COOPI-Cooperazione Internazionale invites sealed tenders from registered contractor/construction companies for civil works, water and sanitation facilities in schools as specified below in Lots, at Bolori II Maiduguri, Borno State, Nigeria.

ENG “Intervention to extend access to (formal and non-formal) quality education and psychological support for school children at host families and displaced communities in the urban area of Maiduguri (Nigeria)”.
3. Contracting authority
Cooperazione Internazionale (COOPI) is an Italian humanitarian non-governmental organization founded in Milan in 1965.
4. Description of the contract
The civil work is divided in the following Lots:
Lot 1: Construction of 4 semi-permanent Classrooms and 8 Toilets in Gonidamgari PJSS
Lot 2: Construction of 6 semi-permanent Classrooms and 8 Toilets in Diyabe PS
Lot 3: Rehabilitation of 4 Classrooms in Gonidamgari PJSS
Lot 4: Rehabilitation of 4 Classrooms in Umarari PJSS and Construction of Toilets in Ngarannam PJSS
Lot 5: Construction of 4 Over steel tanks in 4 Schools (Gonidamgari PJSS, Diyabe PS, Ngarannam PJSS, Umarari PJSS)
Lot 6: Drilling borehole in 2 Schools (Gonidamgari PJSS, Umarari PJSS) and providing water supply and sanitation facilities in all 4 Schools (Gonidamgari PJSS, Diyabe PS, Ngarannam PJSS, Umarari PJSS)
Note: Execution of all civil work should be as per specifications mentioned in BOQs especially crushing stone aggregate for concrete work.
5. Exclusion Clauses
The contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases:
a) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters;
b) They have been convicted of an offence concerning their professional conduct by a judgment that has the force of res judicata;
c) They have been guilty of grave professional misconduct proven by any means that the contacting authority can justify;
d) They have not fulfill obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract can be performed;
e) They have been the subject of a judgment that has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity;
f) Following another procurement procedure or grant award procedure, they have been declared to be in serious breach of contract to failure to comply with their contractual obligations. Candidates or tenderers must certify by any relevant means that they are not in one of the situations listed above.
6. Period execution
The mentioned work must be completed in 90 days after the signature date of agreement.
7. Selection and award criteria
The tender commission will not necessarily choose on the basis of lowest price alone but will award one of received offer on the basis of value for money, price, quality, compliance with international norms, previous experience of similar works with international organizations which will be validated, and delay for delivery. Physical verifications of similar nature of works will be as well a criterion for selection.
8. How to obtain the tender dossier

9. Deadline for submission of tenders
Tender should be submitted in sealed envelope to the address COOPI-Cooperazione Internazionale, N?BO/29812 off Cemetery road, Behind GOC House, Old GRA, Maiduguri (Borno State). Deadline for submission of tenders is 10th November, 2017 by 04:00PM.
Any tender received after the deadline will not be considered.
Please note: Cost incurred by the tenderer in preparing and submitting the tender proposals will not be reimbursed.
