PRE-QUALIFICATION QUESTIONNAIRE (“PQQ”) NOTICE FOR BBC MEDIA ACTION QUANTITATIVE RESEARCH
1. PURPOSE OF THE PQQ
1.1 BBC Media Action Nigeria is conducting a competitive procurement for the provision of research services. This is a two-stage procedure comprising of the Pre-Qualification Questionnaire (“PQQ”) used to shortlist potential providers and the Invitation to Tender (“ITT”) used to evaluate tender submitted by the shortlist of potential providers.
1.2 The PQQ sets out the information which is required by BBC Media Action in order assess the suitability of Applicants (“Applicants” refer to the parties who compete the PQQ) in terms of financial standing, technical/professional ability/capacity and experience to meet the requirement. During the PQQ stage, the intention is to arrive at a shortlist of between 3 and 5 qualified potential providers who will be invited to tender against the requirement.
2. THE REQUIREMENT
The requirement is summarized below:
BBC Medic Action Nigeria is planning to conduct a quantitative research to assess the reach and impact of her media intervention programmes as well as evaluate people’s knowledge, perceptions, attitudes and extent of engagement around electoral and governance processes, as well as security and justice reform issues in Nigeria. The study is to be conducted among males and females who are 15 years or older in nine (9) local states namely Akwa-Ibom, Borno, Enugu, Imo, Kaduna, Kano, Lagos, Plateau and the FCT. It is against this background that research agencies will be invited to submit a proposal to conduct this research.
Upon commissioning, BBC Media Action will provide the agency with the survey questionnaire in English and local languages as may be applicable per location. The agency will be responsible for piloting the instrument and providing feedback on the piloting process to BBC Media Action.
Preferably, data for this survey will be collected via electronic data collection approach (or as may be otherwise agreed if justifiable, to collect using pen and paper).
BBC Media Action will work with the selected agency in the selection of specific urban and rural localities for the study. BBC Media Action will alsp provide the agency with the sample size that is considered most appropriate for the survey. The seleced agency will be required to propose a sampling design which is expected to be proportional to each state’s population size (i.e. sampling proportional to size), as well as random and self-weighting. The successful agency will be expected to provide the sampling frame for the survey to BBC Media Action for final checks and approval ahead of data collection.
The fieldwork and all data management related tasks are expected to have been completed by the 20th of December 2018.
