INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE EXECUTION OF 2017 CAPITAL PROJECTS
The National Agricultural Seeds Council (NASC) of the Federal Ministry of Agriculture and Rural Development in furtherance of its statutory mandate intends to undertake the execution of some capital projects under Good and Works as provided for in the 2017 Capital Budget of the Council in respect of the items indicated below:
LOT A1: Purchase of GM Testing Kits
LOT A2: Upgrade of Seed Testing Laboratory in Sheda and in the Six Regions
LOT A3: Supply and Installation of Tag Printing Machines and Accessories
LOT C1: Rehabilitation and Equipping of NASC South West Regional Office Ibadan
LOT C2: Rehabilitation and Equipping of NASC North West Regional Office Zaria
LOT C3: Rehabilitation and Equipping of NASC North Central Regional Office Jos
LOT C4: Rehabilitation and Equipping of NASC North East Regional Office Gombe
LOT C5: Rehabilitation and Equipping of NASC South East Regional Office Umudike
LOT C6: Rehabilitation and Equipping of NASC South South Regional Office Asaba
LOT C7: Establishment of Seed Bank
LOT C8: Rehabilitation and Equipping of Road Network at NASC Headquarters Sheda_
LOT C9: Rehabilitation of Seed Processing Plants in Sheda
LOT C10: Rehabilitation of Seed Processing Plant in Jos
TENDERS QUALIFICATIONS/ REQUIREMENTS
Prospective Bidders are expected to submit the following Basic Requirements:
a. Evidence of registration with the Corporate Affairs Commission (CAC);
b. Detailed Company Profile;
c. Valid Tax Clearance Certificate,
d. Industrial Training Fund (ITF) Certificate of Compliance.
e. Evidence or Registration on the National Database of Contractors, Consultants and Services Providers including BPP Interim Registration Report;
f. Evidence of compliance with the Pensions Reform Act, 2004 by inclusion of certificate of compliance by the National Pension Commission.
g. Letter of Financial Capability & Banking Support
h. Company audited accounts for last 3 years;
i. Evidence of five (5) similar jobs previously executed or currently being executed with verifiable letters of contract award, job completion and payments in the last five years;
J. Sworn affidavit stating all information provided are true/correct and exonerating the Company from any form of bankruptcy and convictions;
k. Sworn affidavit indicating that none of the Directors of die company has been convicted in any court for any criminal offence including fraud and financial impropriety; and
I. Sworn affidavit indicating that no officer of the National Agricultural Seeds Council or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary Interest in the company.
COLLECTION OF TENDER DOCUMENTS
Tender Documents are obtainable from the Procurement Unit, National Agricultural Seeds Council, Km 29, Abuja-Lokoja Highway, Sheda, Abuja, upon the presentation of evidence of payment of a non-refundable fee of N20.000 Twenty thousand naira only for each of the Lots.
Completed Technical and Financial Proposals for the projects) of interest should be submitted in three (3) copies; including one (1) original and two (2) copies enclosed in separate sealed envelopes marked Technical” and ‘Financial’ and both sealed In a third envelope marked with the appropriate “Lot Number and Project title” addressed and returned to address below not later than 12 noon on Wednesday August 16th. 2017 for Goods, Services and Civil Works. Late submission will be rejected:

BID OPENING AND VENUE
Technical Bids will be opened on Wednesday August 16th, 2017 by 2.00pm in the Conference Room of National Agricultural Seeds Council after the deadline for the submission of the bids. Bidders or their representatives, relevant Professional Bodies, NGOs working in the areas of Transparency and Anti-Corruption and interested members of the General Public are minted to the opening exercise
I. This advertisement shall not be construed as a commitment on the part of the National Agricultural Seeds Council no- shall it entitle any bidder submitting documents to claim any Indemnity from the Council
II. Certificates and any other documents submitted shall be referred to the respective issuing authority for verification and authentication. Due diligence shall be conducted to verify any claims made by the bidders
III. Contractors are not permitted to bid for more than two lots. Violation of this rule may lead to disqualification
IV: Technical and Financial Bids put m one envelope that will expose bided amount shall be disqualified.
V: Only bidders with successful technical bids shall be invited to the next stage of the bidding process.
