INVITATION TO TENDER/EXPRESSION OF INTEREST (EOI) UNDER THE 2018 APPROPRIATION 
1.0 INTRODUCTION
The Federal Ministry of Finance in furtherance of its statutory mandates intends to utilize funds provided in the 2018 Appropriation by the Federal Government to implement some capital projects under various Goods, Works and Consultancy Services. In this regards and in compliance with the Public Procurement Act 2007, hereby invites qualified, interested, experienced firms to obtain bids for specific procurements as follows:
CATEGORY A – GOODS
LOT A1 – Purchase of Office Furniture and Fittings
LOT A2 – Purchase of Computers
LOT A3 – Purchase of Computer Printers
LOT A4 – Purchase of Motor Vehicles
LOT A5 – Purchase of Photocopying Machines
LOT A6 – Purchase of Drugs
LOT A7 – Purchase of Uniforms
CATEGORY B – WORKS 
LOT B1 – Rehabilitation of Phase 1
LOT B2 – Rehabilitation of Phase 2
LOT B3 – Perimeter Fencing
CATEGORY C – SUBMISSION OF EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES
LOT C1 – Library Automation
LOT C2 – Computer Software Acquisition
2.0 ELIGIBILITY REQUIREMENT (Mandatory)
To be eligible for the bidding exercise, interested, experienced and competent Contractors, Consultant and Service Providers that wish to be considered for any of the projects listed above are required to submit the following documents for prequalification or expression of interest (EoI) as the case maybe, which will be subject to verification and Due Diligence by the Federal Ministry of Finance:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid Certificate issued by BPP.
vii. Evidence of Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Ministry of Finance or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii. Company’s Audited Accounts for the last three (3) years (2015- 2017).
ix. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Company profile with the curriculum vitae of key staff to be deployed for the project, including copies of academic and professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.).
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.
xii. The list of Plants/Equipment with proof of ownership/lease with address of where they are located for purpose of verification.
xiii. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for Vehicles.
xiv. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each JV partner).
xv. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
All bidders are to note that the Federal Ministry of Finance will implement Executive Order 03 (E0-003, 2017) (Preference for local content in Uniforms, Motor Vehicles, Pharmaceuticals, Stationeries, ICT, Furniture and Fittings.
3.0 COLLECTION TO BIDDING DOCUMENTS FOR GOODS AND WORKS
Interested companies are to collect the Standard Bidding Document (SBD) from the Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Abuja on evidence of payment of a non-refundable fee of N10,000.00 per Lot (for Goods and Works only), paid into the Federal Ministry of Finance’s Remita account in any commercial bank.
4.0 SUBMISSION OF TENDER DOCUMENTS 
Prospective bidders are to submit bid for each lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Permanent Secretary Federal Ministry of Finance Headquarters, Abuja and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender provided at Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Abuja not later than 12:00 noon on Wednesday, 14th November, 2018.
5.0 OPENING OF BIDS 
The Technical bids will be opened immediately after the deadline for submission at 12.00 noon Wednesday, 14th November, 2018 in  Federal Ministry of Finance Headquarters’ Main Auditorium Abuja in the presence of the bidders or their representatives, while the Financial Bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Central Business Area, Ahmadu Bello Way, Garki Abuja, as the Federal Ministry of Finance will not be held liable for misplaced or wrongly submitted bids, for further enquiries, please contact the Mrs. Lillian Egbe on 08032910604 and e-mail: [email protected]
5.0 GENERAL INFORMATION
a) Bids must be in English language and signed by an official authorized by the bidder.
b) Bids submitted after the deadline for submission would be returned unopened.
c) Bidders should not bid for more than two (2) Lots.
d) All costs will be borne by the bidders.
e) All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned unopened.
f) The Federal Ministry of Finance is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
7.0 SUBMISSION OF EXPRESSION OF INTEREST
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents which should be submitted in a sealed envelope and addressed to the  Permanent Secretary Federal Ministry of Finance Headquarters, Abuja and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender provided at Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters, Abuja not later than 12:00 noon on Tuesday, 16th November, 2018.
8.0 OPENING OF EXPRESSION OF INTEREST (EOI) DOCUMENTS 
The EOI documents will be opened immediately after the deadline for submission at 12.00 noon Tuesday, 16th October, 2018 in the Federal Ministry of Finance Headquarters’ Main Auditorium Abuja in the presence of the bidders or their representatives. 6.0 GENERAL INFORMATION FOR FIRMS FOR EXPRESSION OF INTEREST (EOI):
g) EOI must be in English language and signed by an official authorized by the bidder.
h) EOI submitted after the deadline for submission would be returned unopened.
i) Bidders should not bid for more than two (2) Lots.
j) All costs will be borne by the bidders.
k) Qualified bidders will be invited to collect Request for Proposal (RfP) at a later date.
l) The Federal Ministry of Finance is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
