INVITATION FOR TENDER FOR THE DESIGN, FINANCE, BUILD AND OPERATE 750KW DAY TIME AND 75KW NIGHT TIME SOLAR POWER GENERATION FACILITIES ON A COMMERCIAL OPERATION AT POWER HOUSE, MAITAMA DISTRICT

1. INTRODUCTION
As part of the strategic initiative of providing sustainable power in Nigeria in line with the provisions of the Electric Power Sector Reform Act 2005, and in furtherance to diversifying the sources of energy and achieve the energy mix targets set out in its “Power Sector Investment Opportunities and Guidelines” document, the Federal Government of Nigeria, through the Federal Ministry of Power, Works and Housing (FMPW&H) (Power Sector) in compliance with the guidelines of the Infrastructure Concession of Regulatory Commission Act (2005) and National Policy on Public Private Partnerships (N4P) intends to procure solar electrical energy from private developers at Power House, 14 Zambezi Crescent, Maitama District, Abuja Federal Capital Territory, Nigeria. The Ministry hereby invites competent and reputable companies to tender for the concession “to build and commercially operate a solar power generation facility at Power House”.

2. SCOPE OF WORK
Prospective concessionaire/investors who can be wholly local or local with international affiliation company would be expected to develop the solar power generation facility at Power House, as its cost, using horizontal spaces available at the rooftop and ground space to generate power for commercial operation at the lowest offered tariff over the concession period on a design, finance, build, own, operate basis.

The detailed scope of work is contained in the Request for Proposal (RFP), Power Purchase Agreement (PPA), Concession Agreement (CA), and the Energy Audit/Engineering Study Report.

3. TENDER REQUIREMENTS
i. The concessionaire /investors may consist of a single firm or a consortium of firms with necessary financial and technical competences to develop the solar power generation facility at Power House and thereafter operate and maintain the facility as an embedded independent power producer for the duration of the concession period. In the case of a consortium, the members of the consortium must jointly submit the required information and must also clearly identify one of the consortium members as the lead firm;
ii. Evidence of business registration, Certified True Copy (CTC) of Memo & Articles of Association, Company’s profile including full name of contact person, valid address, telephone number, and e-mail address with description of major solar power projects successfully executed or ongoing;
iii. Audited financial statement prepared in accordance with International Financial Reporting Standards (IFRS) of the bidding company or members of the consortium for the past three (3) years;
iv. Technical Operational Capabilities, showing years of experience in generating plants (financing, engineering, operations, maintenance or ownership of any type of solar power project);
v. Tax Clearance Certificate corresponding with the company annual turnover for three years (2014, 2015 & 2016);
vi. Any other information that will further enhance the qualification of the company.

4. COLLECTION OF TENDER DOCUMENTS
Tender documents will be available for download at pwh.firmex.com. Interested bidders are to request for an access to view and download upon the presentation of evidence of payment of non-refundable tender fee of N150,000.00 (One Hundred and Fifty Thousand Naira only) via remitta for procurement of Solar Power at Power House, Maitama and filling of the access form at the following e-mail address [[email protected]] Treasury Receipt can be obtained from the Cash Office Section of Finance & Accounts Department, Federal Ministry of Power, Works and Housing (Power Sector), 1st Floor, Annex III, Phase 1, Federal Secretariat Complex, Abuja upon the presentation of remitta payment receipt /bank teller.

5. ENQUIRIES ON THE INVITATION

6. BID SUBMISSION
Completed Technical and Financial Documents three (3) Sets of Hardcopy (one (1) original and two (2) copies) shall be submitted in Two different sealed tamper proof envelopes and labeled “TECHNICAL BID” and “FINANCIAL BID” and both placed in a third envelope. All the three numbers envelopes should bear the company name at the reverse sides while the “REQUEST FOR TENDER TO DEVELOP SOLAR POWER FACILITY AT POWER HOUSE MAITAMA” at the top right hand corner of the Envelope and addressed to: THE SECRETARY, MINISTERIAL TENDERS BOARD (MTB), FEDERAL MINISTRY OF POWER, WORKS AND HOUSING (POWER SECTOR), POWER HOUSE, 4TH FLOOR, ROOM 4254, NO 14, ZAMBEZI CRESCENT, MAITAMA, ABUJA. The Documents should be deposited in the Tender Box at the Tender Secretariat at the address above. Closing time for all submissions is on or before 12:00 noon, Monday, 9th October, 2017. Late submission shall not be entertained.

7. BID OPENING
Tender Documents (TECHNICAL) are to be opened immediately after the closing of submission at 12:00 noon, on Monday, 9th October, 2017 in the presence of Bidders and interested Members of the public at Federal Ministry of Power, Works and Housing (Power Sector), Power House Auditorium, 2nd Floor, No. 14 Zambezi Crescent, Maitama, Abuja. All Bidders and/or representatives are invited to witness the public bid opening accordingly.

8. FURTHER INFORMATION
Please note that:
• Late submission will be rejected.
• This advertisement shall not be constructed as a commitment on the part of the Ministry to appoint any applicant/ operator nor shall it entitle any applicant/ operator submitting document to claim any indemnity from Federal Ministry of Power, Works and Housing (Power Sector).
• Federal Ministry of Power, Works and Housing (Power Sector) reserves the right to verify and authenticate any claim by Firms.
• Interested applicants may obtain further information at the address above from 8:00am to 4:00pm, Monday through Friday (except public holidays).
• Submissions via courier will be accepted if delivered within the submission time shown above but submission through e-mail or fax will not be accepted.
• All cost incurred in responding to this advert and prequalifying for the projects shall be borne solely by the bidders, and
• All submissions must be made in English Language.
