REQUEST FOR EXPRESSION OF INTEREST/INVITATION TO TENDER FOR PROJECTS UNDER THE AUTHORITY’S YEAR 2017 APPROPRIATION
Upper Niger River Basin Authority is a parastatal under the Federal Ministry of Water Resources. The Authority wishes to procure the under listed projects in its Financial year 2017 Appropriation in line with its mandate and in furtherance of the goals of ERGP as relates to economic diversification, poverty reduction and job creation.

3.0 MANDATORY REQUIREMENTS:
Failure by a bidder to submit all of the following (non-scoring responsive criteria) renders the bidder ineligible to participate in this procurement:
3.1 Certificate of registration with Corporate Affairs Commission (CAC).
3.2 Tax Clearance Certificate, which should correspond with the firm’s annual turnover for the last three (3) years i.e. 2014, 2015 & 2016, with TIN number.
3.3 Evidence of compliance with the Industrial Training Fund (ITF) amendment Act 2011, by inclusion of certificate of compliance for 2017.
3.4 Evidence of compliance with Pension Reform Act 2004, by inclusion of PENCOM clearance certificate for 2017.
3.5 Verifiable evidence of registration on the National Database of Contractors, Consultants and Service Providers with the Bureau of Public Procurement (BPP), by inclusion of the Interim Registration Report (IRR) as evidence of compliance.
3.6 Verifiable evidence of compliance with the Employees Compensation Act which requires all employers of labour to remit 1% of the total annual emolument of workers to the National Social Insurance Trust Fund (NSITF) (2017).
3.7 Verifiable evidence of the firm’s registration with COREN.
3.8 Verifiable evidence of the Company’s audited accounts for the last three years (2014, 2015 & 2016).
3.9 A sworn affidavit in line with the provisions of Part IV, Section 16, Subsection 6(f) of the 2007 Public Procurement Act, stating that:
i. All documents/information presented are genuine and verifiable;
ii. The Director(s) of the firm has/have never been convicted by any court of law within or outside Nigeria;
iii. None of the company’s Director or the company itself is bankrupt;
iv. None of the officers of Upper Niger River Basin Development Authority or Bureau of Public procurement (BPP) is a former or present staff of the company;
v. The firm is not in receivership.
4.0 ADDITIONAL REQUIREMENTS
The following (scoring) responsive criteria shall apply:
4.1 Detailed Company profile showing verifiable evidence of experience in at least three (3) jobs of similar nature and complexity executed within the last five years with letters of contract award and certificates of job completion. Interim performance certificate for ongoing projects should also be included.
4.2 Evidence of possession of adequate qualified personnel with their curriculum vitae and professional qualification (COREN, ARCON, CORBON QSRBN).
4.3 Evidence of financial capacity/Bank reference letter showing line of credit availability to the tune of N150m for projects on LOT E1:1 – E1:24 and LOT F1:1.
4.4 Evidence of ownership or access to lease of substantial proportion of construction equipment required for the project and their status (where applicable) for Lot E1.
4.5 Evidence of up-to-date registration of company with relevant professional bodies.
4.6 Packaging and presentation of technical bid (i.e. presenting documents in the exact order they are listed out under mandatory and additional requirements).
5.0 COLLECTION OF TENDER DOCUMENTS
Interested bidders on presentation of evidence of payment of Non-refundable processing fees of N30, 000.00 for LOT E1:1 – E:1:24 and LOT F:1:1 shall collect bidding documents as from 12:00 noon on 13th November, 2017 from:

Payment of non-refundable tender fee should be made into the Treasury Single Account (TSA) of Upper Niger River Basin Development Authority, Minna-Niger State.
The bidders for Lots D would pay 10, 000.00 (Ten Thousand Naira) only after pre-qualification for the collection of Request for Proposal (RFP). A copy of evidence of payment is to be attached to each financial bid.
6.0 SUBMISSION OF BID
6.1 Submission of Expression of Interest (EOI) Documents
Interested consultant should submit two (2) hard copies and one (1) electronic copy (non-rewritable compact disk/DVD) for their expression of interest with the Lot written at the top of the envelope and the name of the company, address and telephone numbers at the back of the envelope.
6.2 Submission of Bid Documents
Completed technical and financial bids should be submitted in two (2) hard copies and one (1) electronic copy for each (non-rewritable compact disk/DVD) in 2 separate sealed envelopes. The two envelopes should be enclosed in one large envelope labeled “Technical and Financial Bids” with project Name at the top right hand corner with company name, address and telephone number behind.
6.3 The envelopes should be addressed to:

6.4 Closing dates for submission is three weeks for expression of interest and six weeks for other lots from the date of the advert, by 12:00pm.
7.0 OPENING OF BID DOCUMENTS
Please note that bids will be publicly opened by 12:30pm on the same date when submission closes at Upper Niger River Basin Development Authority’s Board room.
8.0 PLEASE NOTE:
8.1 All bidders are required to bring along the original copies of relevant documents for sighting
8.2 Any bid above fifty million Naira (N50M) must be accompanied with bid security of 2% of the bid sum valid for 180 days.
8.3 All bidders must use their company’s letter headed paper carrying CAC registration number, phone number(s), names of director(s), company’s email and address.
8.4 Non-Governmental Organizations (NGOs), Professional bodies, security agents and the general public are hereby invited to the bids opening as observers.
8.5 Upper Niger River Basin Development Authority reserves the right to reject any or all the submissions that do not meet up with the requirements, as specified.
