INVITATION TO TENDER
2017 APPROPRIATION PROJECTS

The Ministry of Foreign Affairs hereby invites interested and reputable companies with relevant experience to tender for the under-listed projects in the 2017 Appropriation.
Interested contractors are requires to collect the tender documents from the Office of Director (Procurement), Room No. W.418, West wing, 4th Floor of the Ministry after payment of the tender fees of Ten Thousand Naira (N10, 000.00) only, payable to the Federal Government Treasury Single Account (TSA), in favour of the Ministry of Foreign Affairs, Abuja.

WORKS:
LOT 1: Service and Maintenance of 11 (Nos.) Lifts and Provision of 3(Nos.) Lift Attendants;

LOT 2: Management & Maintenance of Electrical, Mechanical, & Water Treatment Services;

LOT 3: System Upgrade at 4 (Nos.) Electrical Panels;

LOT 4: Provision and Installation of Emergency Lighting in Stair Wells;

LOT 5: Provision and Installation of Workstation for Message Processing, Laptops for Troubleshooting on Network and 3 IN 1 Printers;

LOT 6: Repairs of Office Furnitures & Equipment in the Ministry

ELIGIBILITY CRITERIA
All submission must be accompanied with the following documents:
i. Certificate of Incorporation with Corporate Affairs Commission (CAC);
ii. Tax Clearance Certificate for the last three (3) years (2014 – 2016);
iii. Evidence of Registration on the BPP National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by BPP;
iv. Evidence of compliance with the Pension Reform Act 2004 by inclusion of certificate of compliance from the National Pension Commission;
v. Evidence of compliance with the Industrial Training Funds (ITF) Amendment Act 2011 by inclusion of certificate of compliance from the Industrial Training Fund (ITF);
vi. Company profile with evidence of experience in similar jobs and successfully completed with letters of award, job completion certificates attached/equipment etc.;
vii. Evidence of Registration with relevant Professional Bodies, where applicable as well as evidence of Technical qualification of key personnel;
viii. Evidence of payment of the non-refundable tender fee of Ten Thousand Naira (10, 000.00);
ix. Evidence of Bank Reference/Financial capacity;
x. Audited Account for the last three years (2014 – 2016); and
xi. Current sworn affidavit confirming, that all information presented and attached is true and correct,
a) That the firm is not bankrupt
b) That none of its Director was ever convicted by any court of law
c) That no Officer of Ministry of Foreign Affairs or BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidder.

SUBMISSION OF TENDER DOCUMENTS
Interested Bidders are to submit their tender documents (Technical and Financial) in two (2) separate sealed envelopes clearly marked “Tender for Year 2017 Technical Bid and Financial Bid”. Both envelopes should be enclosed in a third larger envelope marked with the appropriate project title and Lot number at the top right corner of the envelope. All tender documents are to be address and delivered to the Office of Director (Procurement), West wing, 4th Floor, Room No. W418, Ministry of Foreign Affairs, Central Business District, Abuja.
Submission of tenders closes by 12 noon on Monday 30th October, 2017.

BID OPENING
Opening of bids will take place at 12:00 noon on the closing of submission (Monday 30th October, 2017) at the Permanent Secretary’s Conference Room, 7th Floor, Ministry of Foreign Affairs, Central Business District, Abuja.

PLEASE NOTE
a) Late submission of bids will be rejected,
b) All CAC, VAT, PENCOM, ITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), Industrial Training Fund, National Pension Commission and other relevant bodies for verification.
c) This advertisement shall not be constructed to be a commitment on the part of the Ministry of Foreign Affairs, nor shall it entitle any person to make any claim whatsoever and/or seek any indemnity from the Ministry by virtue of such tender having responded to advertisement.
