1.0 INTRODUCTION
The Federal Fire Service, Abuja hereby invites experienced and reputable registered Contractors/Companies to bid for the following:

A. Purchase of Fire Fighting Equipment
Lot 1: Supply of 8Nos. Rapid Intervention Vehicles

Lot 2: Supply of 6Nos. Water Tankers with Fire Pumps mounted behind

Lot 3: Supply of 1No. Mobile Mechanical Workshop

B. Construction Works
Lot 1: Construction of Metropolitan Fire Stations in the Six (6) Geo-Political Zones, including FCT

Lot 2: Design & Construction of L Shape Female Hostel (NFA)

Lot 3: Design & Construction of B.A Gallery (NFA, Sheda)

Lot 4: Design & Construction of H/Q Fencing Work

Lot 5: Design & Construction of Flood Rescue Prop (NFA, Sheda)

Lot 6: Design & Construction of Access Road (NFA, Sheda)
i. Design & Construction of Parking Lots 
(60 Lot Capacity with Street Lighting)
ii. Provision of Conventional Public Street Lighting

C. Renovation of Fire Fighting Stations
Lot 1
i. Renovation of Federal Fire Service Headquarters Building, Abuja

ii. Renovation of Federal Fire Service Station, Ebute Metta-Lagos

C. Renovation Works
Lot 1: Renovation of Existing Barracks in Lagos & Abuja
i. Renovation of FFS, H/Q Barrack, Abuja
ii. Renovation of FFS, Apapa Barrack, Lagos
iii. Renovation of FFS, Surulere Barrack, Lagos 
iv. Renovation of FFS, Ebute Meta Barrack, Lagos
v. Renovation of FFS, Satellite Town Barrack, Lagos 
Lot 2: Renovation of Existing Buildings
i. Renovation of Existing 3 Bedrooms Blocks of Flats 
(NFA, Sheda), Abuja

D. Purchase of Communication Equipment
Lot 1: Procurement of Communication Equipment

2.0 Interested Contractors should collect bid documents with the payment of non-refundable fee of N20, 000.00 (Federal Fire Service TSA Account at any bank) at the Procurement Office from Tuesday, 5th September, 2017. All pre-qualified contractors will be invited for Tender Documents collection within one (1) week of pre-qualification with evidence of payment of non-refundable fee of Twenty Thousand Naira (N20, 000.00) only. All submissions close at 12:00 noon on the last day of bid submission Two (2) weeks from the date of this publication.

3.0 MANDATORY REQUIREMENTS
Prospective contractors are required to submit the following without which the firm will be disqualified
Complete company profile with the following items:
i. Evidence of Registration with Corporate Affairs Commission (CAC),
ii. Evidence of Tax Clearance for the last three (3) years (2014, 2015 & 2016),
iii. Company’s Audited Account for the last three (3) years (2014, 2015 & 2016),
iv. Evidence of Financial Capacity and Banking Support, to the amount of the Lot applied for,
v. Key personnel experience/technical qualification,
vi. Evidence of compliance with the provision of the National Social Insurance Trust Fund (NSITF) Certificate of Compliance,
vii. Evidence of contribution to the Industrial Training Fund (ITF) with Certificate of Compliance,
viii. Evidence of Compliance with provision of Pension Reform Act 2004 as contained in Section 16(6d) of the Public Procurement Act (2007),
ix. Evidence of similar projects executed with certificates of completion,
x. Affidavit disclosure, whether any Officer of Federal Fire Service or Bureau of Public Procurement (BPP) is a former or present Director of company,
xi. Affidavit showing that no Director of company has been convicted in any country for any criminal offence relating to fraud or financial impropriety,
xii. Affidavit showing that the company is not in receivership,
xiii. Evidence of registration (or Interim Registration Report) on the National Database of Contractors, Consultants and Service providers of Bureau of Public Procurement (BPP), and
xiv. The company is not in receivership.

4.0 SUBMISSION OF BIDS
Contractors should submit neatly bound and signed technical and financial bid in different envelopes marked “Technical Bid” and “Financial Bid” with the Lot indicated e.g. (A Lot 1) and the contractors’ name and address at the reverse side of the envelopes, addressed to: The Secretary, Service Tenders’ Board, Federal Fire Service, Area 10, Garki-Abuja.

5.0 CLOSING /BID OPENING
All bids must be deposited in the Bid Boxes provided at the Procurement Office on or before 12:00pm on 18th September, 2017. Public opening of Technical Bids will be at the Federal Fire Service Lecture Hall by 12:00pm, on the 18th September, 2017. Qualified Bidders shall be invited to witness the opening of Financial Bid later.
