ADDENDUM FOR THE INVITATION TO PARTICIPATE IN TECHNICAL AND FINANCIAL BIDDING AND REQUEST FOR PROPOSALS (RFPs) FOR VARIOUS PROJECTS IN 2017 APPROPRIATION
Please refer to the earlier invitation to tenders which was published in the Federal Tenders Journal, Daily Trust and Leadership Newspapers of Monday 24th July, 2017 inviting tenders for Technical and Financial Bidding and Request for Proposal for various projects in 2017 appropriation..
Below are the additional projects for the general public to note. Reputable and interested companies are therefore invited to tender for any of the following categories of works. Goods and Services:
A1.1: Construction of 8 Nos. classrooms/laboratory, furniture and equipment at Hadjia Resources Centre in Jigawe North East Senatorial District.
A1.2 Construction of laboratory block at Hadejia School of Nursing, Jigawa North East Senatorial District
A1.3 Construction of Toilets at Hadejia General Hospital, Jigawa North East Senatorial District.
A1.4 Construction of Comprehensive Health Centres at Talo and Gishinawo Villages in Jigawa State.
A1.5 Rehabilitation of Police Barracks at Hadejia Zonal Command, Jigawa North East Senatorial District.
A1.6 Construction of block of Classrooms/furniture at Bayi Islamiyya Hadejia, Jigawa North East Senatorial District.
A1.7 Earth Dam in Ligada Makera Wuro Ledde, Shira L.G.A. Bauchi State.
A1.8 Provision of Solar Street Lights in Bichi, Kano State.
LOT B: CONSTRUCTION/PROVISION OF WATER FACILITIES
B1.1: Construction of Hand pumps Boreholes in in Villages of Bauchi Federal Constituency, Bauchi State.
B1.2: 8 Nos Hand pumps Boreholes at Giade L.G.A, Bauchi State.
B1.3: Construction of 20 Nos of Hand pumps Boreholes in Babura and Garki LGAs of Jigawa State
B1.4: Drilling and Installation of Hand pumps Boreholes in Birnin Kudu/Buji Federal Constituency, Jigawa State.
B1.5: Provision of 4Nos of Solar Powered Boreholes and 5Nos of Hand pumps Boreholes in Ringim/Taura Federal Constituency, Jigawa State.
B1.6: Drilling of 3Nos of Solar Powered Boreholes Motorised with Public Post in Malam Madori/Kaugama Federal Constituency, Jigawa State.
B1.7: Hand pumps and Solar Boreholes in Toro Federal Constituency, Bauchi State.
B1.8: Drilling of 3Nos Solar Powered Borehole Motorised with Public Post in Auyo/Hadejia/Kafin Hausa Federal Constituency, Jigawa State.
B1.9: Drilling of 18Nos Hand pumps Boreholes in Auyo/Hadejia/Kafin Hausa Federal Constituency, Jigawa State.
B1.10: Rehabilitation of Rural water supply schemes in Kano, Jigawa and Bauchi States
B1.11: Construction of Hand pump Boreholes and Tube wells/2″ water pump for Irrigation, Jigawa South West Senatorial District, Jigawa State.
B1.12: Katagum Town Water Supply, Katagum Federal Constituency, Bauchi State.
B1.13: Provision of 60Nos. of Hand Pump Boreholes in Kano South/DKD Constituencies
LOT C: ESTABLISHMENT OF SMALL SCALE IRRIGATION SCHEME USING SHALLOW AQUIFERS:
C1.1: Construction of Water Resources Channel for Irrigation Farming at Miga LGA, Jigawa State.
C1.2: Construction of Kila Irrigation Scheme and Rehabilitation of Rural Water Resources. Supply Scheme in many Towns and Villages in Gwaram LGA, Jigawa State including Solar Based Hand pumps.
C.1.3: Drilling of Tube wells for Farmers in Kazaure Constituency, Jigawa State
LOT E: GOODS
E1.1: Supply of Grinding Machines, Bulkernizer, Pasta making and Sewing machines in Misau/Dambam Federal Constituency, Bauchi State
E1.2: Supply of Fertilizer and Water Resources pumping machines for subsistent farmers in Doguwa/Tudun Wada Federal Constituency, Kano State
LOT F: SERVICES
F1.1: Study and Design of Small Earth Dam in Ligada Makera Wuro Ledde, Shira LGA, Bauchi State.
F1.2: Land Holding Survey Review in Kano River and Hadejia Valley Irrigation Projects
2.0 ELIGIBILITY CRITERIA
2.1 FOR WORKS. GOODS AND SERVICES:
a. Certificate of registration with Corporate Affairs Commission (CAC)
b. Tax Clearance Certificate for the last three years 2014. 2015. 2016 with Tax Identification Number (TIN)
c. Evidence of ownership of Equipment (receipt of purchase of the equipment as proof of ownership or lease Agreement or access to lease of relevant construction equipment and their status(where applicable)
d. Evidence of at least five (5) experience on projects of similar nature and complexity with verifiable letters of award and certificates of completion within the last Five years
e. Detailed company profile which should include list of key personnel, their qualifications (certificates & CVs) and experience in similar works
f. Memorandum of Understanding should be Included for Joint Ventures.
g. Verifiable evidence of financial capability/Bank reference letter showing line of credit available to the tune of 20% for projects of N50M
h. Submission of three (3) years Audited Accounts (2014, 2015 and 2016)
i. Certificate of compliance issued by the National Pension Commission (PENCOM) as the evidence of compliance with the Pension Reform Act 2004.
j. Bid Security: Any bidder who quoted above 300M must submit 2%bid security.
i. Evidence of payment to industrial Training Fund (ITF compliance certificate)
m. Compliance certificate of National Social Insurance Trust Fund(NSITF)
n. Evidence of Registration with Bureau of Public Procurement data base for categorizations/classifications of Contractors and Service providers by submitting Interim Registration Report (IRR)
o. Evidence of Tender fees paid in to Hadejia-Jama’are River Basin Development Authority TSA account, Bank Teller and Hadejia-jamaare receipt must be presented prior to release of bids documents
p. Accompany every bid with an affidavit disclosing whether or not any officer of the relevant committees of the Authority or Bureau of Public Procurement is a former or present director, shareholders or has any pecuniary interest in the bidder and that no any Director who has been convicted In any country for any criminal offence.
q. Evidence of Registration with relevant professional bodies, such as COREN, ARCON, QSRBN, CORSON, etc for Services and the selection will be base on Quality and Cost Based Selection (QCBS).
r. All bidders’ letter head paper must bear the Name and Nationalities of the Directors of the company at the bottom of their letter head paper with their valid phone numbers, company registration number and E- mail Address. All letterheaded papers must be original not computer print out
COLLECTION OF TENDER DOCUMENT
Interested companies shall on application collect (Standard Bidding Documents Technical and Financial), from 12 noon Monday 24th July, 2017 from:

