INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE YEAR 2013/2014/2015 MERGED TETFUND INTERVENTION CONSTRUCTION PROJECTS
The Federal University Dutsinma, Katsina State, intends to invite interested, competent and reputable contractors to participate in the bidding for the year 2014, 2015 and 2016 (merged) TETFund Intervention projects as follows:
LOT 1: Construction of 1 No. 150 seat capacity lecture theater for Faculty of Sciences.
LOT 2: Construction of 1 No. 150 seat capacity lecture theater for Faculty of Agricultural Sciences.
LOT 3: Construction of University Health Centre
LOT 4: Construction of Block of Classrooms and Offices
LOT 5: Construction and equipment of additional Laboratory for Faculty of Science.
LOT 6: Supply of text books/Equipment
3.0 ELIGIBILITY REQUIREMENTS
3.1 MANDATORY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible to participate in the bidding exercise:
(i) Certificate of Incorporation with Corporate Affairs Commission (CAC).
(ii) Evidence of Company’s Current Tax Clearance Certificate for at least 3 years (2014, 2015 & 2016).
(iii) Evidence of Current Pension Clearance Certificate in compliance with the Amended PenCom Reform Act 2014.
(iv) Evidence of registration with the Bureau of Public Procurement (BPP) and Interim Registration Report (IRR) issued by the Bureau.
(v) Evidence of ITF Certificate in compliance with Industrial Training Fund (ITF) Act 2005.
(vi) Last three (3) years audited accounts (2015, 2016 and 2017).
(vii) Current sworn affidavit disclosing:
i. That the company is not in receivership, insolvent or bankrupt.
ii. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
iii. Whether or not any office of Federal University of Dutsinma or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
iv. That all documents submitted for the bidding are true and correct in all particulars.
3.2 OTHER REQUIREMENTS
i. List of verifiable documentary evidence of similar jobs successfully executed within the last five (5) years including letters of awards and jobs completion certificates.
ii. List of verifiable construction equipment. Please indicate whether they are owned, hired or leased.
iii. List of key technical personnel indicating their roles, designation, qualification (endorsed copies) and years of experience. Copies of professional and educational certificates should be provided.
iv. Detailed Company Profile and Organizational Structure.
v. Provision of satisfactory Quality Assurance/Quality Control Manual.
vi. Evidence of registration with Financial Reporting Council.
vii. Copy of programme of work stating durations of the projects.
viii. Method statement for execution of the projects selected.
ix. List of catalogue and journals.
4.0 COLLECTION AND SUBMISSION OF BID DOCUMENTS
Interested and competent bidders are requested to collect bid documents from:

Collection of bid documents can only be effected upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00). payment should be made into the account whose details are as follows:

Bank: on REMITA Platform through any Commercial Bank in Nigeria
Prospective bidders shall enclose their technical documents in a separate envelope (marked Technical) and the financial bid in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “INVITATION TO TENDER”- Lot No. (Indicate the Lot the bid is for)

The completed and sealed bid documents should have the bidder’s name and phone numbers on the reverse side of the envelope and be deposited in the Tender Box provided in the Office of the Registrar, between the hours 8am and 4pm Mondays to Fridays.
Contractors are limited to bid for a maximum of three (3) lots.
5.0 CLOSING DATE AND OPENING
All submissions received shall publicly be opened by 12:01pm on the day of closing of receipt of submissions in the Senate Chamber on Wednesday 21st March, 2018.
All contractors/consultants on the projects or their representatives are advised to attend the opening exercise.
