ENERGY COMMISSION OF NIGERIA
TECHNICAL AND FINANCIAL BIDS
The Energy Commission of Nigeria (ECN) wishes to invite interested and credible Companies to apply for the Technical and financial bids of the various projects of the Commission for the 2017 fiscal year.
The scope of works includes:
LOT I: Manpower Development in Energy Sector (Capacity Building)
a) ECN-NYSC Training on Renewable Energy Technologies in Six (6) Geopolitical Zones for self empowerment
b)Promotion of Energy Planning Tools in the Six (6) geopolitical Zones of the Country (MAED, MESSAGE & NECA 2050) for capacity Building in Energy Planning for states
LOT 2: Upgrading of National Energy Information Systems
a) Upgrading National Energy Databank (NEDB)
b) Establishment of E-Registry Computer and Accessories
c) Computerization of Finance, Accounting Stores and Audit System.
d) E-Procurement (Procurement Records Management Systems)
LOT 3: National Energy Surveys:
a) Survey of Fuel wood Consumption in Nigeria for Environmental Protection
b) Production of Annual Energy Balance for Nigeria: Study of Energy Gap
c) Energy Manpower Survey.
d) Captive Power Generation Survey
LOT 4: Solar Powered Streetlight in various Locations of the country.
LOT 5: Solar Powered Boreholes in various locations of the country
LOT 6: Maintenance of Solar Streetlights in Yabo/Shagar Federal Constituency, Sokoto State
LOT 7: Promotion of New Energy Technologies for Energy Security and Climate Change Mitigation
a) Solar Water Heaters Promotion for Electricity Demand Management and Climate Change Mitigation.
b) Energy Efficiency for Energy Demand Management and Climate Change Mitigation;
LOT 8: Directly Fired Solid Municipal Waste to Energy Pilot Plant (850kVA)
LOT 9: Projects Monitoring Equipment and Utility Vehicles
LOT 10: Solar PV Mini-Grids to Increase Energy Access in six(6) Geopolitical Zones
LOT 11: Energy Audit of some Universities in Nigeria.
LOT 12: Rehabilitation of Jatropha Farm in Karshi for Biodiesel Production
LOT 13: Assessment of the Performance in Energy Sector
a) National Energy Summit on Energy and Clean Coal-to-power Technologies.
b) Development of Key Performance Indicators (KPI) for the Nigeria Energy Sector for Performance Monitoring.
LOT 14: ECN Headquarters Building- Renovation for Efficient Performance.
a) Provision of 8 – Persons Capacity Transparent Elevator for the ECN HQRS:
b) Redesign and Furnishing of Main Conference Room and DG Board Room
c) Promotion of Energy Efficiency In ECN Headquarters Building
d) Office Furniture.
LOT 15: Review of ECN Policy and Legal Instruments:
a) Review of ECN Law to Position it as National Focal Point for Energy and Energy Efficiency.
b) Popularization and Passing into Law National Energy Policy and Master Plan to Attract Investments In Energy Sector.
LOT 16: Procurement, Installation and Energizer of 500KVA Transformer at Tudun Adabu in Nasarawa South Senatorial District, Nasarawa State.
LOT 17: Procurement, Installation and Energizer of 500KVA Transformer at Agon Village in Nasarawa South Senatorial District, Nasarawa State
LOT 18: Supply and Installation of Ten (10) 500KVA 33 Transformer m Ihiala Federal Constituency, Anambra State.
LOT 19: Electrification in Alesa, Eleme in Rivers South East Senatorial District, Rivers State.
LOT 20: Electrification Project Extension of AJakaJak Light to Samang3, Ibotirem and Dema Communities in Ajakajak/Samanga/Ibotirem and Deme Andoni LGA, Rivers South East Senatorial District, Rivers State
(3) BIDDING CRITERIA:
The following requirements for Tender shall be submitted:
(a) Certificate of Company Registration and Memorandum and Article of Association
(b) Evidence of valid Tax Clearance (2 photocopies) and VAT Certificates
(c) Evidence of pension compliance from National Pension Commission where applicable (ONLY Certificate of Compliance issued by Pension Commission is evidence)
(d) Evidence of compliance with the provision of the Industrial Training Fund (ITF) Amendment Act 2011 on Training contribution
(e) Evidence of registration on the National Database of Contractors, Consultants and Service Providers (NDCCSPS) by inclusion of Interim registration report (IRR) issued by BPP in line with the provision of section 5(h) of the PPA, 2007
(f) Company profile with the list of technical/managerial staff, qualifications/professional membership, equipment for execution of the project
(g) Articulated Work plan and methodology
(h) Evidence of Financial Capability (Bank reference, Audited Account and Bank Statement of Accounts)
(i) Work experience (Job certification/Award letter, pictures of previous works, list of executed relevant projects and years of experience)
Bid document containing specifications on the interested lots can be obtained from the Office of the Secretary, Public Procurement Unit at the ground floor of the Energy Commission of Nigeria, upon payment of non-refundable fee of N20,000.00 only through e-collection in favour of Energy Commission of Nigeria. The prospective bidders shall enclose the original technical and original financial bids in two (2) separate envelopes indicating clearly lot of interest and marked Technical and Financial Bid respectively at the top corner of each envelope. The two (2) envelopes in one sealed envelope which shall be sealed and bear the lot description; the name and address of the Company and addressed to:

PMB 358, Garki, Abuja.
The document should be submitted at the relevant bid box in the reception of the Energy Commission’s premises in Abuja between 24th July and 10.00am on 5th September, 2017.
(i) Bids shall be closed at 10.00am and be opened immediately thereafter on 5th September, 2017 at the premises of the Energy Commission of Nigeria in Abuja
(ii) Only Companies with technical bids that fulfill the requirements would have their names pasted on the Commission’s notice board and their financial bids opened on a date to be indicated on the same notice
(iii) All bids are expected to include ORIGINAL COPIES of the receipt of tender fee in their financial bid envelopes
(iv) All submissions are to be covered with a forwarding letter on the Company’s letter headed paper with verifiable address, duly signed by an authorized officer of the Company with telephone number
(v) Name, address, email and phone numbers of the companies should also be clearly written at the back of the envelopes
(vi) Submission of bidding document is not a guarantee for the award of contract
(vii) All submissions would be verified from the relevant Agencies like Federal Inland Revenue (FIRS), BPP etc
(viii) Late submission will not be accepted.

5.3 The Energy Commission of Nigeria reserves the right to terminate the selection process at any time without incurring any liabilities
