Assignment Title: APPOINTMENT OF ENGINEERING FIRM FOR THE SMALL WORKS SERVICE HOUSE CONNECTION & WTP REHABILITATION SUPERVISION

The Federal Government of Nigeria (hereinafter called “Borrower”) has received financing from the World Bank (International Development Association (IDA)) and an additional co-financing from the French Development Association Agency (AFD) (hereinafter called “loan”) towards the cost of the Second National Urban Water Sector Reform Project (2nd Urban Water); Cr 4086/5129-NG AND CNG 1007 04 L. The Borrower intends to apply part of the AFD funds to eligible payments under the Contract for which this Request for Expression of Interest is issued.
The consultancy Services will cover Construction Supervision of the Small Works Water Treatment Plants M&E Rehabilitation and Service House Connection Installation for Cross River State Water Board, Feasible Distribution System extension (6km of pipe of 75 – 110mm diameter Upvc pipes), and House connection with meters. The assignment shall be a time-based contract and is envisaged as a 30 man-months assignment to run for three months.
The Cross River State Water Board Limited now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualification and relevant experience to perform the services. The short-listing criteria are:
a) General experience in engineering consultancy for at least 10 years
b) Supervision of water treatment plant electro-mechanical rehabilitation and water supply distribution extension and densification in at least 2 contracts in the last 5 years.
c) Availability of suitable mix of qualified personnel among its permanent staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers published in May 2004 and subsequent revisions thereof up to May 2010 (“Consultant Guidelines”), setting Consultants may associate with other firms in the form a joint venture or a sub consultancy to enhance their qualification.
A Consultancy Firm will be selected in accordance with the CQS (Consultants Qualification Selection) procedure set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2010.
One original and four copies of the Expression of Interest MUST be delivered to the address below not later than 14th August 2017 by 13.00hrs in a sealed envelope clearly marked Expression of Interest – 2nd NUWSRP; Engineering Supervision for Small Works Contracts”
