INVITATION TO TECHNICAL AND FINANCIAL BIDS FOR 2018 CAPITAL PROJECTS

1. INTRODUCTION
The National Centre for Energy and Environment (NCEE) charged with the responsibility of organizing and conducting Research and Development Programmes in Bio-energy and Environment invites qualified, interested and credible contractors, consultants, suppliers and vendors to tender for Goods, Works and Services appropriated in 2018 Fiscal Year.

2. SCOPE
LOT 1: Fabrication of 6KVA Eco Generator

LOT 2: Design & Fabrication of Bio-Ethanol Plant with Functional Distillation Unit

LOT 3: Environmental Health impacts of Charcoal Production from Woody Biomass

LOT 4: Procurement of Laboratory/Workshop Equipment

LOT 5: Environmental Waste Management through Biogas Technology

LOT 6: Turnkey Project: Integrated Waste Management(s) for Bio Gas Production and Utilization, using TICLOB-LUMOS Methods in Twelve Federal Government Secondary Schools in Six (06) Geo Political Zones for the generation of Electricity and Production of Cooking Gas

LOT 7: Creation of Awareness on Energy and Environment Management

LOT 8: Creation of Power Electricity using Biomass Waste Plant

LOT 9: Development and establishment of Pilot Solar PV Mini-grid in South-South /South West

LOT 10: Project Monitoring Vehicles – 2 Nos. Van, 1 Nos 28-Seater Bus

LOT 11: Landscaping, Fencing, Gate House and Generator House for the Administrative Block complex of the Centre

LOT 12: Procurement of Office Equipment

LOT 13: Procurement of Office Furniture/Fittings for the Administrative Block complex

LOT 14: Renovation /Illumination of Administrative Block complex and Premises of the Centre

LOT 15: Computerization of Accounting Department

LOT 16: Provision of 100KVA Solar Electrification Plant for the Administrative Block Complex of the Centre

3. REQUIREMENT/ELIGIBILITY CRITERIA
The following requirements for qualification must be submitted:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and 7
ii. Evidence of Company valid Tax Clearance Certificate for immediate past three (3) years expiring 31st December, 2018.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi. Evidence of Registration on the Bureau of Public Procurement National Database of Contractors, Consultants and Supplier by submission of Interim Registration Report (IRR) expiring on 1st January, 2019 or valid certificate issued by the BPP.
vii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates and job completion certificates.
viii. Evidence of Sworn Affidavit disclosing whether or not any officer of the relevant committees of National Centre for Energy and Environment or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
ix. Company Profile with Curriculum Vitae of Key Staff and copies of their Academic/Professional qualifications. For Consultancy Services, including evidence of Firm’s registration with the relevant professional body.
x. List of Plant/Equipment with proof of Ownership/Lease (where applicable).
xi. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
xii. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for Lot 10.
xiii. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing amongst others the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (GSM) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Qualified, interested and credible companies are to collect tender documents (for Goods and Works) from the Centre for Energy and Environment TSA Account through Remita. Firms interested in Consultancy Services are not required to pay for Proposals at this stage, until after short-listing.

5. SUBMISSION OF TENDER DOCUMENTS
For Works and Goods: The completed Technical and Financial tender documents must be submitted in three (3) copies each, including one (1) original and two (2) copies in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” and both sealed envelopes marked with the Appropriate Project Title, the Lot Number and Company Name clearly printed at the top left corner of the envelope and be submitted not later than 12 noon on Friday, 31st August, 2018.
For Consultancy Services: The completed Technical and Financial tender documents must be submitted in three (3) copies each, including one (1) original and two (2) copies in separate sealed envelopes clearly marked “Confidential Technical Proposal and Financial Proposal for NCEE 2018 Capital Project” and both sealed in a third envelopes marked with the Appropriate Project Title, the Lot Number and Company Name clearly printed at the top left corner of the envelope and be submitted not later than 12 noon on Friday, 31st August, 2018 at:

6. OPENING OF BID
The Technical Bids/Proposals will be opened immediately after the deadline for submission at 12 noon on Friday, 31st August, 2018 at the Centre’s conference room. Relevant NGOs and Professional Bodies will be invited to witness the public openings.

7. PLEASE NOTE:
• Submission of bids /proposals is not a guarantee for the award of contract.
• Bidders must sealed Technical and Financial Bids/proposals in separate envelopes.
• Late submission will be returned un-opened.
• Only pre-qualified bidders (for Goods, Services & Works) will be invited at a later date for financial bid opening, while financial bid of un-successful bidders will be returned unopened.
• Bids/Proposals may be rejected in the public interest without incurring any liability.
