Assignment Title: CONSULTANCY SERVICES FOR CIVIL SERVICE PHYSICAL VERIFICATION AND BIOMETRIC REGISTRATION FOR CIVIL SERVANTS AND PENSIONERS

The Federal Government of Nigeria has received financing from the International Development Association (IDA) and the European Union (EU) to assist some States to implement the State Employment and Expenditure for Results (SEEFOR) Project in the Country. The overall objective of the project is to enhance opportunities for youth employment and access to socio-economic services whilst improving the effectiveness of public expenditure management systems in the participating States. Rivers State is one of the beneficiaries of this financing and intends to apply part of the proceeds for the Consultancy Services for Civil Service Physical Verification and Biometric Registration for Civil Servants and Pensioners in the State.
The Office of the Head of Service in Rivers State is in charge of all the biometric data of Civil Servants and Pensioners including staff movement and depositors.
The biometric data that is maintained by the Office of the Head of Service is a critical input to the various Human Resources process activities. The existing biometric system (Hardware and Software) has become obsolete, ceased to be fit-for-purpose and needs to be upgraded in order to optimally provide the critical input data required by the SAP Human Capital Management System.
Therefore, the Office requires a fit-for-purpose Biometric system (Software and Hardware) to ensure that all Human Resources activities, for which Biometric data is required, are robustly catered for.
SCOPE OF ENGAGEMENT
The Consulting Services (“the Services”) is the following:
A. OVERVIEW ENGAGEMENT
In order for the critical data from the proposed multi-modal Biometric system to be transferred seamlessly into the SAP Human Capital Management system for further Processing, a bi-directional custom interface has to be designed and developed preferably using the SAP Advanced Business Application (ABAP) Programming Language. This deliverable would require the careful mapping of the data structures of the Proposed Biometric system with the appropriate SAP data structures. Upon completion of the associated design and development activities for the Biometric System/SAP interface, the requisite training and capacity building activities for the delivered interface would be provided.
B. RIVER STATE CIVIL SERVICE PHYSICAL VERIFICATION AND BIOMETRIC REGISTRATION
It is assume that the Office of the Head of Service has a detailed list of all members of the staff of the Rivers State Civil Service that will serve as the basis for the registration and capture exercise.
The entire biometric registration exercise will be based on an existing list of staff of the Rivers State Civil Service.
An initial estimate of 60,000 (Sixty Thousand) persons is used for the preparation of this biometric registration project.
C. OVERALL CONCEPT
The project strategy is based on an overall concept which is outlined as follows:
In order to provide convenience and reduce the level of human traffic into the State Capital for this exercise, the project will be executed using a decentralized location strategy. That is, the actual registration will be done in different locations around the state, not just the state capital (Port Harcourt) with a minimum of two (2) locations in each of the senatorial districts of the State.
All requirements for verification and validation of staff shall be ratified and agreed by the Office of the Head of Service before commencement of the project. Such requirements and conditions shall be in writing and shall form part (or whole) of the conditions for a successful verification and biometric registration of staff.
Verification of staff will be done physically, by the certified accreditation officer upon fulfillment of all requirements needed for verification. Thereafter, biometric registration shall take place. This process will be super headed by the recommended staff from the Office of the Head of Service.
The assignment is expected to last for duration of eight weeks.
SUBMISSION OF EXPRESSION OF INTERESTS (EOIs)
The Rivers State Employment and Expenditure for Results Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
i) Evidence showing the fields of specialty of the firm (consultant’s profile/brochures).
ii) Evidence showing that the firm is a legal entity (certificate of registration).
iii) Evidence of registration with relevant authorities and professional bodies.
iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment.
v) Experience of working in a similar geographical region.
vi) Description of similar assignments.
vii) Availability of appropriate skills among staff, and essential technology.
For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.
The attention of interested Consultants (firm) is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (July 2014) (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a Joint Venture or a Sub-consultancy to enhance their qualifications.
A consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Consultant Guidelines.
