EXPRESSION OF INTEREST/INVITATION TO TENDER FOR 2018 CAPITAL PROJECTS
The Metallurgical Training Institute, Onitsha is a Federal Government owned Institute with the mandate to train Low/Middle Level Technical Manpower in Maintenance and Repair Works for the Steel and Allied Industries in Nigeria.
The Institute hereby invites reputable and qualified Companies to tender for Construction, Procurement and Consulting Services of the following 2018 Capital Projects:
B. SCOPE OF WORKS, GOODS AND SERVICES
CATEGORY A: WORKS
LOT 1: Renovation of 18 Nos existing totally dilapidated Students Hostel and surrounding facilities
LOT 2: Rehabilitation of Erosion Ravaged Internal Roads, Phase II (Road linking the Expressway through the Main gate to the Student Hostels)
LOT 3: Installation of Solar Energy System, Phase II (Powering of the Administrative Block)
LOT 4: Rehabilitation of Erosion Ravaged Internal Roads (Network of roads linking Staff Quarters up to the Water Treatment/Plant House)
LOT 5: Installation of Solar Energy Systems (Powering of Institute’s Workshop and Equipment
CATEGORY B: GOODS
LOT 6: Procurement of IT, Office Computers and Office Furniture
LOT 7: Procurement of Advance Mechanical Equipment Maintenance Technology
CATEGORY C: SERVICES
LOT 8: Capacity Building for High Level Manpower Development in Engineering
LOT 9: Training in Electrical/Mechanical Installation and Maintenance for Youths in IDEATO South LGA, Imo State
LOT 10: Vocational Training of Youths in OGBARU, Anambra State
LOT 11: Skills Acquisition Training for Women and Youth in EBE and other Communities in UKPOR NNEWI South LGA, Anambra State
C. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation with Corporate Affairs Commission including form CAC2 and CAC7.
b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2015, 2016 and 2017) valid till 31st December, 2018, whose declared Annual Turnover correspond with those in Audited Accounts.
c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2018.
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) of the Bureau of Public Procurement (BPP) in respect of current Interim Registration Report (IRR) expiring 1st January, 2019 or valid Certificate issued by BPP.
g) Evidence of Company’s Audited Account for the last three (3) years – 2015, 2016 & 2017.
h) Evidence of financial capacity to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
i) Detailed company profile to include the Names, Phone Number, Curriculum Vitae and Credentials of Technical and Professional Staff to be deployed for the project and copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc. (for Category A).
j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of awards, Valuation Certificates, and Job Completion Certificates
k) List of Plant/Equipment with proof of ownership/lease (where applicable)
l) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
m) Current Sworn Affidavit disclosing:
– That the company is not in receivership, insolvent or bankrupt
– That the company does not have any Director who has ever been convicted in any court of law in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
– Whether or not any officer of the relevant committees of Metallurgical Training Institute, Onitsha or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
D. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders should collect the Standard Bidding Document (for Goods & Works) from Procurement Department, Room 6, Metallurgical Training Institute, Onitsha on evidence of payment of N10,000.00 per Lot non-refundable deposit from Monday to Friday, between 9am – 3pm respectively by using Central Bank of Nigeria (CBN) payment gateway platform that can be accessed from the REMITA Website. Please note that bidders for Consultancy Services will not collect tender document at this stage until after pre-qualification.
E. SUBMISSION OF TENDER DOCUMENTS
Completed tender documents should be three (3) hard copies each (Marked Original & Copies) for both Financial and Technical Bids for each Lot which should be in two (2) separate sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project i.e. “TECHNICAL BIDS FOR LOT 1” & “FINANCIAL BIDS FOR LOT 1”are to be submitted in two (2) sealed and separate envelopes clearly marked “TECHNICAL” & “FINANCIAL” and the reverse side the name of the company should be boldly written. Both envelopes shall then be put in a larger envelope clearly marked at the top right corner stating the title of the project and address of the Director/Chief Executive, Metallurgical Training Institute, km 6/7 Onitsha-Owerri Road, Onitsha and deposited in the box provided at the Procurement Department of the Institute, Room 6 not later than Monday, 10th September, 2018 at 12:00 noon. Late application will be returned un-opened. Please make sure you sign Bid Submission Register at Procurement Office.
F. EXPRESSION OF INTEREST LOT 8 – 11
All Expression of Interest (EoI) (1 Original and 2 Duplicates) neatly packaged in sealed envelope, stating Expression of Interest, shall be submitted on or before the closing date of Monday, 13th September, 2018 at 12:00 noon at the Institute Board Room, km 6/7, Onitsha/Owerri Road, Onitsha, in the presence of bidders representative, relevant Professional Bodies and Non-Governmental Organizations. Qualified companies will be invited at a later date to pay a non-refundable fee of N10,000.00 per Lot for collection of Request for Proposals. Late submission will be returned un-opened.
G. OPENING OF BID
Opening of technical bids will be in the Institute’s Board Room on Monday, 10th September, 2018 at 12:00 noon in the presence of Bidder’s representatives and Members of the public including Professional Bodies, Civil Society and Non-Governmental Organizations. The above listed organizations are hereby invited to witness the public opening. Only pre-qualified bidders will be invited at a later date for financial bid opening while financial bids of unsuccessful bidders will be returned un-opened.
H. GENERAL INFORMATION
a) Bids must be in English Language and signed by an official authorized by the bidder.
b) Bids submitted after the deadline for submission would be returned un-opened.
c) Bidders should not bid for more than two (2) Lots.
d) All costs will be borne by the bidders.
e) Metallurgical Training Institute, Onitsha reserves the right to verify claims made in the returned tender documents
f) The Metallurgical Training Institute is not bound to pre-qualify any bidder and reserves the right to annul the Procurement Process at any tie without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
