INVITATION FOR PREQUALIFICATION AND DIRECT TENDERING FOR PROCUREMENT OF WORKS AND GOODS FOR THE 2018 CAPITAL PROJECTS

1.0 INTRODUCTION
The Ministry of Niger Delta Affairs, in furtherance of its statutory mandate, intends to implement some capital projects after securing some funds in the 2018 Appropriation Act.
The Ministry therefore invites interested Contractors, Suppliers with requisite expertise and experience to tender for the procurement of Works and Goods to be provided in various states of the Niger Delta Region as summarized in the following tables:

2.0 SCOPE OF WORK/SUPPLY
Lot N: Procurement of Electrification Projects in various States of Niger Delta as contained in the various Standard Bidding Documents.

Lot O: Supply of Goods in various locations of the Niger Delta as contained in the various Standard Bidding Documents.

3.0 QUALIFICATION REQUIREMENTS
Interested competent Contractors, Consultants and Service Providers who wish to participate in the exercise are required to submit their Company’s profile, including but not limited to the following documents and should also be arranged in the same order:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
ii. Evidence of Company Income’s Tax Clearance Certificates for the last three (3) years valid till 31st December 2018 (2015, 2016 & 2017);
iii. Evidence of Current Pension Compliance Certificate valid till 31st December, 2018;
iv. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
v. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1st January, 2019 or valid Certificate issued by BPP.
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Ministry of Niger Delta Affairs or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – (2015, 2016 & 2017);
ix. Evidence of financial capability to execute the project including Reference Letter from reputable commercial bank indicating willingness to provide credit facility for the execution of the projects when needed;
x. Company Profile with the curriculum vitae of Key Staff to be deployed for the project, including copies of their academic/professional qualifications (COREN, QSRBN, ARCON, CORBON etc.);
xi. Verifiable documentary evidence of at least three (3) similar job executed in the last five (5) years including letter of Awards, Valuation Certificate, Job Completion Certificate and photographs of the projects;
xii. List of Plant/Equipment with Proof of ownership/Lease (where applicable).
xiii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (All eligibility requirements are compulsory for each JV partner);
xiv. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s letterhead paper, bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM no.) and e-mail address. The Letter Head Paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

4.0 METHOD OF APPLICATION
Contractors and Suppliers who are interested in Lots N-O (i.e. Works and Goods) are required to obtain Tender Documents from Room 3A 0.15 Ground Floor upon payment of a non-refundable fee of Ten Thousand Naira (N10,000.00) only per Lot to the Ministry of Niger Delta Affairs TSA account in any commercial Bank.

5.0 SUBMISSION OF TENDERING DOCUMENTS
The completed tender documents are to be submitted in two (2) hard copies each of the technical and financial bids with soft copy of financial bid only, packaged separately in sealed envelopes clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope with the appropriate Project Title and Lot No. of the project at the top right hand corner and addressed as follows:

Federal Secretariat Complex, Phase 1,
Shehu Shagari Way,
Central Business District,
Abuja.

Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder.
Completed bids for Lots N-O are to be submitted in Room 3A 0.15, Ground Floor, Federal Secretariat, Phase 1 not later than 12:00 noon on Tuesday 6th of August, 2018.

6.0 OPENING OF BIDS
The bids for Lots N-O will be opened on Tuesday, 6th August, 2018 at the SGF Conference room, ground floor immediately after the close of bid at 12:00 noon in the presence of Bidders or their representatives and Non-Governmental Organizations (NGOs).

NOTE:
i. The Ministry may verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
ii. Bidders who have worked for the Ministry and have history of poor performance, abandonment or prolonged contract execution period need not apply;
iii. No bidder will be allowed to bid for more than two (2) Lots;
iv. This advertisement shall not entitle any bidder to make claim whatsoever, and/or seek any indemnity from the Ministry;
v. All submission pages must be duly initialized by relevant staff of the company;
vi. Bidders are required to provide a verifiable statement on the Local Content of the Goods or Services to be provided;
vii. Non-compliance to the instructions will lead to disqualification.
