INVITATION TO TENDER BATCH 1
1.0 INTRODUCTION
1.1 Hadejia – Jama’are River Basin Development Authority is one of the Agencies under the Federal Ministry of Water Resources. In pursuance of its mandate, the Authority intends to undertake the Procurement of various Works and Goods under the 2018 Capital Appropriation with Extent Provision of Section 25 of the Public Procurement Act, 2007.

1.2 The Authority therefore invites all experienced and competent Contractors and Suppliers with relevant experience for consideration for the execution of the batch 1 projects as detailed below.

2.0 SCOPE OF WORKS
The scopes of the works and Supply for the projects earmarked for execution are categorized. Interested Contractors/Suppliers are invited to submit Technical and Financial bids for the projects in the following categories.

2.1 CATEGORY A – WORKS
LOT A1: Rehabilitation and Expansion of Commercial Orchads in Kadawa, Challawa, Hadejia and Zigau in Kano, Jigawa and Bauchi States
LOT A2: Hadejia Jama’are-Komadugu-Yobe River System Improvement Project
LOT A3: Rehabilitation of 34-Nos Small Earth Dams at Kano, Jigawa and Bauchi States
LOT A4: Large dams (Tiga at Tuku, Challawa at Zarewa, Galala at Tudunwada and Hadejia Barrage at Ganauchime)
LOT A5: Establishment and Equipping of Engineering Design Office

2.5 CATEGORY E – GOODS
LOT E1: Procurement of Land Preparation and Post-Harvest Equipment to support Agricultural Intensification within HJRBDA Irrigation Schemes
LOT E2: Supply of Irrigation Water Pumps 2” and 3” Equipped with Accessories in 6 LGAs of Yobe North Senatorial District, Yobe State
LOT E3: Infrastructural Development and Empowerment of the people of Kano North Senatorial District
LOT E4: Supply of 2” Water Pumps to Kazaure Federal Constituency, Jigawa State
LOT E5: Furniture/ICT Equipment for Hadejia Resource Centre
LOT E6: Purchase of Vehicle, Ambulance and Heavy duty equipment for Community Assistance Project at Jigawa North East Senatorial District

3.0 ELIGIBILITY CRITERIA
Interested and competent Contractors and Suppliers wishing to carry out any of the projects under the above categories are required to submit the following documents in their Technical Proposals:
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and Forms CAC7.
b. Evidence of Company’s Tax Income Clearance Certificate for the last three years (2015, 2016 and 2017) valid till 31st December, 2018.
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f. Evidence of Registration with Bureau of Public Procurement Database for categorizations/classifications of Contractors and Service Providers by submitting Interim Registration Report (IRR) expiring on 1st January, 2019 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of relevant committees of the Authority or Bureau of Public Procurement is a former or present Director, Shareholders or has any pecuniary interest in the bidder and that no Director has been convicted in any country for any criminal offence.
h. Company Audited Account for the last three years (2015, 2016, 2017).
i. Evidence of financial capability (Bank reference letter) from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the project where applicable.
j. Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional qualifications (In case of Construction: COREN, QSRBN, ARCON, CORBON COMEG etc.).
k. Verifiable documentary evidence of at least three (3) similar jobs done within the last five (5) years including letters of award, valuation certificate and photographs of the projects.
l. List of Plant/Equipments with proof of ownership/lease (where applicable).
m. Memorandum of Understanding (MoU) should be included for Joint Ventures (all eligibility requirements are compulsory for each JV Partner).
n. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s ORIGINAL Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer(s) of the Firm.

Note that all documents /information required must be paginated, submitted in the sequence /order as listed in a-n above.

4.0 PAYMENT FOR TENDER DOCUMENTS
Interested bidders are advised to contact the Authority Finance Department for the Bank Payment Code upon which payment of a non-refundable fee of N10,000.00 (Ten Thousand Naira) only, per Lot is to be paid into the Treasury Single Account (TSA) of the Hadejia-Jama’are River Basin Development Authority, Kano.

5.0 COLLECTION OF TENDER DOCUMENTS
Interested Contractors are to collect Standard Bidding Documents (SBD) from 12 noon Monday 27th August, 2018 from:

6.0 SUBMISSION OF TENDER DOCUMENTS
6.1 Invitation to Tender (Works and Goods)
Prospective bidders are to be submitted two (2) hard copies each of Technical and Financial Bids with soft copy of financial bid only in Ms Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to The Managing Director, Hadejia-Jama’are River Basin Development Authority, P.M.B. 3168, Maiduguri Road, Hotoro, Kano and clearly marked with the Name of the Project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be deposited in the Tender Box at the address above, not later than 12:00 noon on 8th October, 2018.

7.0 OPENING OF BIDS
7.1 Invitation to Tender (Works and Goods)
Technical Bids will be opened immediately after the deadline for the submission by 12:00 noon on Monday 8th October, 2018 at the Authority’s Conference Hall, in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened. Please ensure that you sign the Bid Submission Register at the address stated in 5.0 above on submission, as the Authority will not be held liable for misplaced or wrongly submitted bids.

8.0 GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder.
ii. Bid must be submitted sealed. The used of stapler will not be accepted.
iii. Pre-qualified Bidders will be contacted at a later date for Financial Bid Opening while Bids of unsuccessful bidders will be returned unopened.
iv. All costs will be borne by the bidders as the Authority will not be held responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation.
v. Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process.
vi. The Hadejia-Jama’are River Basin Development Authority is not bound to pre-qualify any bidder and reserves the right to annul the procurement process ant any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
