Catholic Relief Services – United States Conference of Catholic Bishops (CRS) is an International Non-Governmental Organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons based on needs, regardless of creed, ethnicity or nationality. CRS has operated in Nigeria since 2000 and has implemented different projects in 19 states of the federation. Catholic Relief Services, Nigeria country program has its head office located at Plot No. 512, Ahmadu Bello Way, Cadastral Zone B09, Kado District, Behind NAF Conference Centre & Suites, Abuja, Nigeria. 

For over nine years, the Lake Chad Basin (LCB) crisis – impacting Northeast (NE) Nigeria, the Lake Chad Region of Chad, the Region of Diffa in Niger, and the Far North Region of Cameroon – has exacerbated existing vulnerabilities, torn apart communities and families, constrained livelihood opportunities, destroyed infrastructure, and dismantled local government’s ability to respond to the needs of its citizens. To address the myriad of inter-related and chronic factors inhibiting the recovery of resilient, rebuilt communities in the LCB, CRS was awarded a two-year (from April 1, 2019 to March 31, 2021) Stabilization and Reconciliation in the Lake Chad Region (STaR) Project, which is financed by the German Ministry for Economic Cooperation and Development (BMZ) through KfW (German Financial Cooperation). 

The overall objective of the 24-month STaR Project is to contribute to the stabilization and reconciliation in the most affected regions of the LCB crisis (Borno and Adamawa States in Nigeria, Diffa Region in Niger, and Lake Chad Province in Chad). 

By this invitation to tender, CRS invites qualified Monitoring, Evaluation, Accountability & Learning (MEAL) applicants with relevant past experience in conducting baselines, annual surveys and end line assessments and developing a remote monitoring/management information systems to submit applications.
