INVITATION FOR SUBMISSION OF PRE-QUALIFICATION AND TENDER DOCUMENTS FOR 2017 TETFUND ZONAL INTERVENTION
Michael Okpara University of Agriculture, Umudike (MOUAU) hereby wishes to invite interested prospective contractors to bid for year 2017 TETFund Zonal Intervention.
Consequently and in accordance with the Bureau of Public Procurement Act stipulations, Michael Okpara University of Agriculture, Umudike (MOUAU) invites reputable Contractors to tender for the implementation of the under-listed 2017 TETFund Zonal Intervention.:

DESCRIPTION OF PROJECT: Procurement, Training and Installation of Digital Classroom System and Office/Classroom Furniture for College of Crop and Soil Sciences
- ELIGIBILITY REQUIREMENTS
i. Evidence of Registration with Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7
ii. Evidence of Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018 with minimum average annual turnover of N5,000,000.00.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid Certificate issued by BPP.
vii. Evidence of Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Michael Okpara University of Agriculture, Umudike or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii. Company’s Audited Accounts for the last three (3) years (2015- 2017).
ix. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Company profile with the curriculum vitae of key staff to be deployed for the project, including copies of academic and professional qualifications.
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.
xii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided.
xiii. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
- COLLECTION TO TENDER DOCUMENTS
Tender documents can be collected at the office of the Director Physical Planning, Michael Okpara University of Agriculture, Umudike during working days (10am – 3pm) on presentation of evidence of payment of non-refundable fee of N10,000.00 per Lot, paid into Michael Okpara University of Agriculture, Umudike’s Remita account in any commercial bank in Nigeria.
- SUBMISSION OF BID DOCUMENTS
4.1 Interested contractors are required to prepare and submit their Pre-qualification/Financial Bid Documents in sealed separate envelope. To be clearly written at the top right hand corner of each envelope are: the Project Title, Lot Number, Contractor’s Name and “Technical Bid” or “Financial Bid” as the case may be. Both envelopes shall be enclosed in a bigger envelope with the inscriptions at the top right hand corner of the envelope 2017 TETFund Zonal Intervention Title/Contractor’s name and the envelope addressed to the Registrar, Room 214, Alex Ekwueme Building, Michael Okpara University of Agriculture, Umudike.
4.2 The Pre-qualification/Financial Bid Documents shall be dropped in a marked box at the Office of the Registrar not later than 12:00 noon on Monday, 11th March, 2019.
- OPENING OF BIDS
Only Technical bids will be opened immediately after the deadline for submission at 12.00 noon Monday, 11th March, 2019, in the Vice-Chancellor’s conference room in the presence of the representatives of the bidding companies and the general public who wish to attend.
In submitting the company’s profile, please state clearly the company’s full contact address, GSM phone number and E-mail address required for ease of communication. Only the pre-qualified bidders shall be invited for financial bid opening, while the financial bids of unsuccessful bidders will be returned unopened.
i. Bidding will be conducted through the National Competitive Bidding (NCB) Procedure as specified in the Procurement Act, 2007
ii. Interested bidders may obtain further information from the Procurement Officer MOUAU
iii. Failure to satisfactorily fulfill these conditions as requested above shall result to invalidation of such bid
iv. MOUAU shall reserve the right to verify the authenticity of claims made by the bidder and reject any submission based on unverifiable information
v. Submission of bids by post or courier will not be acceptable and any bid received at the designated location after the required time and date have elapsed shall be considered late and not responsive.
vi. This advertisement is published for information purpose only and shall not be considered as a commitment or obligation on the part of the Institution to award contract
vii. The Institution is not bound to shortlist any bidder and reserve the right to annul the bidding process without incurring any liability and/or assign any reason thereof
viii. MOUAU will not be responsible for any cost incurred by any interested party in connection with any response to an inquiry nor shall it entitle any party submitting documents to claim any indemnity from the Institution
ix. No bidder should bid for more than two (2) Lots.
