REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES UNDER THE 2017 CAPITAL PROJECTS
1.1 The Joint Admission and Matriculation Board is a parastatal charged with the responsibility of conducting Matriculation Examinations for the placement for suitably qualified candidates into tertiary institutions as provided by the JAMB Act 1989, Cap 193, Laws of the Federation of Nigeria.
1.2 The Board is keeping with its mandate and in compliance with the Public Procurement Act 2007 invites all interested and qualified Consultants for the execution of the following underlisted items for the 2017 Projects.
2.0 Interested consultants, individual/company are invited to submit Expression of Interest (EoI) for the following:
PROJECT DESCRIPTION: Project Management (Consortium of Architects, Quantity Surveyors, Engineers etc.) for Goods, Consultancy and Infrastructure
PROJECT DESCRIPTION: Project Management (Consortium of Architects, Quantity Surveyors, Engineers etc.) for Works
PROJECT DESCRIPTION: Project Management (Consortium of Architects, Quantity Surveyors, Engineers etc.) for Rehabilitation of JAMB National Headquarters
PROJECT DESCRIPTION: Consultancy Services for Upgrade of the Candidates’ Registration Portal/Biometric
PROJECT DESCRIPTION: Consultancy Services for Deployment of Enterprise Resource Planning (ERP) Software
PROJECT DESCRIPTION: Consultancy Services for Software Testing and Quality Assurance Services
PROJECT DESCRIPTION: Consultancy Services for In-house Training and Capacity Building for Software Development
PROJECT DESCRIPTION: Consultancy Services for In-house Training & Capacity Building for Networking
PROJECT DESCRIPTION: Assessment of Computer Test Center/Professional Test Center (Pre and Post Exams)
PROJECT DESCRIPTION: External Auditors for JAMB
PROJECT DESCRIPTION: Consultancy Services for Provision /Implementation of ICT Infrastructure
PROJECT DESCRIPTION: Provision of Call-Centre Solution with recording Voice to Text capability
PROJECT DESCRIPTION: Provision of Consultancy Services for Mass Media
PROJECT DESCRIPTION: Design of Network Structure for the Headquarters
PROJECT DESCRIPTION: Development of new JAMB Examination Software
3.0 ELIGIBILITY REQUIREMENTS
i. Evidence of Incorporation with the Corporate Affairs Commission (CAC)
ii. Copy of Tax Clearance Certificate (2014, 2015 & 2016)
iii. Copy of 2017 PENCOM Compliance Certificate
iv. Copy of 2017 ITF Compliance Certificate
v. Copy of 2017 NSITF Compliance Certificate
vi. Copy of current BPP’s Interim Registration Report – IRR
vii. Satisfactory reference from a reputable Bank stating the company’s credit worthiness and ability to be granted financial support for the project execution if the need arises
viii. Evidence of duly audited accounts (2014, 2015 & 2016)
ix. Evidence of work experience as a Consultant executing or having executed a minimum of five (5) similar projects in the last five (5) years. Copy of award letters.
x. Sworn affidavit disclosing:
a) That the company is not in receivership, insolvency or bankruptcy
b) That the company does not have any director who has been convicted by any court in Nigeria and any other country for criminal offences in relation to fraud or financial impropriety
c) That no officer of JAMB or BPP is a former or present Director or shareholder of the company
d) That all information presented in the documents are true and correct in all particulars
xi. Detailed Company profile showing evidence of being a fully registered practicing professional firm/consortium in the field of Accountancy (ICAN/ANAN), Engineering, Architecture, Information Technology (CPN), Project Management, Software Engineering, Quantity Surveying or any other related discipline together with Principals of the firm by including a list of key Professionals, Curriculum Vitae of each Professional (Personally endorsed) and registration with relevant Professional Bodies where applicable.
xii. In the case of Consortium/Joint Venture
a) The individual firms making up the consortium must fulfill the pre-qualification requirements above
b) A copy of Memorandum of Understanding
xiii. For External Auditors, in addition to the General requirements above, the following are also mandatory
a) Evidence of Registration with the Financial Reporting Council of Nigeria
b) Evidence of Registration with the Office of the Auditor General for the Federation.
4.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Five (5) bound copies of Expression of Interest documents and One (1) electronic copy shall be submitted in a sealed envelope clearly marked “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR……….(STATING THE APPROPRIATE LOT NUMBER).

5.0 CLOSING DATE FOR SUBMISSION
The closing date for submission of Expression of Interest for Consultancy Services shall be Monday, 19th March, 2018 by 11:00am, Prospective Bidders are to ensure their submissions are duly acknowledged by the Procurement unit before dropping their bids in the designated boxes and they should also note that EOI documents will be received after the time stated above and any such submissions shall be considered late and non responsive.
6.0 OPENING OF BIDS
The Expression of Interest shall be opened on Monday, 19th march, 2018, at JAMB Board Room, Bwari, Abuja, immediately following the closure of the Register for the submission.
7.0 IMPORTANT NOTICE
Bids should be addressed to:

e) Failure to comply with above requirements shall automatically result in the disqualification of the Bidder.
f) JAMB reserves the right to verify the authenticity of any claim made in the Tender documents submitted by Bidders.
g) JAMB reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
h) JAMB shall not be responsible for any cost incurred by the Bidders in connection with response to this advertisement.
i) Participation in this process and any related process neither creates any commitment nor establishes any legal relationship with JAMB. It is merely a precondition for further consideration of the Tender.
