Title: Institutional Development Consultant
Reporting Responsibility: Project Coordinator(PC)
The Institutional Development Consultant (IDC) will be responsible for supporting the implementation of the 3 Urban Water Sector Reform Project with respect to issues related to water sector reforms in Ekiti State. The IDC is expected to support and oversee the development and implementation of reform action plans by the Ekiti State Government and sector institutions, consistent with their roles and responsibilities in relation to the water and sanitation service delivery. The IDC will report to the State Project Coordinator in implementing the Project.
i. Assess the current institutional framework for urban water supply in Ekiti State.
ii. Provide professional advice to the Ekiti State Ministry of Public Utilities and Ekiti State Water Corporation (EKSWC) and on a need basis on State water sector reforms, restructuring the EKSWC, setting them on a path to autonomy, performance and sustainability, and making them ‘investment ready’ for donors
iii. Assist Ekiti State to formulate reform needs and vision, design and implement the institutional, regulatory and legal frameworks for the urban water supply and sanitation services consistent with the structure and tasks of approved reform action plans,- clearly identifying the roles and responsibilities of the key institutions; Advise the State and EKSWC reform communications needs.
iv. Facilitate stakeholder’s participation and development of the performance contract between EKSWC, the State Commissioner and the Governor to enable the practical implementation of regulatory functions in compliance with the reform agenda.
v. Assist the Ekiti State Project Implementation Unit (EKSWC-PIU) in preparing necessary TORs, RFP and evaluate proposals on agreed activities to be executed by technical assistance within the project framework;
vi. Support the planning and implementation of the project, including for the optimal prioritization of budget allocations to needs and activities proposed by the State. Monitor and evaluate implementation of the Project; contribute a monthly and quarterly Progress report on project progress. Review consultant’s on reports.
vii. Monitor and evaluate compliance of Ekiti State with signed covenants of the loan agreement and to ensure implementation of the designed Institutional, Regulatory and Legal frameworks.
viii. Strengthen WSS networking and knowledge management capacity for systematic learning on cutting edge issues institutional arrangements of Ekiti State.
ix. Support a continuous dialogue between Government authorities and EKSWC to reach agreement on the proposed institutional arrangements For urban water services;
x. Develop a roadmap to implement the recommendations.
xi. Any other duties as may be assigned by the State Project Coordinator.
Qualifications and Personal Attributes:
i. At least a Master’s degree in Institutional Development, Urban Planning, Business Management or Engineering or any other relevant degree.
ii. Must have had a successful management experience of typical utility reforms in a water agency in Nigeria.
iii. Minimum often (10) years of professional experience with a focus on public policy, institutional development, public service reforms, water & sanitation or infrastructure sector reform.
iv. A demonstrable understanding of the institutional framework of the water and sanitation sector in Nigeria;
v. A good understanding of policies, strategies, technology and social components related with the Water Supply and Sanitation in Nigeria is a requirement;
vi. Strong analytical and communication skills, methodological rigor and problem-solving ability;
vii. Highly motivated and experienced in providing high-level and results-oriented technical support to clients under a complex political environment;
viii. Experience in similar assignments in a Nigerian or developing world context, including familiarity with Corporatization, and Utility commercialization.
ix. Well-developed management skills, strong leadership and excellent communication skills, and ability to lead a multi-skilled team in multi-cultural environment and ensure good client communication, as well as skills in mediation.