Upon the presentation of evidence of payment of non-refundable tender fee of N20,000.00k paid Into the Authority’s TSA account

SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial bids shall be submitted in two (2) hard copies in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the Company name; Project Name and Lot No indicated at the back and front of each envelopes. Both envelopes should be enclosed in a third envelope on which the Project category. Lot number and Company name clearly written and addressed to:

All Technical and Financial bid documents MUST be accompanied with duly signed submission letter by the bidders Each page of the bid document must be signed by the bidder.
All bidding documents submitted shall be subjected to Due diligence in accordance with the Public Procurement Act (PPA) 2007.
CLOSING DATE FOR SUBMISSION OF BID
The closing date for the submission of bids in respect of all projects is on or before 4th September. 2017 at 12:00 noon prompt. Any bid submitted after this date and time will be rejected
OPENING OF BIDS
Bids shall be opened same day immediately after the deadline of submission at Hadejia-Jama’are River Basin Development Authority Head office. Maiduguri Road, Hotoro, Kano.
Only firms whose Technical bids fulfill the minimum requirements would have their financial bids opened Non-Governmental Organizations (NGOs) and the general public are hereby invited to witness the bids opening.
PLEASE NOTE THAT
i. Certificates may be referred to the respective issuing Authority for verification and authentication.
ii. Technical and Financial bids enclosed in a single envelope that will expose the Technical and financial bid at the same time of opening shall be disqualified
iii. The Evaluation shall be strictly based on the requirements specified herein
iv. This announcement is published for Information purposes only and does not constitute an offer by the Authority to transact with any party for the project, nor does it constitute a commitment or obligation on the part of the Authority to procure/concession services.
v. The Authority will not be responsible for any costs or expense incurred by any interested party (its) in connection with any response to this invitation and/ or the preparation or submission in response to any inquiry.
vi. The Authority pledges fair and equal treatment of all participants but is not bound to short list any bidder and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reasons thereof
vii. Due diligence exercise shall be conducted to verify all the claims made by bidders
