INVITATION FOR TECHNICAL, FINANCIAL AND RFP BIDS FOR THE EXECUTION OF 2018 APPROPRIATION

The Federal Government of Nigeria has allocated funds to the National Board for Arabic and Islamic Studies (NBAIS), in the 2018 Appropriation for the execution of it Projects, towards achieving the mandate of the Board. Accordingly, the Board wishes to invite reputable Contractors with relevant proven competence and experience to submit tenders for the execution of the following projects:

2.0 CATEGORY A (WORKS)

2.1 CATEGORY B (GOODS)
LOT NO: G1
PROJECT TITLE/DESCRIPTION: Procurement of 5-No Utility Hilux, 2-No Official Vehicles
LOCATION: NBAIS, Headquarters Kaduna

3.0 ELIGIBILTY REQUIREMENTS
Prospective Bidders must possess the under-listed requirements to be eligible in this Procurement:
i. Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
ii. evidence Company’s Incomes Tax Clearance Certificate for the last three years valid till 31st December, 2018; with minimum average turnover of N20 Million;
iii. evidence of current Pension Compliance Certificate valid till 31st December, 2018;
iv. evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
v. evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
vi. evidence of Registration on the National Database of Contractors, Consultants and Suppliers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid certificate issued by the Bureau of Public Procurement (BPP);
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the NBAIS or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years (2015, 2016 & 2017);
ix. Verifiable evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Company profile with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of Construction: COREN, QSRBN, and CORBON) for Works;
xi. Verifiable documentary evidence of at least three (3) similar job(s) successfully executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
xii. List of equipment with proof of ownership/lease (for Works);
xiii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partners);
xiv. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, GSM Number, and E-mail address. The Letterhead Paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Registrar, National Board for Arabic and Islamic Studies (NBAIS), Rigachikun, Zaria Road Kaduna on evidence of payment of a non-refundable fee of N10,000.00 per lot, paid into the National Board for Arabic and Islamic Studies (NBAIS) Remita account in any commercial bank.

5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to submit bid for each lot desires, two (2) hard copies each of the Technical and Financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to the Registrar, National Board for Arabic and Islamic Studies (NBAIS) and clearly marked with (the name of the project and Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Office of the Registrar, National Board for Arabic and Islamic Studies (NBAIS) not later than 12:00 noon on the 5th September, 2018.

5.0 OPENING OF BID
The Technical bids will be opened by 12 noon at the main conference hal, National Board for Arabic and Islamic Studies (NBAIS), Zaria Road, Rigachikun, Kaduna on the 5th September, 2018. Please, ensure that you signed the Bid Submission Register in the office of the Registrar, National Board for Arabic and Islamic Studies (NBAIS) will not be held liable for misplaced or wrongly submitted bids.

6.0 GENERAL INFORMATION
i. Bid must be in English language and signed by an official authorized by the bidder;
ii. Bid submitted after the deadline for submission would be returned un-opened;
iii. Bidders should not bid for more than one Lot;
iv. All costs will be borne by the bidders;
v. All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened; and
vi. National Board for Arabic and Islamic Studies (NBAIS) is not bound to prequalify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
vii. For Lot G1: only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the procurement.
