INVITATION FOR PREQUALIFICATION
PRODUCTION AND AIRING OF EYE ON THE ROAD

INTRODUCTION:
Federal Roads Maintenance Agency (FERMA) in pursuance of the extant guidelines of the Public Procurement Act 2007 and in furtherance to her statutory mandate is desirous of producing and airing her TV Series captioned Eye on the Road which is to cover the activities of the Agency in terms of maintenance of roads and bridges nationwide. Consequently, suitably qualified Contractors with good track records are invited to apply for PREQUALIFICATION FOR THE PRODUCTION AND AIRING OF EYE ON THE ROAD

SCOPE OF WORKS
i. The Scope of works includes but not limited to:
Airing of FERMA activities on site to include road failures, road maintenance, maintenance strategies, the place of the legislature and judiciary in road maintenance activities etc.

CONDITIONS FOR PRE-QUALIFICATION
i. Colour copy of evidence of registration with CAC as a Limited/Public Liability Contractor
ii. Inclusion of copy of CAC’s certified Memorandum and Articles of Association as well as forms CAC 2 and CAC 7.
iii. Colour copy of Tax Clearance certificate for the last 3 years which expires on 31st December 2017
iv. Colour copy of PENCOM remittance certificate for the last 3 years which expires on 31st December 2017
v. Colour copy of ITF (Industrial Training Fund) compliance certificate which expires on 31st December 2017.
vi. Colour copy of NSITF Compensation Act Compliance Certificate which date expires 31st December 2017.
vii. Evidence of registration on the National Database of Contractors,
Consultants and Service Providers by inclusion of Interim Registration Report (IRR) or Registration Certificate as a Civil/Highway Engineering Contractor
viii. A sworn affidavit dated not earlier than August 7, 2017 indicating that all document submitted are genuine and verifiable.
ix. A sworn affidavit dated not earlier than August 7. 201 7 that none of the directors nor the company itself has been convicted of any criminal offence in any country including financial impropriety.
x. A sworn affidavit dated not earlier than August 7. 201 7 that the bidder is not in receivership, the subject of any form of winding up petition or proceeding
xi. The company must have been in practice for not less than 10 years.
xii. Inclusion of verifiable evidence of equipment and technology capacity.
xiii. Inclusion of verifiable list of previous similar works successfully carried out within the last two (2) years in any Federal Government Ministry, Department or Agency, the Military, Police, Para-Military, Federal Judiciary or National Assembly with names of client, evidence of award and job completion.
xiv. Company profile including among others, organizational structure and key professional staff with their names, and telephone numbers.
xv. Audited annual financial report of the company for the last three years (2014-2016)
xvi. Evidence of financial strength, credit worthiness to the tune of not less than N10m/bank reference in addition to evidence of a turnover of at least N50m in the last three years (2014 – 2016)
xvii. The offer must be properly signed
xviii. All schedules provided in bid documents must be completed.
xix. All bids must be submitted in English language.
xx. Inclusion of the complete FERMA Standard Bidding document correctly and completely filled and signed appropriately

COLLECTION OF PREQUALIFICATION /TENDER DOCUMENTS
Interested Bidders are to make payment of a non-refundable sum of Twenty Five Thousand Naira (N25,000.00 ) only per lot to Federal Roads Maintenance Agency through Remita after which a receipt is to be raised at the Revenue Office, Accounts Department. Ground Floor of the FERMA Headquarters upon presentation of evidence of payment from any of the CBN licensed Commercial Banks.

Bidders are then to collect Bidding documents after showing original and Photostat copies of payment receipt between the hours of 10.00am and 3.00pm, Mondays to Fridays from 12noon Tuesday August 22, 2017 from:

Interested firms are to submit their bids per Lot in one envelope, sealed and clearly marked on the top left hand comer “CONFIDENTIAL ‘ and top right hand corner “TENDER FOR _______ (indicate Category/Lot No./Project Description/Contract No.)_____” clearly marked “Original” at the bottom right hand corner and addressed to:

And hand delivered not later than 12noon Tuesday September 5, 2017 to the Office of the Assistant General Manager (Procurement), FERMA Headquarters Annex Abuja, No. 7 Eldoret Close. Off Aminu Kano Crescent, Wuse II-Abuja. Ground Floor, Room GF 003 (include 1 copy clearly marked “Copy’’ at the bottom right hand corner).

All Bids will be publicly opened immediately after the close of bid submission at the FERMA Conference Room, Second Floor FERMA Headquarters, Aminu Kano Crescent, Wuse II, Abuja.

The Representatives of Companies that submitted bids, Representatives of Professional Bodies and the Civil Societies are invited to witness the opening.

Please note that:
i. The job will not attract a Bid Security.
ii. The contracts may not attract advance payment.
iii. Contractors who have worked for the Agency and have history of abandonment, termination and/or lack capacity need not apply.
iv. Only correctly addressed bids will be received
v. The Agency will not enter into unnecessary correspondence with any
vi. Contractor except when deemed fit and in the interest of the bid. All costs incurred by any Company in respect of this advertisement arc at her own expense and the Agency shall not entertain any claim whatsoever in this regard.
vii. The Agency reserves the right to verify any claim made by any of the Bidders.
viii. The Agency reserves the right to suspend or cancel the bidding process at any stage if and when the need arises.
ix. Late submissions will be rejected.

NON ADHERENCE TO ANY OF THE INSTRUCTIONS ABOVE ATTRACTS AUTOMATIC DISQUALIFICATION.
