INVITATION FOR PRE-QUALIFICATION FOR 2017 CAPITAL PROJECTS / REQUEST FOR EXPRESSION OF INTEREST (EOI)

1.0 INTRODUCTION
In compliance with the requirement of the Public Procurement Act of 2007, the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC) invites interested Contractors/ Consultants with relevant experiences, requisite expertise and good track record for pre-qualification and expression of interest (EOI) under her 2017 capital budget on the projects listed below:

2. SCOPE OF WORK
As detailed in the bidding documents to be issued.

3. TENDER REQUIREMENTS
i. Evidence of incorporation with the Corporate Affairs Commission (CAC), with copies of CO2, CO7 and MEMART
ii. Evidence of Company Audited Account duly stamped and signed by a chartered firm (2014 – 2016)
iii. Tax Clearance Certificate (2014, 2015 & 2016) corresponding to declared turnover
iv. Evidence of Compliance with the Amended Industrial Training Fund (ITF Act 2011)
v. Certificate of Compliance with Pension Reform Act 2004 with PENCOM Certificate
vi. Certificate of Compliance with Nigeria Social Insurance Trust Fund (NSITF)
vii. Current Interim Registration Report IRR as evidence of registration with BPP National Database of Contractors and Consultants
viii. Evidence of Financial Capability or bank letter for support
ix. Verifiable list of similar Jobs/other Projects successfully completed with Award Letters, Interim Certificates for ongoing and job completion certificates
x. Letter headed Details of Company’s Profile stating address, name of company representative for the project, phone number and email address
xi. A current sworn court affidavit disclosing that:
a) The company is not in receivership, insolvent or bankrupt;
b) The company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
c) There is no officer of NMEC or BPP who is a former or present Director, Shareholder or has any pecuniary interest in the bidder;
d) That all documents submitted for the pre-qualification bid is true and correct in all particulars.
xii. Verifiable evidence of registration with relevant professional bodies (for works and consultancy projects) and company certificate of practice e.g. COREN, NIQS, ARCON, NIQB, CPN, etc.
xiii. List of technical Staff for the Projects (Works & Consultancy) with evidence attached showing:
a) Qualification.
b) Recent Evidence of their registration with the respective professional bodies duly endorsed by the individual professionals with identity proof.
xiv. List of verifiable construction equipment indicating ownership or lease agreement for works project
xv. Detailed work plan /Brief Proposal (Works and Consultancy)

4. COLLECTION OF TENDER DOCUMENTS
Qualified bidders shall on presentation of tender payment receipt obtained from account department of the Commission into below account as stated against each Lot above, collect standard bidding documents from procurement unit 2nd floor National Commission for Mass Literacy, Adult and Non-Formal Education Headquarter, PLOT 1641 BADE CLOSE, OFF UBIAJA CRESCENT, GARKI, ABUJA.

5. SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial Bids in two (2) copies one original and one (1) photocopy should be submitted (Ring bonded, serially arranged & duly paginated). Each of the documents should have two (2) separate sealed envelopes clearly marked ‘Technical Bid’ and ‘Financial Bid’ and both sealed in the third envelope marked with the appropriate Category, Project title, Company name, E-mail address, Phone nos. and Lot No. at the top right hand corner and addressed as below, not later than 12:00 noon on FRIDAY, 24TH NOVEMBER, 2017 (A – F Goods and Works Category)
FRIDAY 10TH NOVEMBER, 2017 for the Request for Expression of Interest for the Consultancy Services (Category G)

Note: Only Pre-qualified consultants will be Requested to Tender;

6. OPENING OF BIDS
Opening od bid will take place by 12:00 noon on the same date as above at the Commission’s Head office Conference Room PLOT 1641 BADE CLOSE, OFF UBIAJA CRESCENT, GARKI, ABUJA in the presence of bidders/representatives, professional bodies, non-governmental organizations (NGOs) and interested members of the public. This advertisement serves as an invitation to NGOs, Anti-Corruption Agencies and the general public to witness the bid opening.

7.0 DISCLAIMER
i. The Commission will not be responsible for any cost expenses incurred by any interested party(ies) in connection with any response to this invitation and/or the preparation or submission in response to any inquiry.
ii. Please note that this advertisement shall not be construed as a commitment on the part of the Commission to award any or all the above listed projects.
iii. Companies/bidders shall not apply for more than two Lots.
iv. Bidders must ensure they fill the issued bidding documents as issued and duly endorsed by the company director and also fill the bid submission register at the procurement unit of the Commission before dropping in the tender box.
v. Late submission of bids shall be rejected.
vi. Please note final conclusion of this process is subject to release of appropriated budget.
vii. Failure to submit any of the required documents, paginated and arranged as listed with ring binding may lead to the disqualification of the company: Only successful pre-qualified consultants/bidders will be invited to the next stage of the bidding process.
viii. Due Diligence exercise would be conducted to verify all claims of bidders.
