REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR FOCAL NGO UNDER NIGERIA EROSION AND WATERSHED MANAGEMENT PROJECT (NEWMAP) IN DELTA STATE

A. Introduction
The Federal Government of Nigeria has received financing from the World Bank, Global Environment Facility (GEF), Special Climate Change Fund in addition to its own Fund towards the cost of the Nigeria Erosion and Watershed Management Project (NEWMAP) and intends to apply part of the proceeds for consulting services. The NEWMAP is an eight (8) year multi-sector and multi-scale programme with the objective of rehabilitating degraded lands and reduce erosion vulnerability in targeted States with acute gully erosion. Currently, these states include: Anambra, Abia, Cross River, Edo, Enugu, Ebonyi, and Imo. However, seven additional States have recently joined the Project and these include: Kano, Kogi, Plateau, Sokoto, Delta, Gombe and Oyo.

The State Project Management Unit (SPMU) of Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the recruitment of Focal Non-Governmental Organization (NGO) to coordinate community sensitization and social mobilization etc., to improve governance, regulatory compliance, environmental monitoring, impact regulation in the State NEWMAP (at the State and Local Government/Grassroots/Catchment etc.). The Delta State NEWMAP, by this publication, invites eligible consulting firms to indicate their interest in providing the service.

B. The Objectives of the Services of the Focal NGO
The Focal NGO becomes necessary for the Project sensitization, social mobilization, group formation, capacity building, and impact evaluation (IE) interventions in the communities within the sub-catchments of the Project areas. The Focal NGO, which may be a joint venture of more than one firm, for more effectiveness and timely delivery of this assignment, is needed to generate awareness about the Project’s sustainable land management goals and processes at the community level, strengthen appropriate CBOs, and build the capacities of these institutions to help plan and implement agreed soil and water conservation activities.

1. Specific Goats/Tasks of the Focal NGO
The major goals and specific tasks envisaged for the Focal NGOs are as follows:
* Implement Community Sensitization and Mobilization Component of the Project.
* Implement Capacity Development of Community Stakeholders.
* Participatory Monitoring and Evaluation (PM&E).
* Managing Relational Issues on the Project.

2. QUALIFICATION/ELIGIBILITY
The selection of the NGO shall be based on the following parameters:
I. Evidence showing that the NGO Is a registered legal entity and so registered for at least the last 5 years (Copy of Certificate of incorporation with the CAC).
II. Clear Verifiable Head Office/Branch Addresses in Delta State dating at least 5 years old.
III. Profile of the NGO, including qualifications and competence of the key staffs, the role of each corporate entity (in case of a consortium) and full contact details of the lead NGO (Firm profile, CVs and copies of certificates and professional association membership, joint venture MoU etc).
IV. Evidence of Financial Capability and Banking Support including Bank’s Reference and recent Statement of Accounts (Including Statement of Account and Bank Guarantee).
V. Should not have been blacklisted by the World Bank, Federal/State Government /Departments /Undertakings (No Conviction certificate duly self-signed).
VI. Credibility of the NGO (Appreciation certificate from organizations, if any). (Copy of TCC).
VII. Verifiable track record of not less than 5 years in similar programme implementation with donor agencies. (Copy of Appreciation certificate)
viii. Brief description (not more than 2 pages) of the proposed Methodology of carrying out the scope of the work.
IX. Should have the ability of communicating in the local dialects. Fluency in English and Delta language(s)

3. ASSIGNMENT DURATION
The assignment is proposed initially for a period of two years but, however, renewable based on satisfactory performance.

Focal NGO will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the Consultant Guidelines
