REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR DEVELOPMENT OF A NATIONAL WASH POLICY FOR NIGERIA

Assignment Title: Consultancy Services for Consultancy Services for Developing a National Water, Sanitation & Hygiene (WASH) Policy for Nigeria

The Federal Government of Nigeria (FGN) has received financing from the World Bank towards the cost of the Third National Urban Water Sector Reform Project, and intends to apply part of the proceeds for the consultancy services for development of a National WASH Policy for Nigeria.
Objective of the Assignment
The objective of the assignment is the development of a National WASH Policy for the overall sector (urban, small towns and rural water supply and sanitation) covering the horizon until 2030 and supporting the achievement of National goals and fulfillment of international commitments.
Scope of Assignment
The Scope of the service will include but not limited to the following:
i. Conduct sensitization, training and consultation activities of stakeholders-essentially, facilitating the consultation process among key stakeholders at Federal level and the 36 States and FCT.
ii. Conduct six (6) additional researches and thematic assessments.
iii. Development of the National WASH Policy.
iv. Development of the implementation guidelines and framework for the Federal, State and Local Governments (over immediate action, Short Term, Medium Term and Long Term).
The assignment will be implemented within 10 months.
Submission of Expression of Interest (EOIs)
The Federal Ministry of Water Resources now invites eligible firm or Joint Venture to indicate interest in providing the consulting service as indicated.
Interested Consultants must provide information indicating that they are qualified to perform the services. Short-listing criteria are as follows:
a. Minimum of 10 years of professional experience in facilitating stakeholder consultations, conducting utility service research, defining institutional and governance framework with proven track record in policy creation and implementation for utilities like water.
b. Experience of at least 2 successfully completed regional or state WASH policy development and implementation exercise within the last 10 years.
c. Technical and managerial organization of the firm, with appropriate numbers of key staff.
d. Documentary evidence of similar contract award/completion.
The attention of interest Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a Joint Venture or a Sub-Consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
