for financial bid opening while bids of unsuccessful bidders will be returned unopened.
g. All shortlisted bidders for EoI will be contacted at a later date for collection of tender documents.
h. The NMDC is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
