This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this project that appeared in the UN Development Business publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) ThisDay and (iii) Daily Trust.

The Federal Republic of Nigeria, through the National Planning Commission has received an Eu-Financing Grant (10th EDF) from the International Development Association (IDA) towards the cost of implementing State and Local Government Reform Project. cross River, being one of the six beneficiary states of the grant, now intends to apply part of the proceeds for towards engagement of a consulting firm to “support the Office of the State Auditor-General (OSAuG) in conducting training of Internal Auditors on Public Sector Audit Techniques, Audit Standards and Information System from Structural and Normative Perspective.

The Consultant’s scope of Services shall include but not limited to the following:

SCOPE OF SERVICES:
A total seventy (70) Auditors are expected to be train which shall include auditors from Office of the Auditor General for Local Government. The training session is expected to be in two groups of thirty-five (35) per group.
The consultant’s scope of assignment shall include but not limited to the following:
• The process of Budgeting (including supplementary Budget)
• Medium Term Sector Strategies (MTSS)
• Medium Term Expenditure Framework (MTEF)
• The Accounting Codes – Charts of Accounts
• Books of Account in the Public Sector
• Internal Control in Public Sector
• Qualities of an Audit Report
• Qualified vs. Clean Audit Opinion
• Audit Alarm
• Audit Programme
• Audit vs. Investigations
• Authorities for Public Expenditures
• Contents of Audit Exception Report
• Auditing and Public Accountability
• Public Procurement Procedures
• IT Skills for Auditors
• E-Payment Audit
• Government Interrelated Financial Management Information System (GIFMIS)
• Staff Skills Audit
• The Efficient Auditor
• Value for Money Audit
• Exposure to International Auditing Standard of Practices including:
a) International Public Sector Auditing Standards
b) International Public Sector Accounting Standards (IPSAS)
c) IFAC Code of Ethics

CRSLOGOR now invites eligible consulting firms to indicate their interest in providing the above services. Interested consulting firms are hereby requested to submit a statement of capability indicating, relevant experience of similar assignments in Nigeria or elsewhere. This should include, but not limited to summary of CVs of its key staff, provision of company profiles/brochure, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff.
The consulting firm will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers, January 2011 (please visit www.worldbank.org), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines.

Consultants may associate with other firms in the form of joint venture or sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

Expression of Interest must be delivered in a written form (in person or by surface mail) both in hard copy (2) and soft copy in CD format to the address below not later than 2 weeks from the date of this publication.
